【摘要】：2014年,面對復(fù)雜多變的市場形勢,我國物流業(yè)積極調(diào)整,加快轉(zhuǎn)型升級(jí),迎來了《物流業(yè)發(fā)展中長期規(guī)劃》的發(fā)布,物流產(chǎn)業(yè)基礎(chǔ)性、戰(zhàn)略性地位進(jìn)一步明確;增長速度高位趨穩(wěn),需求結(jié)構(gòu)穩(wěn)步調(diào)整;資本和技術(shù)雙輪驅(qū)動(dòng),市場主體趨于集中;平臺(tái)整合,產(chǎn)業(yè)融合,經(jīng)營模式變革創(chuàng)新;渠道下沉,海外布局,服務(wù)網(wǎng)絡(luò)縱深發(fā)展;互聯(lián)互通,一體化發(fā)展,區(qū)域物流進(jìn)一步優(yōu)化;政府重視物流業(yè)發(fā)展,治理環(huán)境持續(xù)向好,總體運(yùn)行保持了較強(qiáng)的發(fā)展韌性,較好地發(fā)揮了基礎(chǔ)性、戰(zhàn)略性作用。但是,我國物流整體市場環(huán)境依然比較嚴(yán)峻,企業(yè)經(jīng)營仍然困難,產(chǎn)業(yè)間合作仍然存在很大空間,物流業(yè)轉(zhuǎn)型升級(jí)與健康發(fā)展面臨嚴(yán)峻挑戰(zhàn)。2015年,對正處于產(chǎn)業(yè)地位提升期、現(xiàn)代物流服務(wù)體系形成期、物流強(qiáng)國建設(shè)期的我國物流業(yè)而言,必須適應(yīng)經(jīng)濟(jì)發(fā)展"新常態(tài)",重視消費(fèi)需求的推動(dòng)作用,重視質(zhì)量與效率的提升,重視企業(yè)整合與創(chuàng)新,重視資本和技術(shù)驅(qū)動(dòng),重視物流基礎(chǔ)設(shè)施網(wǎng)絡(luò)建設(shè),重視綠色低碳物流發(fā)展,進(jìn)入以轉(zhuǎn)型升級(jí)為主線的發(fā)展新階段,逐步從追求規(guī)模和速度的粗放式增長轉(zhuǎn)變?yōu)樽⒅刭|(zhì)量和效率的集約式增長,從增量擴(kuò)能為主轉(zhuǎn)變?yōu)檎{(diào)整存量與做優(yōu)增量并存的深度調(diào)整,從要素驅(qū)動(dòng)、投資驅(qū)動(dòng)轉(zhuǎn)變?yōu)檎习l(fā)展、創(chuàng)新驅(qū)動(dòng),逐步釋放發(fā)展?jié)摿Α?015年既是全面完成"十二五"規(guī)劃的收官之年,也是《物流業(yè)發(fā)展中長期規(guī)劃》和《促進(jìn)物流業(yè)發(fā)展三年行動(dòng)計(jì)劃》的啟動(dòng)之年。面對新的機(jī)遇和挑戰(zhàn),物流業(yè)要在進(jìn)一步關(guān)注客戶需求新變化、物流服務(wù)新市場、組織經(jīng)營新模式、物流新技術(shù)、物流人才培養(yǎng)、企業(yè)社會(huì)責(zé)任、行業(yè)協(xié)會(huì)建設(shè)與發(fā)展的同時(shí),注意防控和化解市場風(fēng)險(xiǎn)、技術(shù)風(fēng)險(xiǎn)、重組風(fēng)險(xiǎn)、資金風(fēng)險(xiǎn)、法律風(fēng)險(xiǎn)、信用風(fēng)險(xiǎn),處理好增長與穩(wěn)定的關(guān)系,通過改革創(chuàng)新推動(dòng)整合優(yōu)化,增進(jìn)效率,有序推動(dòng)全行業(yè)轉(zhuǎn)型升級(jí)。
[Abstract]:In 2014, in the face of the complex and changeable market situation, China's logistics industry actively adjusted, accelerated the transformation and upgrading, ushered in the "medium-and long-term planning for the development of logistics industry", logistics industry foundation, strategic position further clear; The growth speed is stable, the demand structure is adjusted steadily; the capital and technology double wheel drive, the market main body tends to centralize; the platform conformity, the industry amalgamation, the management mode reform and innovation; the channel sink, the overseas layout, the service network in depth development; The government attaches importance to the development of logistics industry and maintains a better governance environment, maintains a strong development toughness and plays a fundamental and strategic role in the overall operation. However, the overall market environment of logistics in China is still relatively severe, the operation of enterprises is still difficult, there is still a lot of space for inter-industry cooperation, the transformation and upgrading of the logistics industry and the healthy development of the logistics industry are facing severe challenges. In 2015, it is in the period of upgrading the status of the industry. The logistics industry of our country in the period of the formation of the modern logistics service system and the construction of the logistics power must adapt to the "new normal" of economic development, attach importance to the promotion of consumer demand, the promotion of quality and efficiency, and attach importance to the integration and innovation of enterprises. Attach importance to capital and technology drive, pay attention to the construction of logistics infrastructure network, attach importance to the development of green low-carbon logistics, enter a new stage of development with transformation and upgrading as the main line. It has gradually changed from extensive growth in pursuit of scale and speed to intensive growth focusing on quality and efficiency, from mainly incremental capacity expansion to deep adjustment of co-existence of stock and optimal increment, and from factor-driven. Investment-driven transformation into integrated development, innovation-driven, and gradually unleashing the potential for development. 2015 is not only the year of the completion of the 12th five-year Plan in an all-round way. It is also the start-up year of the medium-and long-term plan of logistics development and the three-year action plan to promote the development of logistics industry. In the face of new opportunities and challenges, the logistics industry should pay more attention to new changes in customer needs, new markets for logistics services, new modes of organization and management, new logistics technologies, training of logistics talents, corporate social responsibility, and the construction and development of trade associations. Pay attention to the prevention, control and resolution of market risks, technical risks, restructuring risks, capital risks, legal risks, credit risks, handle the relationship between growth and stability, promote integration and optimization through reform and innovation, and improve efficiency. We will work in an orderly manner to transform and upgrade the whole industry.
