【摘要】：伴隨經(jīng)濟(jì)的快速發(fā)展，人類加強(qiáng)了對資源利用的廣度和深度，同時(shí)卻對生態(tài)環(huán)境造成了巨大的破壞。面對環(huán)境污染嚴(yán)重、生態(tài)系統(tǒng)退化的嚴(yán)峻形勢，建設(shè)生態(tài)城市勢在必行。包頭市“十二五”規(guī)劃中提出要抓好產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級、環(huán)境綜合整治和生態(tài)保護(hù)和建設(shè)生態(tài)城市等工程，即要在生態(tài)城市建設(shè)中進(jìn)行產(chǎn)業(yè)升級實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展。本文基于包頭市社會發(fā)展需求，構(gòu)建生態(tài)城市建設(shè)視角下的產(chǎn)業(yè)結(jié)構(gòu)升級評價(jià)指標(biāo)體系，對包頭市產(chǎn)業(yè)升級水平進(jìn)行評價(jià)并提出具體的對策和建議。因此，對實(shí)踐中生態(tài)城市建設(shè)要求下包頭市產(chǎn)業(yè)升級優(yōu)化提供一定的指導(dǎo)意義。 包頭是內(nèi)蒙古自治區(qū)甚至是中國西北地區(qū)最為重要的工業(yè)基地之一，近年來在經(jīng)濟(jì)發(fā)展和城市建設(shè)方面取得了巨大的成功，并積累了大量的經(jīng)驗(yàn)，但是面臨產(chǎn)業(yè)結(jié)構(gòu)升級與環(huán)境保護(hù)的雙重壓力，保護(hù)生態(tài)環(huán)境更具有必要性，因此構(gòu)建基于生態(tài)城市建設(shè)的產(chǎn)業(yè)結(jié)構(gòu)升級評價(jià)指標(biāo)體系是實(shí)現(xiàn)經(jīng)濟(jì)與環(huán)境和諧統(tǒng)一的必然選擇。 首先，本文結(jié)合國內(nèi)外相關(guān)學(xué)術(shù)理論對生態(tài)城市的概念和產(chǎn)業(yè)升級的內(nèi)涵等進(jìn)行了探討，形成了比較完善的理論體系，為構(gòu)建基于生態(tài)城市的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級評價(jià)指標(biāo)體系提供了理論依據(jù)。 其次，定性分析了包頭市產(chǎn)業(yè)發(fā)展現(xiàn)狀、產(chǎn)業(yè)升級存在的問題和制約產(chǎn)業(yè)升級的因素，并參考國內(nèi)外相關(guān)文獻(xiàn)中的評價(jià)指標(biāo)體系，根據(jù)評價(jià)指標(biāo)原則建立了有一個(gè)目標(biāo)層、三個(gè)準(zhǔn)則層、十七個(gè)指標(biāo)組成的基于生態(tài)城市建設(shè)的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級評價(jià)指標(biāo)體系。在此基礎(chǔ)上，運(yùn)用主成分分析方法，計(jì)算得出了基于包頭市生態(tài)城市建設(shè)的產(chǎn)業(yè)升級的綜合得分，又利用灰色關(guān)聯(lián)方法對基于包頭市生態(tài)城市建設(shè)的產(chǎn)業(yè)升級水平與三次產(chǎn)業(yè)增長的相關(guān)度進(jìn)行了分析，基于以上兩種方法對包頭市生態(tài)城市建設(shè)的產(chǎn)業(yè)升級水平進(jìn)行了評估，指出未來產(chǎn)業(yè)升級發(fā)展方向。 最后，基于對生態(tài)城市產(chǎn)業(yè)升級指標(biāo)體系的評價(jià)，提出了促進(jìn)包頭市生態(tài)建設(shè)中產(chǎn)業(yè)升級的對策和建議，將生態(tài)理念融入第一產(chǎn)業(yè)，大力發(fā)展生態(tài)農(nóng)業(yè)，從宏觀層面和微觀層面這兩個(gè)方面進(jìn)行，，加強(qiáng)區(qū)域發(fā)展建設(shè)、產(chǎn)業(yè)化建設(shè)、節(jié)水控制、農(nóng)藥控制等；提升改造傳統(tǒng)產(chǎn)業(yè)，促進(jìn)生態(tài)工業(yè)的發(fā)展，推進(jìn)清潔生產(chǎn)和建設(shè)生態(tài)工業(yè)園區(qū)等；加快發(fā)展現(xiàn)代服務(wù)業(yè)；大力發(fā)展環(huán)保產(chǎn)業(yè)，通過政府引導(dǎo)、建設(shè)市場機(jī)制來推進(jìn)環(huán)保產(chǎn)業(yè)發(fā)展。
[Abstract]:With the rapid development of economy, human beings have strengthened the breadth and depth of the use of resources, but at the same time caused enormous damage to the ecological environment. Faced with the severe situation of serious environmental pollution and ecosystem degradation, it is imperative to build an ecological city. In the 12th Five-Year Plan of Baotou City, it is proposed that we should do a good job in the transformation and upgrading of industrial structure, the comprehensive improvement of the environment, ecological protection and the construction of ecological city, that is, to carry out industrial upgrading in the construction of ecological city to realize the sustainable development of economy. Based on the needs of social development in Baotou City, this paper constructs an evaluation index system of industrial structure upgrading from the perspective of ecological city construction, evaluates the level of industrial upgrading in Baotou City and puts forward specific countermeasures and suggestions. Therefore, it provides certain guiding significance for the industrial upgrading optimization of Baotou city under the requirements of ecological city construction in practice. Baotou is one of the most important industrial bases in Inner Mongolia Autonomous region and even northwest China. In recent years, Baotou has achieved great success in economic development and urban construction, and has accumulated a lot of experience. However, facing the double pressure of industrial structure upgrading and environmental protection, it is necessary to protect ecological environment. Therefore, it is an inevitable choice to construct the evaluation index system of industrial structure upgrading based on eco-city construction to realize the harmonious unification of economy and environment. First of all, this paper discusses the concept of eco-city and the connotation of industrial upgrading based on the relevant academic theories at home and abroad, and forms a relatively perfect theoretical system. It provides a theoretical basis for constructing the index system of industrial structure optimization and upgrading based on ecological city. Secondly, it qualitatively analyzes the present situation of industrial development in Baotou, the problems existing in industrial upgrading and the factors restricting industrial upgrading, and sets up a target layer according to the evaluation index principle, referring to the evaluation index system in relevant literature at home and abroad. The evaluation index system of industrial structure optimization and upgrading based on ecological city construction is composed of three criterion layers and seventeen indexes. On this basis, using principal component analysis method, the comprehensive score of industrial upgrading based on Baotou eco-city construction is calculated. The paper also analyzes the correlation between the level of industrial upgrading based on the construction of ecological city in Baotou city and the three industrial growth, and evaluates the level of industrial upgrading of ecological city construction in Baotou city based on the above two methods. Pointed out the future development direction of industrial upgrading. Finally, based on the evaluation of the industrial upgrading index system of eco-city, the paper puts forward the countermeasures and suggestions to promote the industrial upgrading in ecological construction of Baotou city, integrates the ecological concept into the primary industry, and vigorously develops ecological agriculture. Strengthening regional development construction, industrialization construction, water saving control, pesticide control and so on; To upgrade and transform traditional industries, to promote the development of ecological industry, to promote cleaner production and the construction of eco-industrial parks, and to speed up the development of modern service industries; Vigorously develop the environmental protection industry, through government guidance, the construction of market mechanisms to promote the development of environmental protection industry.
