【摘要】： 我國(guó)是世界洪水災(zāi)害最為嚴(yán)重的國(guó)家之一，防洪減災(zāi)一直是國(guó)家的基本戰(zhàn)略。如何在洪水風(fēng)險(xiǎn)中謀求生存和發(fā)展是風(fēng)險(xiǎn)管理中長(zhǎng)期存在的問(wèn)題，隨著經(jīng)濟(jì)社會(huì)的進(jìn)步，這一問(wèn)題將越來(lái)越突出。了解洪水風(fēng)險(xiǎn)的基本特性，研究分析其內(nèi)在規(guī)律，，將大大提高防洪減災(zāi)的成效，最終實(shí)現(xiàn)人與洪水和諧共處的戰(zhàn)略目標(biāo)。 本文首先論述了我國(guó)防洪減災(zāi)的基本形勢(shì)、洪水災(zāi)害的基本特點(diǎn)、江河防洪標(biāo)準(zhǔn)及其評(píng)價(jià)。其次分析了洪水風(fēng)險(xiǎn)的基本屬性、分類(lèi)以及洪水風(fēng)險(xiǎn)分析的基本內(nèi)涵和方法。然后提出洪水風(fēng)險(xiǎn)圖制作的方法和步驟。在理論分析的基礎(chǔ)上，結(jié)合岷江成都平原洪水風(fēng)險(xiǎn)分析的具體研究項(xiàng)目，運(yùn)用水災(zāi)頻率分析方法進(jìn)行了洪水風(fēng)險(xiǎn)區(qū)劃的研究。最后對(duì)洪水風(fēng)險(xiǎn)管理的本質(zhì)進(jìn)行了論述，進(jìn)而提出我國(guó)防洪減災(zāi)的戰(zhàn)略思想。
[Abstract]:China is one of the most serious flood disaster countries in the world, flood control and disaster reduction has been the basic strategy of the country. How to survive and develop in flood risk is a long-term problem in risk management. With the progress of economy and society, this problem will become more and more prominent. Understanding the basic characteristics of flood risk and studying and analyzing its inherent law will greatly improve the effectiveness of flood control and disaster reduction and finally realize the strategic goal of harmonious coexistence between people and floods. This paper first discusses the basic situation of flood control and disaster reduction in China, the basic characteristics of flood disaster, the flood control standards of rivers and their evaluation. Secondly, the basic attributes and classification of flood risk and the basic connotation and method of flood risk analysis are analyzed. Then, the methods and steps of flood risk map making are put forward. Based on the theoretical analysis, the flood risk zoning in Chengdu Plain of Minjiang River is studied by using the flood frequency analysis method. Finally, the essence of flood risk management is discussed, and the strategic thought of flood control and disaster reduction in China is put forward.
