【摘要】：本研究是以實(shí)證研究的方法,探討農(nóng)村土地流轉(zhuǎn)政策、農(nóng)民的土地流轉(zhuǎn)利益保障和農(nóng)民的城鎮(zhèn)化意愿等三者之間的關(guān)系。本研究的理論基礎(chǔ)是土地發(fā)展權(quán)理論。本研究的路徑是：通過對(duì)南寧市的現(xiàn)狀分析,發(fā)現(xiàn)當(dāng)前農(nóng)村土地流轉(zhuǎn)問題一定程度上阻礙了城鎮(zhèn)化進(jìn)程,如何解決該問題?為此,在對(duì)土地發(fā)展權(quán)的概念和性質(zhì)分析基礎(chǔ)上,對(duì)農(nóng)民土地發(fā)展權(quán)與農(nóng)村土地流轉(zhuǎn)、農(nóng)民土地發(fā)展權(quán)與農(nóng)民的城鎮(zhèn)化意愿作進(jìn)一步的深入探討。分別對(duì)農(nóng)村土地流轉(zhuǎn)、農(nóng)民的城鎮(zhèn)化意愿等相關(guān)文獻(xiàn)分析,并結(jié)合南寧市的農(nóng)村現(xiàn)實(shí)進(jìn)行實(shí)證調(diào)研,總結(jié)出當(dāng)前農(nóng)民對(duì)土地流轉(zhuǎn)、城鎮(zhèn)化的相關(guān)關(guān)注點(diǎn)。在理論層面和實(shí)證層面分析的基礎(chǔ)上,建立本研究模型。在該模型中,設(shè)置了三個(gè)變量,分別是：農(nóng)村土地流轉(zhuǎn)政策、農(nóng)民土地流轉(zhuǎn)中的利益保障和農(nóng)民的城鎮(zhèn)化意愿。根據(jù)該模型提出三個(gè)假設(shè)。如下：·H1：土地流轉(zhuǎn)政策對(duì)農(nóng)民的城鎮(zhèn)化意愿有顯著的正向影響；·H2：農(nóng)民土地流轉(zhuǎn)中的利益保障在土地流轉(zhuǎn)政策與農(nóng)民的城鎮(zhèn)化意愿的正向關(guān)系中起中介作用；·H3：農(nóng)民土地流轉(zhuǎn)中的利益保障對(duì)農(nóng)民的城鎮(zhèn)化意愿有顯著的正向影響。按照上面假設(shè)的基本思路,參照文獻(xiàn)綜述和實(shí)證調(diào)查的基礎(chǔ)上,設(shè)計(jì)調(diào)查問卷,并發(fā)放問卷開展問卷調(diào)查。問卷回收后進(jìn)行問卷篩選、問卷的信度效度分析、對(duì)問卷的統(tǒng)計(jì)分析,最后得出各個(gè)變量之間的路徑系數(shù)和相互關(guān)系。在此基礎(chǔ)上,提出南寧市土地流轉(zhuǎn)進(jìn)程中加快城鎮(zhèn)化的建議,如下：·幫助農(nóng)民融入城鎮(zhèn)社區(qū)生活；·為農(nóng)民城鎮(zhèn)化提供住房保障；·為農(nóng)民進(jìn)城生活提供就業(yè)技能培訓(xùn)并完善就業(yè)政策；·增加農(nóng)民對(duì)農(nóng)村建設(shè)用地增值收益的分配比例；·農(nóng)民進(jìn)城生活但保留其土地流轉(zhuǎn)收益。
[Abstract]:The purpose of this study is to explore the relationship between the rural land circulation policy, the farmer's land transfer benefit guarantee and the farmer's urbanization will. The theoretical basis of this study is the theory of the right to development of the land. The path of this study is: through the analysis of the present situation of Nanning, it is found that the current problem of rural land circulation has hindered the process of urbanization to some extent, and how to solve the problem? Therefore, on the basis of the analysis of the concept and nature of the right to development of the land, the farmer's land right to development and the rural land flow, the farmer's land right to development and the farmer's urbanization will be further discussed. The paper analyses the rural land flow and the farmer's willingness to urbanization, and makes an empirical study on the rural reality in Nanning, and summarizes the related concerns of the current farmers to the land flow and urbanization. On the basis of theoretical and empirical analysis, this study model is established. In this model, three variables are set, namely, the rural land circulation policy, the benefit guarantee of the farmer's land flow and the farmer's willingness to urbanization. Three hypotheses are proposed according to the model. The following is: 路 H1: The land circulation policy has a significant positive impact on the farmer's willingness to urbanization; 路 H2: The benefit guarantee in the land flow of the farmer plays an intermediary role in the positive relationship between the land circulation policy and the farmer's urbanization will; 路 H3: The benefit guarantee of the farmer's land flow has a significant positive impact on the farmers' willingness to urbanization. According to the basic idea of the above hypothesis, based on the literature review and the empirical investigation, the questionnaire was designed and the questionnaire was issued to carry out the questionnaire. After the questionnaire was collected, the questionnaire was selected, the reliability and validity of the questionnaire were analyzed, the statistical analysis of the questionnaire was carried out, and the path coefficient and the relationship among the variables were obtained. On the basis of this, the paper puts forward the suggestion of accelerating the urbanization in the process of the land circulation in Nanning, as follows: 路 Help the peasants to integrate into the urban community life; 路 Provide housing guarantee for the urbanization of the farmers; 路 Provide the employment skills training for the farmers and improve the employment policy; 路 Increase the distribution ratio of the farmers to the value-added income of the rural construction land; 路 the farmers to go to the city but retain their land circulation income.
