【摘要】：筆者分析了環(huán)境規(guī)制的產(chǎn)業(yè)升級(jí)效應(yīng)與產(chǎn)業(yè)轉(zhuǎn)移效應(yīng)對(duì)就業(yè)規(guī)模和就業(yè)結(jié)構(gòu)的作用機(jī)理,并利用2001年~2011年中國(guó)省際面板數(shù)據(jù)對(duì)其進(jìn)行了實(shí)證檢驗(yàn)。研究結(jié)果表明,在沒(méi)有考慮產(chǎn)業(yè)變動(dòng)的雙重效應(yīng)的情況下,環(huán)境規(guī)制政策的實(shí)施會(huì)降低地區(qū)就業(yè)規(guī)模,且不會(huì)促進(jìn)高技能勞動(dòng)力就業(yè)的增加;在考慮環(huán)境規(guī)制引致的產(chǎn)業(yè)變動(dòng)的雙重效應(yīng)時(shí),環(huán)境規(guī)制的產(chǎn)業(yè)升級(jí)效應(yīng)雖沒(méi)有帶動(dòng)就業(yè)規(guī)模的增加,但促進(jìn)了高技能勞動(dòng)力需求的增長(zhǎng);環(huán)境規(guī)制的產(chǎn)業(yè)轉(zhuǎn)移效應(yīng)促進(jìn)了全國(guó)就業(yè)規(guī)模的增加,同時(shí)帶動(dòng)了高技能勞動(dòng)力就業(yè)規(guī)模的增加,但卻降低了遷出地的就業(yè)規(guī)模及高技能勞動(dòng)力相對(duì)就業(yè)數(shù)量。
[Abstract]:The author analyzes the mechanism of the industrial upgrading effect and the industrial transfer effect of environmental regulation on the employment scale and employment structure, and makes an empirical test by using the inter-provincial panel data of China from 2001 to 2011. The results show that the implementation of environmental regulation policy will reduce the scale of regional employment and will not promote the increase of employment of highly skilled labor force without considering the dual effect of industrial change. When considering the dual effect of industrial change caused by environmental regulation, although the industrial upgrading effect of environmental regulation has not led to the increase of employment scale, it has promoted the growth of the demand of highly skilled labor force. The industrial transfer effect of environmental regulation promotes the increase of the national employment scale, and at the same time leads to the increase of the employment scale of the highly skilled labor force, but reduces the employment scale of the emigrated place and the relative employment number of the highly skilled labor force.
