【摘要】：創(chuàng)新作為當(dāng)前經(jīng)濟(jì)發(fā)展的主要驅(qū)動(dòng)因素，受到了越來(lái)越多的城市的重視。成都在發(fā)布的“十二五規(guī)劃綱要”中指出在國(guó)家創(chuàng)新型城市建設(shè)的過(guò)程中要重視對(duì)創(chuàng)新環(huán)境進(jìn)行優(yōu)化，使創(chuàng)新成為經(jīng)濟(jì)發(fā)展的驅(qū)動(dòng)因素。對(duì)成都建設(shè)創(chuàng)新型城市的創(chuàng)新環(huán)境進(jìn)行分析研究有助于轉(zhuǎn)變當(dāng)前的經(jīng)濟(jì)發(fā)展方式，對(duì)成都建設(shè)創(chuàng)新型城市和我國(guó)創(chuàng)新型國(guó)家的建設(shè)有重大影響。 本文的分析研究是在區(qū)域經(jīng)濟(jì)學(xué)相關(guān)理論和創(chuàng)新經(jīng)濟(jì)理論的背景下進(jìn)行。采用的研究方法有對(duì)比分析法、高校與企業(yè)訪談、問(wèn)卷調(diào)查以及文獻(xiàn)分析等，通過(guò)分析成都建設(shè)創(chuàng)新型城市的創(chuàng)新環(huán)境建設(shè)的優(yōu)勢(shì)與劣勢(shì)，提出成都傳統(tǒng)產(chǎn)業(yè)在進(jìn)行創(chuàng)新時(shí)面臨的困惑，，結(jié)合國(guó)內(nèi)外相關(guān)經(jīng)驗(yàn)與做法，指出成都在進(jìn)行創(chuàng)新環(huán)境研究時(shí)的重點(diǎn)工作是企業(yè)自主創(chuàng)新系統(tǒng)，讓創(chuàng)新體系的建設(shè)成為提高其創(chuàng)新能力的助推器。在成都建設(shè)創(chuàng)新型城市的創(chuàng)新環(huán)境建設(shè)的研究中主要存在著科技成果難轉(zhuǎn)化、創(chuàng)新人才缺失、企業(yè)作為創(chuàng)新主體在創(chuàng)新中的地位不明確等問(wèn)題。企業(yè)自主研發(fā)創(chuàng)新能力不強(qiáng)嚴(yán)重的影響了城市創(chuàng)新環(huán)境建設(shè)的進(jìn)程，通過(guò)加大財(cái)政資金對(duì)企業(yè)的支持力度和鼓勵(lì)高校、科研機(jī)構(gòu)與企業(yè)融合這兩種辦法，能夠提高企業(yè)的自主創(chuàng)新能力,建立起吸引和促進(jìn)企業(yè)持續(xù)創(chuàng)新的城市創(chuàng)新環(huán)境，使成都建設(shè)創(chuàng)新型城市的創(chuàng)新環(huán)境建設(shè)的進(jìn)程加快。
[Abstract]:As the main driving factor of current economic development, innovation has been paid more and more attention to by more and more cities. In the outline of the 12th Five-Year Plan issued by Chengdu, it is pointed out that in the process of national innovative city construction, we should pay attention to the optimization of innovation environment so that innovation becomes the driving factor of economic development. The analysis and research on the innovative environment of Chengdu's construction of innovative city will help to change the current mode of economic development and have a great impact on the construction of Chengdu's innovative city and the construction of our country's innovative country. The analysis and research of this paper is carried out under the background of regional economics theory and innovation economy theory. The research methods adopted include comparative analysis, interviews between universities and enterprises, questionnaire survey and literature analysis. Through analyzing the advantages and disadvantages of the innovative environment construction in Chengdu, this paper analyzes the advantages and disadvantages of the innovative environment construction in Chengdu. This paper puts forward the puzzlement that Chengdu traditional industry faces when carrying out innovation, and points out that the key work of Chengdu in the research of innovation environment is enterprise independent innovation system, combining with the relevant experience and practice at home and abroad. Let the construction of innovation system become a booster to improve its innovation ability. In the research on the construction of innovative environment in Chengdu, there are some problems, such as difficult to transform scientific and technological achievements, lack of innovative talents and unclear position of enterprise as the main body of innovation. The lack of independent R & D innovation ability of enterprises has seriously affected the process of urban innovation environment construction. By increasing the financial support for enterprises and encouraging universities, scientific research institutions and enterprises merge these two methods. It can improve the independent innovation ability of enterprises, establish a city innovation environment that can attract and promote sustainable innovation of enterprises, and speed up the process of constructing innovative environment in Chengdu.
