【摘要】：實(shí)現(xiàn)農(nóng)村轉(zhuǎn)移人口向城鎮(zhèn)居民轉(zhuǎn)變,是全面落實(shí)科學(xué)發(fā)展觀,推進(jìn)城鎮(zhèn)化、工業(yè)化進(jìn)程,實(shí)現(xiàn)科學(xué)發(fā)展、跨越式發(fā)展的重要戰(zhàn)略舉措。以人為本的新型城鎮(zhèn)化,核心和重點(diǎn)就是農(nóng)村轉(zhuǎn)移人口的市民化問題,必須把解決農(nóng)村轉(zhuǎn)移人口市民化問題放到建立和諧社會、小康社會、新型城鎮(zhèn)化發(fā)展的高度來認(rèn)識,必須用科學(xué)發(fā)展觀的態(tài)度來研究農(nóng)村轉(zhuǎn)移人口市民化政策問題,根據(jù)不同經(jīng)濟(jì)發(fā)展水平、不同城市化發(fā)展水平、不同類型農(nóng)村轉(zhuǎn)移人口市民化過程中的實(shí)際問題提出相應(yīng)的政策措施,使政策實(shí)施具有可持續(xù)性。農(nóng)村轉(zhuǎn)移人口轉(zhuǎn)戶為市民后,要真正融入到城鎮(zhèn)里生活,就業(yè)是首要大事,所以農(nóng)村轉(zhuǎn)移人口市民化的再就業(yè)問題也成為了城鎮(zhèn)化快速發(fā)展地區(qū)的重大問題。 對城鎮(zhèn)化發(fā)展過程中的轉(zhuǎn)戶農(nóng)民,我國各級政府不僅制定了關(guān)于促進(jìn)增加就業(yè)的相關(guān)政策,提供更多的就業(yè)崗位和就業(yè)機(jī)會,而且政府職能部門還提供就業(yè)補(bǔ)助扶持方面的經(jīng)費(fèi),對就業(yè)人員進(jìn)行合理的經(jīng)濟(jì)補(bǔ)貼,努力擴(kuò)大就業(yè)服務(wù)的范圍,將職業(yè)技能等培訓(xùn)納入法律范疇等。但是由于各地經(jīng)濟(jì)發(fā)展和城鎮(zhèn)化水平不同,在解決轉(zhuǎn)戶農(nóng)民就業(yè)問題的實(shí)踐中各地還存在一些特殊問題。本文以界石鎮(zhèn)為例,分析了界石鎮(zhèn)農(nóng)村轉(zhuǎn)移人口市民化就業(yè)方面存在的現(xiàn)狀,提出相關(guān)法律、法規(guī)不完善,轉(zhuǎn)戶農(nóng)民觀念滯后,文化素質(zhì)難以適應(yīng)現(xiàn)代崗位需要,政府職能部門配套服務(wù)不完善,轉(zhuǎn)戶農(nóng)民社會保障不完善是界石鎮(zhèn)轉(zhuǎn)戶農(nóng)民市民化存在的主要問題,論文依據(jù)界石鎮(zhèn)的實(shí)際情況,提出加快界石鎮(zhèn)轉(zhuǎn)戶農(nóng)民就業(yè)的對策,以期促進(jìn)界石鎮(zhèn)新型城鎮(zhèn)化和轉(zhuǎn)戶農(nóng)民市民化工作的順利進(jìn)行。
[Abstract]:Realizing the transition from rural population to urban residents is an important strategic measure to fully implement the scientific concept of development, promote urbanization, industrialization, realize scientific development and leapfrog development. The core and focus of the people-oriented new urbanization is the urbanization of the rural transfer population. We must put the solution to the establishment of a harmonious society, a well-off society, and the development of a new type of urbanization in order to recognize the problem of the urbanization of the rural transfer population. We must use the attitude of scientific development view to study the issue of the urbanization policy of rural transfer population, according to different levels of economic development and different levels of urbanization development. The practical problems in the process of urbanization of different types of rural transfer population put forward the corresponding policy measures to make the implementation of the policy sustainable. After the transfer of rural population to the citizens, employment is the most important thing to integrate into the urban life. Therefore, the re-employment of the rural transferred population has become a major problem in the areas with rapid development of urbanization. In the process of urbanization, the governments at all levels in our country have not only formulated relevant policies to promote employment growth, but also provided more jobs and employment opportunities for transfer farmers in the process of urbanization development. Moreover, the government departments also provide funds for employment subsidy support, carry out reasonable economic subsidies to the employed personnel, strive to expand the scope of employment services, and incorporate vocational skills training into the legal scope, and so on. However, due to the different levels of economic development and urbanization, there are still some special problems in the practice of solving the employment problem of transfer farmers. Taking Jieshi town as an example, this paper analyzes the present situation of urbanization employment of rural transfer population in Jieshi town, and points out that the relevant laws and regulations are imperfect, the concept of transferring farmers lags behind, and the cultural quality is difficult to meet the needs of modern posts. The incomplete supporting service of government functional departments and the imperfect social security of transfer farmers are the main problems existing in the urbanization of farmers in Jieshi town. According to the actual situation of Jieshi town, the paper puts forward the countermeasures to speed up the employment of farmers in Jieshi town. In order to promote the new-type urbanization of Jieshi town and the smooth progress of the conversion of farmers.
