【摘要】：公用事業(yè)是現(xiàn)代城市的重要組成部分,公用事業(yè)配套設(shè)施對(duì)現(xiàn)代化城市的良好運(yùn)轉(zhuǎn)起到了重要的保障作用。自1978年改革開放以來,我國的經(jīng)濟(jì)建設(shè)取得了巨大成就,隨之而來的是中國城鎮(zhèn)化發(fā)展,這個(gè)進(jìn)程到目前為止,只是一個(gè)開始還遠(yuǎn)遠(yuǎn)沒有結(jié)束。黨的十八大以來,我國進(jìn)一步深化改革開放,國家陸續(xù)出臺(tái)了一些政策,要加快城市基礎(chǔ)設(shè)施建設(shè),以改善我國人民生存和生活環(huán)境,這是我國的基本國策,體現(xiàn)了執(zhí)政為民的理念。由于各地經(jīng)濟(jì)發(fā)展水平不同,人口構(gòu)成不同,區(qū)域文化不同,執(zhí)政水平參次不齊,城市公用事業(yè)配套的發(fā)展水平也不相同。有的適應(yīng)發(fā)展需要,促進(jìn)了地區(qū)發(fā)展,有些則問題暴露越來越多,對(duì)當(dāng)?shù)氐陌l(fā)展形成了制約。本文通過研究國內(nèi)外公用事業(yè)發(fā)展?fàn)顩r,結(jié)合我國的政策環(huán)境,借鑒先進(jìn)地區(qū)經(jīng)驗(yàn),分析公用事業(yè)發(fā)展趨勢(shì),為城市公用事業(yè)公司實(shí)現(xiàn)可持續(xù)發(fā)展制定對(duì)策。最后以某一新興區(qū)域公用事業(yè)公司為例,應(yīng)用內(nèi)部、外部環(huán)境分析、企業(yè)資源情況調(diào)查、SWOT分析等企業(yè)戰(zhàn)略分析工具進(jìn)行實(shí)證研究,為企業(yè)制定發(fā)展戰(zhàn)略。通過這一課題研究,希望幫助公用事業(yè)類公司進(jìn)行戰(zhàn)略定位,明確未來的發(fā)展方向和企業(yè)經(jīng)營發(fā)展應(yīng)該采取的戰(zhàn)略,從而幫助企業(yè)擺脫發(fā)展中的困擾,走上迅速發(fā)展的快車道,更好的服務(wù)當(dāng)?shù)貐^(qū)域的發(fā)展。同時(shí)也希望對(duì)處于同樣發(fā)展階段、面臨相似問題的同類企業(yè)提供借鑒。
[Abstract]:Public utility is an important part of modern city. The supporting facilities of public utility play an important role in ensuring the good operation of modern city. Since the reform and opening-up in 1978, China's economic construction has made great achievements, followed by the development of China's urbanization, this process, so far, is only a beginning is still far from the end. Since the 18th CPC National Congress, China has further deepened its reform and opening up, and the state has successively issued some policies to speed up the construction of urban infrastructure in order to improve the living and living environment of our people, which is our basic national policy. Reflects the idea of ruling for the people. Because of the different level of economic development, different population composition, different regional culture, different administrative level, the development level of urban public utilities is also different. Some adapt to the needs of development, promote regional development, and some problems are exposed more and more, which restricts the local development. By studying the development of public utilities at home and abroad, combining with the policy environment of our country and drawing lessons from the experience of advanced regions, this paper analyzes the development trend of public utilities, and formulates countermeasures for the sustainable development of urban public utilities companies. Finally, taking a new regional public utility company as an example, using the analysis of internal and external environment, enterprise resource survey, SWOT analysis and other enterprise strategic analysis tools to carry on the empirical research, to formulate the development strategy for the enterprise. Through the research of this subject, I hope to help the public utility companies to carry on the strategic orientation, to clarify the future development direction and the strategy that should be adopted in the management and development of the enterprise, so as to help the enterprise to get rid of the troubles in the development and get on the fast track of rapid development. Better serve the development of local areas. At the same time, it also hopes to provide reference for similar enterprises which are in the same development stage and face similar problems.
