【摘要】：推進城鎮(zhèn)化健康快速發(fā)展,是實現(xiàn)經(jīng)濟結(jié)構(gòu)轉(zhuǎn)型升級的重要途徑,也是實現(xiàn)區(qū)域經(jīng)濟由大到強戰(zhàn)略性轉(zhuǎn)變的重要途徑。依據(jù)諾斯的制度創(chuàng)新理論和錢納里的"標準結(jié)構(gòu)"理論,在深刻領(lǐng)會李克強總理關(guān)于創(chuàng)新、城鎮(zhèn)化與結(jié)構(gòu)調(diào)整相關(guān)論述的基礎(chǔ)上,以山東城鎮(zhèn)化發(fā)展對經(jīng)濟結(jié)構(gòu)轉(zhuǎn)型升級的影響為例,分析城鎮(zhèn)化發(fā)展與經(jīng)濟結(jié)構(gòu)轉(zhuǎn)型升級不相協(xié)調(diào)的制約因素。研究發(fā)現(xiàn),城鎮(zhèn)化率與經(jīng)濟大省地位不相匹配、首位城市優(yōu)勢不明顯、體制機制改革滯后等因素制約了山東經(jīng)濟結(jié)構(gòu)轉(zhuǎn)型升級。城鎮(zhèn)化發(fā)展與山東經(jīng)濟結(jié)構(gòu)轉(zhuǎn)型升級的實現(xiàn)路徑:大力提升城鎮(zhèn)化率,借鑒創(chuàng)新產(chǎn)業(yè)轉(zhuǎn)型經(jīng)驗,優(yōu)化資源配置布局,推動城鎮(zhèn)化制度改革,實施綠色城鎮(zhèn)化發(fā)展戰(zhàn)略。
[Abstract]:Promoting the healthy and rapid development of urbanization is not only an important way to realize the transformation and upgrading of economic structure, but also an important way to realize the strategic transformation of regional economy from large to strong. According to North's theory of institutional innovation and Qian Nari's theory of "standard structure", on the basis of deeply understanding Premier Li Keqiang's discussion on innovation, urbanization and structural adjustment, taking the influence of urbanization development in Shandong Province on the transformation and upgrading of economic structure as an example, this paper analyzes the restrictive factors between urbanization development and economic structure transformation and upgrading. It is found that the urbanization rate does not match the status of a large economic province, the advantages of the first city are not obvious, and the institutional mechanism reform lags behind, which restricts the transformation and upgrading of Shandong's economic structure. The way to realize the development of urbanization and the transformation and upgrading of Shandong's economic structure: vigorously improve the urbanization rate, draw lessons from the experience of innovative industrial transformation, optimize the layout of resource allocation, promote the reform of urbanization system, and implement the development strategy of green urbanization.
