【摘要】：90年代以來(lái),我國(guó)伴隨經(jīng)濟(jì)體制轉(zhuǎn)軌,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整及政策的變動(dòng),城鎮(zhèn)貧困問(wèn)題日益凸顯出來(lái)。城鎮(zhèn)貧困阻礙經(jīng)濟(jì)發(fā)展,威脅社會(huì)和諧穩(wěn)定,影響個(gè)人的全面發(fā)展。我國(guó)反貧困步伐的滯后性,遠(yuǎn)遠(yuǎn)落在貧困群體發(fā)展之后。雖然國(guó)家已采取一系列措施,但城鎮(zhèn)內(nèi)部貧富差距的嚴(yán)峻讓我們意識(shí)到治理城鎮(zhèn)貧困問(wèn)題迫在眉睫�？梢哉f(shuō),有效地解決城鎮(zhèn)貧困問(wèn)題是實(shí)現(xiàn)中國(guó)夢(mèng)的前提。 首先,以貧困問(wèn)題相關(guān)的理論作為背景,在綜合分析國(guó)內(nèi)外關(guān)于城鎮(zhèn)貧困問(wèn)題的研究成果基礎(chǔ)上,根據(jù)國(guó)家統(tǒng)計(jì)數(shù)據(jù),對(duì)我國(guó)城鎮(zhèn)貧困群體進(jìn)行了劃分,對(duì)測(cè)量標(biāo)準(zhǔn)進(jìn)行了探討,并總結(jié)了我國(guó)城鎮(zhèn)貧困問(wèn)題的現(xiàn)狀和影響。 其次,從結(jié)構(gòu)性、體制性及貧困群體自身方面三個(gè)角度,來(lái)分析造成城鎮(zhèn)貧困的原因。指出經(jīng)濟(jì)發(fā)展失衡和產(chǎn)業(yè)結(jié)構(gòu)不合理是造成城鎮(zhèn)貧困問(wèn)題的根源。 最后,根據(jù)前面分析的原因有針對(duì)性地提出了以擴(kuò)大就業(yè)為核心的綜合治理對(duì)策。指出解決城鎮(zhèn)貧困的有效手段是增加人力資本積累,努力擴(kuò)大就業(yè)面,提高就業(yè)質(zhì)量,充分發(fā)揮政府的主導(dǎo)作用。
[Abstract]:Since 1990's, with the transition of economic system, the adjustment of industrial structure and the change of policy, the problem of urban poverty has become more and more prominent. Urban poverty hinders economic development, threatens social harmony and stability, and affects the overall development of individuals. The lag of anti-poverty in our country falls far behind the development of poor groups. Although the country has taken a series of measures, the serious gap between the rich and the poor within the cities and towns makes us realize that it is urgent to deal with the problem of urban poverty. It can be said that effectively solving the problem of urban poverty is the premise to achieve Chinese Dream. First of all, on the basis of comprehensive analysis of the domestic and foreign research results on urban poverty, based on the background of poverty-related theories, this paper divides the urban poverty groups into different groups according to the national statistical data. The measurement standards are discussed, and the present situation and influence of urban poverty in China are summarized. Secondly, the causes of urban poverty are analyzed from three aspects: structural, institutional and poor groups themselves. It is pointed out that the imbalance of economic development and unreasonable industrial structure are the root causes of urban poverty. Finally, according to the reasons analyzed above, this paper puts forward the comprehensive governance countermeasures with expanding employment as the core. It is pointed out that the effective means to solve urban poverty is to increase the accumulation of human capital, strive to expand the employment area, improve the quality of employment, and give full play to the leading role of the government.
