【摘要】：陳云是中國(guó)社會(huì)主義經(jīng)濟(jì)建設(shè)的開(kāi)創(chuàng)者和奠基人之一,他在經(jīng)濟(jì)領(lǐng)域里的理論貢獻(xiàn)舉世矚目,其中他的經(jīng)濟(jì)安全思想對(duì)保障我國(guó)國(guó)民經(jīng)濟(jì)持續(xù)健康穩(wěn)定發(fā)展、推進(jìn)改革開(kāi)放和社會(huì)主義現(xiàn)代化建設(shè)順利進(jìn)行起了巨大的積極作用,對(duì)于保障我國(guó)目前的經(jīng)濟(jì)安全仍具有不可低估的現(xiàn)實(shí)指導(dǎo)意義。本論文共分五個(gè)部分： 第一部分,論述本文的選題意義、研究綜述及研究方法。陳云作為中國(guó)共產(chǎn)黨和中華人民共和國(guó)的主要領(lǐng)導(dǎo)人之一,中國(guó)社會(huì)主義經(jīng)濟(jì)建設(shè)的開(kāi)創(chuàng)者和奠基人之一,在他領(lǐng)導(dǎo)中國(guó)革命和建設(shè)的過(guò)程中形成了重要的經(jīng)濟(jì)安全思想,對(duì)我國(guó)當(dāng)前維護(hù)國(guó)家經(jīng)濟(jì)安全有很好的指導(dǎo)作用,而學(xué)術(shù)界并未對(duì)此進(jìn)行深入研究,所以本文將運(yùn)用理論與實(shí)踐相結(jié)合、邏輯與歷史相一致、文本學(xué)及綜合與分析相結(jié)合的方法對(duì)此進(jìn)行深入研究。 第二部分,論述陳云經(jīng)濟(jì)安全思想形成的歷史背景及軌跡。經(jīng)濟(jì)安全具有非常深刻的內(nèi)涵和豐富的內(nèi)容,對(duì)十一個(gè)國(guó)家的經(jīng)濟(jì)安全也具有非常重要的指導(dǎo)作用。陳云的經(jīng)濟(jì)安全思想是馬克思主義基本原理與中國(guó)革命和建設(shè)實(shí)踐相結(jié)合的產(chǎn)物,是在他長(zhǎng)期領(lǐng)導(dǎo)中國(guó)革命和經(jīng)濟(jì)建設(shè)的過(guò)程中逐漸形成和發(fā)展起來(lái)的,大致經(jīng)歷了革命戰(zhàn)爭(zhēng)時(shí)期的萌芽階段、新中國(guó)成立初期的初步形成階段、大躍進(jìn)和國(guó)民經(jīng)濟(jì)調(diào)整時(shí)期的成熟階段以及文革后期和改革開(kāi)放新時(shí)期的繼續(xù)發(fā)展階段。 第三部分,論述陳云經(jīng)濟(jì)安全思想的內(nèi)容。主要包括：(一)經(jīng)濟(jì)安全重要性思想。陳云經(jīng)濟(jì)安全思想的核心是強(qiáng)調(diào)經(jīng)濟(jì)建設(shè)規(guī)模要和國(guó)力相適應(yīng),經(jīng)濟(jì)調(diào)整是維護(hù)國(guó)家經(jīng)濟(jì)安全的重要途徑,并且強(qiáng)調(diào)經(jīng)濟(jì)安全是政治安全和社會(huì)安全的基礎(chǔ)。(二)農(nóng)業(yè)安全思想。陳云高度重視農(nóng)業(yè)安全,明確告訴我們必須始終堅(jiān)持以農(nóng)業(yè)為基礎(chǔ),重視農(nóng)業(yè),發(fā)展農(nóng)業(yè),從而保證國(guó)民經(jīng)濟(jì)各部門的持續(xù)健康發(fā)展,最終維護(hù)國(guó)家的經(jīng)濟(jì)安全。同時(shí)也非常重視糧食安全工作,認(rèn)為它關(guān)系到物價(jià)的穩(wěn)定和人們的生活,不僅是一項(xiàng)經(jīng)濟(jì)工作,而且也是一項(xiàng)重大的政治工作(三)金融安全思想。陳云在主管經(jīng)濟(jì)工作期間一直把維護(hù)金融安全工作放在非常重要的地位,他領(lǐng)導(dǎo)穩(wěn)定物價(jià)、統(tǒng)一財(cái)政經(jīng)濟(jì)工作,并且提出金融安全的綜合平衡理論,不僅保障了當(dāng)時(shí)的國(guó)家金融安全,也為我們今天的金融工作起了重要的指導(dǎo)和借鑒作用。(四)國(guó)家貿(mào)易安全思想。陳云強(qiáng)調(diào)確保國(guó)家貿(mào)易安全的關(guān)鍵是要很好地研究資本主義,對(duì)外國(guó)資本家歡迎之中要警惕,并且要堅(jiān)持獨(dú)立自主,自力更生。 第四部分,論述陳云經(jīng)濟(jì)安全思想的特點(diǎn)。陳云在維護(hù)國(guó)家經(jīng)濟(jì)安全時(shí),始終堅(jiān)持從我國(guó)國(guó)情出發(fā),遵循經(jīng)濟(jì)規(guī)律,并且把維護(hù)和實(shí)現(xiàn)人民群眾的利益作為經(jīng)濟(jì)安全的落腳點(diǎn)。 第五部分,論述陳云經(jīng)濟(jì)安全思想的當(dāng)代價(jià)值。堅(jiān)持陳云的經(jīng)濟(jì)安全思想對(duì)于我國(guó)當(dāng)前維護(hù)國(guó)家經(jīng)濟(jì)安全工作具有重要的指導(dǎo)作用和借鑒意義,我們必須要高度重視經(jīng)濟(jì)安全,在對(duì)外開(kāi)放中切實(shí)保障國(guó)家經(jīng)濟(jì)安全,重視金融安全在經(jīng)濟(jì)安全中的核心地位,并且要與時(shí)俱進(jìn),樹(shù)立新的經(jīng)濟(jì)安全觀念。
[Abstract]:Chen Yun is one of the pioneers and founders of socialist economic construction China, his theoretical contribution in the economic field has attracted worldwide attention, including his thoughts on the maintenance of economic security of our country's national economy healthy and stable development, promote the reform and opening up and socialist modernization smoothly played a great positive role, for the protection of China's current economic security still has don't underestimate the significance. This paper is divided into five parts:
The first part discusses the significance of the topic, literature review and research methods. Chen Yun is one of the main leaders of the Communist Party of China and People's Republic of China, one of the pioneer and founder of Chinese socialist economic construction. In the process he led China revolution and construction in the formation of the important thought of economic safety, has very good guidance to our country the current national economic security, and the academic circles did not conduct in-depth research, so this paper will use the combination of theory and practice, the unity of history and logic, this text study and in-depth research methods combined with comprehensive analysis.
The second part discusses the historical background and the trajectory of Chen Yun's economic security thought. Economic security has a very deep meaning and rich content, eleven of the country's economic security has a very important guiding role. Chen Yun's economic security thought is a product of practice of Marx's basic principle and the China revolution and construction combined. Is gradually formed and developed in the process of his long leadership China revolution and economic construction in the experienced embryonic stage of the revolutionary war, the initial formation of the initial stage of the founding of new China, mature stage and great leap into the adjustment period of the national economy in the new era and the post Cultural Revolution and the reform and opening up to the development stage.
The third part discusses Chen Yun's thought of economic security. The content mainly includes: (a) the importance of economic security thought. The core of Chen Yun's economic security thought is to emphasize the scale of economic construction adapt to national power, economic adjustment is an important way to safeguard national economic security, and stressed that economic security is the base of political and social security (. Two) the thought of agriculture security. Chen Yun attaches great importance to agricultural safety, clearly told us should always adhere to agriculture as the foundation, attaches great importance to agriculture, agricultural development, so as to ensure that all sectors of the national economy's sustained and healthy development, to safeguard national economic security. At the same time also attaches great importance to food safety work, think it is related to price stability and people life is not only an economic work, but also a major political work (three). Chen Yun thought of financial security in charge of economic work has been The maintenance of financial security work on a very important position, he led the price stability, unified financial and economic work, and put forward the general equilibrium theory of financial security, not only to protect the financial security of the country at that time, also plays an important guidance and reference for today's financial work. (four) the thought of national trade security. The fourth part discusses the characteristics of Chen Yun's thought of economic security. When maintaining the national economic security, Chen Yun always adhered to our national conditions, followed the economic laws, and maintained and realized the interests of the masses as the foothold of economic security.
The fifth part discusses the contemporary value of Chen Yun thought of economic security. We insist on Chen Yun's thought of economic safety for our current work to safeguard national economic security has an important role in guiding and reference, we must attach great importance to economic security, safeguard national economic security in opening up, pay attention to the core status of financial security. And, to keep pace with the times, set up the new concept of economic security.
