【摘要】：毛澤東在領(lǐng)導(dǎo)中國人民開展社會主義經(jīng)濟(jì)建設(shè)的偉大實(shí)踐中，對社會主義經(jīng)濟(jì)發(fā)展戰(zhàn)略進(jìn)行了可貴的探索，取得了豐富和寶貴的思想理論成果。其中那些富有獨(dú)創(chuàng)性的、并經(jīng)過實(shí)踐檢驗(yàn)證明是正確的經(jīng)濟(jì)發(fā)展戰(zhàn)略思想，對我國社會主義經(jīng)濟(jì)建設(shè)發(fā)揮了普遍和長遠(yuǎn)的指導(dǎo)作用。 毛澤東對社會主義經(jīng)濟(jì)發(fā)展戰(zhàn)略的探索從建國前夕開始到“文革”結(jié)束為止，近30年里大致經(jīng)歷了三個(gè)階段的曲折過程，即萌芽階段、基本形成階段和曲折發(fā)展階段，最終形成了比較完整的經(jīng)濟(jì)發(fā)展戰(zhàn)略體系。 毛澤東的社會主義經(jīng)濟(jì)發(fā)展戰(zhàn)略思想中揭示了社會主義社會經(jīng)濟(jì)發(fā)展的動(dòng)力在于社會主義社會的基本矛盾運(yùn)動(dòng)，，確立了“兩步走”實(shí)現(xiàn)“四個(gè)現(xiàn)代化”的戰(zhàn)略目標(biāo)和戰(zhàn)略步驟，選擇了優(yōu)先發(fā)展重工業(yè)和農(nóng)輕重協(xié)調(diào)發(fā)展的戰(zhàn)略重點(diǎn)和產(chǎn)業(yè)布局，制定了一系列指導(dǎo)經(jīng)濟(jì)發(fā)展的戰(zhàn)略方針，提出了一些促進(jìn)經(jīng)濟(jì)發(fā)展的戰(zhàn)略措施。 毛澤東的社會主義經(jīng)濟(jì)發(fā)展戰(zhàn)略不僅在社會主義經(jīng)濟(jì)發(fā)展戰(zhàn)略模式上作出了創(chuàng)新，而且指導(dǎo)我國社會主義現(xiàn)代化建設(shè)取得了重要成就，其探索中的正反兩方面經(jīng)驗(yàn)也為鄧小平經(jīng)濟(jì)發(fā)展戰(zhàn)略的制定提供了借鑒。但是由于歷史時(shí)代的局限性，毛澤東對什么是社會主義、怎樣建設(shè)社會主義這一根本性問題認(rèn)識不夠清醒，對我國基本國情的認(rèn)識也有偏差，加上他個(gè)人驕傲自滿情緒不斷滋長，逐漸背離了實(shí)事求是的思想路線，終于導(dǎo)致他在社會主義經(jīng)濟(jì)發(fā)展戰(zhàn)略的探索中出現(xiàn)嚴(yán)重失誤，使我國國民經(jīng)濟(jì)遭受重大損失。 金無足赤，人無完人。我們不能以今天的標(biāo)準(zhǔn)來苛求毛澤東，而應(yīng)當(dāng)從歷史發(fā)展的角度，充分肯定毛澤東經(jīng)濟(jì)發(fā)展戰(zhàn)略思想及其實(shí)踐在我國社會主義建設(shè)中的地位和作用。 全文分前言、正文兩部分。其中正文從三個(gè)方面進(jìn)行論述： 一、毛澤東對社會主義經(jīng)濟(jì)發(fā)展戰(zhàn)略探索的曲折歷程。二、毛澤東社會主義經(jīng)濟(jì)發(fā)展戰(zhàn)略的基本思想。三、毛澤東社會主義經(jīng)濟(jì)發(fā)展戰(zhàn)略的歷史作用。
[Abstract]:In the great practice of leading the Chinese people to carry out socialist economic construction, Mao Zedong has made valuable explorations on the strategy of socialist economic development and made rich and valuable theoretical and ideological achievements. Those who are original and proved to be correct in economic development strategy have played a universal and long-term guiding role in the socialist economic construction of our country. Mao Zedong's exploration of socialist economic development strategy from the eve of the founding of the people's Republic of China to the end of the Cultural Revolution has undergone three stages of twists and turns in the past 30 years, namely, the embryonic stage, the basic stage of formation and the stage of tortuous development. Finally, a relatively complete economic development strategy system was formed. Mao Zedong's strategic thought of socialist economic development reveals that the motive force of socialist social and economic development lies in the basic contradictory movement of socialist society, and establishes the strategic goal and strategic steps of "two steps" to realize "four modernizations". This paper selects the strategic emphasis and industrial layout of the coordinated development of heavy industry and agriculture, formulates a series of strategic policies to guide economic development, and puts forward some strategic measures to promote economic development. Mao Zedong's socialist economic development strategy has not only made innovations in the strategic model of socialist economic development, but also has made important achievements in guiding China's socialist modernization drive. The positive and negative experiences also provide reference for Deng Xiaoping's economic development strategy. However, due to the limitations of the historical era, Mao Zedong's understanding of the fundamental question of what is socialism and how to build socialism is not clear enough, and his understanding of the basic conditions of our country is also biased. In addition, his personal pride and complacency are constantly growing, which gradually deviates from the ideological line of seeking truth from facts, and finally leads him to make serious mistakes in the exploration of the strategy of socialist economic development, thus causing great losses to the national economy of our country. No man is perfect without gold. Instead of demanding Mao Zedong according to today's standards, we should fully affirm the position and role of Mao Zedong's economic development strategy and its practice in China's socialist construction from the perspective of historical development. The full text is divided into two parts: preface and text. The text is discussed from three aspects: First, Mao Zedong's tortuous course of exploring the socialist economic development strategy. Second, Mao Zedong socialist economic development strategy of the basic ideas. Third, the historical role of Mao Zedong's socialist economic development strategy.
