【摘要】：碳交易機制是一種利用市場手段解決資源環(huán)境問題的重要途徑。本文在分析碳交易機制產(chǎn)生機理的基礎上,全面回顧了國內外碳交易市場發(fā)展情況,基于緩解首都城市交通擁堵、大氣污染、資源供需緊張等城市病的目的,就針對在全市交通、能源等相關領域引入個人碳交易機制的核心要素進行了初步設計,并在法規(guī)依據(jù)、基礎數(shù)據(jù)、配套政策、信息接入等方面提出了相關建議,以求推動相關研究和實踐工作的深入開展。
[Abstract]:Carbon trading mechanism is an important way to solve the problem of resource and environment by means of market. Based on the analysis of the mechanism of carbon trading mechanism, this paper reviews the development of carbon trading market at home and abroad, and aims at alleviating urban diseases such as traffic congestion, air pollution and shortage of resources supply and demand in capital cities. This paper makes a preliminary design of the core elements of the introduction of the personal carbon trading mechanism in the related fields of transportation and energy in the whole city, and puts forward some suggestions on the basis of laws and regulations, basic data, supporting policies, information access, and so on. In order to promote the relevant research and practical work in-depth development.
