【摘要】：在市場經(jīng)濟(jì)條件下，服務(wù)型工商管理對規(guī)范政府行為，促進(jìn)地方政府經(jīng)濟(jì)又好又快發(fā)展，完善撫順市工商系統(tǒng)的服務(wù)執(zhí)法能力都有著十分重要的意義�；趽犴樖性谡衽d發(fā)展東北老工業(yè)基地的過程中，對于東北區(qū)域乃至于全國都具有優(yōu)秀的模范作用和影響價(jià)值，本文選取撫順市的服務(wù)型工商管理作為研究對象，深入了解撫順市工商管理的現(xiàn)狀，分析構(gòu)建撫順市服務(wù)型工商管理存在問題的成因，有助于促進(jìn)服務(wù)型工商管理工作的公平公正。本文通過分析撫順市服務(wù)型工商管理建設(shè)問題的研究，利用比較成熟的新公共服務(wù)理論框架找到適合撫順服務(wù)型工商的未來道路，保證行政執(zhí)法機(jī)關(guān)和執(zhí)法者始終牢記為民服務(wù)的理念，努力提升自我素質(zhì)，，推動(dòng)撫順服務(wù)型工商體制的規(guī)范。工商行政管理作為國家主管市場監(jiān)督管理和行政執(zhí)法的職能部門，其工作與國家普通公民的生活息息相關(guān)，全體公民作為消費(fèi)者，其消費(fèi)權(quán)益的維護(hù)有賴于工商行政管理部門的消費(fèi)者權(quán)益保護(hù)職能的正常發(fā)揮，公民作為創(chuàng)業(yè)者其市場交易行為和市場競爭行為也有賴于工商行政管理部門的市場監(jiān)管職能和行政執(zhí)法職能的正常發(fā)揮，但是，長期的統(tǒng)治型政府部門運(yùn)營模式，使工商管理部門的執(zhí)政理念、工作目標(biāo)、工作程序和方法等都不能適應(yīng)新市場經(jīng)濟(jì)時(shí)代的服務(wù)要求，要切實(shí)建立起符合社會(huì)主義市場經(jīng)濟(jì)需要的服務(wù)型工商，必須完善服務(wù)型政府的理論體系，發(fā)掘服務(wù)型政府的深刻內(nèi)涵，在理論指導(dǎo)的前提下，通過實(shí)踐尋找服務(wù)型政府部門建設(shè)的正確途徑。 本文共分為四個(gè)部門。第一部分對論文中提到的“工商管理”和“服務(wù)”等主要概念進(jìn)行了充分說明，同時(shí)對新公共服務(wù)理論進(jìn)一步的提出和基本內(nèi)容做了詳細(xì)闡述，它是一種基于公共利益和公民權(quán)的公共服務(wù)。本文第二部分以調(diào)查問卷滿意度評(píng)價(jià)的形式和方法，具體問題具體分析，利用準(zhǔn)確的數(shù)據(jù)總結(jié)出撫順市服務(wù)型工商管理建設(shè)中仍舊存在的問題，繼而對仍舊存在的問題加以分析，并對問題產(chǎn)生的原因進(jìn)行了探討。眾所周知，服務(wù)型工商管理的構(gòu)建對撫順市服務(wù)型工商管理的行政改革來說是一個(gè)難得的機(jī)遇，同時(shí)也是一種存在著諸多阻力的挑戰(zhàn)。本文第三部分運(yùn)用新公共服務(wù)理論的基本內(nèi)容對撫順市服務(wù)型工商行政管理建設(shè)中存在的問題一一進(jìn)行了探討，并依據(jù)上述的理論框架找出相應(yīng)的管理、服務(wù)、責(zé)任、人才等相關(guān)對應(yīng)方面的原因。本文第四部分指出構(gòu)建撫順市服務(wù)型工商管理需采取的對策，明確服務(wù)型工商管理觀念、確立服務(wù)型管理機(jī)制、健全問責(zé)制度、完善人才培養(yǎng)制度等。
[Abstract]:Under the condition of market economy, service-oriented business administration is of great significance to standardize government behavior, promote the good and rapid development of local government economy, and improve the service law enforcement ability of Fushun industrial and commercial system. Based on the fact that Fushun City has excellent model role and influence value for Northeast China and even the whole country in the process of revitalizing and developing the old industrial base in Northeast China, this paper selects Fushun Service Business Administration as the research object. It is helpful to promote the fairness and justice of service-oriented business administration by deeply understanding the present situation of Fushun business administration and analyzing the causes of the problems existing in the construction of service-oriented business administration in Fushun city. Based on the analysis of the construction of service-oriented business administration in Fushun City, this paper finds a suitable future way for Fushun service-oriented industry and commerce by using the more mature theoretical framework of new public service. To ensure that administrative law enforcement agencies and law enforcers always bear in mind the concept of serving the people, strive to improve their self-quality, and promote the norms of Fushun service-oriented industrial and commercial system. As the functional department of the state in charge of market supervision and management and administrative law enforcement, the work of industrial and commercial administration is closely related to the life of ordinary citizens of the country, and all citizens are consumers. The maintenance of its consumer rights and interests depends on the normal play of the consumer rights and interests protection function of the administrative department for industry and commerce. As entrepreneurs, their market transaction behavior and market competition behavior also depend on the normal play of the market supervision function and administrative law enforcement function of the administrative department for industry and commerce. However, the long-term operation mode of the dominant government department. So that the ruling concept, work objectives, working procedures and methods of the industrial and commercial administration departments can not meet the service requirements of the new market economy era, and it is necessary to earnestly establish a service-oriented industry and commerce that meets the needs of the socialist market economy. We must perfect the theoretical system of service-oriented government, explore the profound connotation of service-oriented government, and find the correct way to construct service-oriented government department through practice under the premise of theoretical guidance. This paper is divided into four departments. In the first part, the main concepts of "business administration" and "service" mentioned in the paper are fully explained, and the new public service theory is further put forward and the basic contents are expounded in detail. It is a kind of public service based on public interest and citizenship. In the second part of this paper, based on the form and method of questionnaire satisfaction evaluation, the specific problems are analyzed concretely, and the problems still existing in the construction of service-oriented business administration in Fushun City are summarized by using accurate data. Then the existing problems are analyzed, and the causes of the problems are discussed. As we all know, the construction of service-oriented business administration is a rare opportunity for the administrative reform of service-oriented business administration in Fushun City, and it is also a challenge with many obstacles. The third part of this paper discusses the problems existing in the construction of service-oriented industrial and commercial administration in Fushun City by using the basic contents of the new public service theory, and finds out the corresponding management, service and responsibility according to the above theoretical framework. Talent and other related corresponding reasons. The fourth part of this paper points out the countermeasures to be taken in the construction of service-oriented business administration in Fushun City, clarifies the concept of service-oriented industry and commerce administration, establishes the service-oriented management mechanism, perfects the accountability system, perfects the talent training system and so on.
