【摘要】：城市郊區(qū)土地被征收后會(huì)產(chǎn)生兩個(gè)方面的影響:其一,土地紅利的產(chǎn)生,并進(jìn)一步在地方政府、用地企業(yè)和村委會(huì)(農(nóng)民)之間分配;其二,失地農(nóng)民的市民化,即(被動(dòng))城鎮(zhèn)化過程。而城鎮(zhèn)化過程能否順利進(jìn)行取決于土地紅利分配的格局。當(dāng)前的土地紅利分配格局不利于城鎮(zhèn)化水平的提高。雖然《中共中央關(guān)于全面深化改革若干重大問題的決定》中指出要合理提高個(gè)人的土地紅利份額,但為了有效地提高城鎮(zhèn)化水平,村委會(huì)需要承擔(dān)失地農(nóng)民的談判代表、土地紅利分配方式的決定主體、土地股份公司的實(shí)際管理者三個(gè)職能。
[Abstract]:The expropriation of suburban land will have two effects: first, the production of land dividends, and further distribution between local governments, land enterprises and village committees (farmers); Second, the urbanization of land-lost farmers, that is, the process of (passive) urbanization. And the process of urbanization depends on the distribution of land dividend pattern. The current distribution pattern of land dividend is not conducive to the improvement of urbanization level. Although the "decision of the CPC Central Committee on comprehensively deepening the Reform on several important issues" points out that the shares of individual land dividends should be reasonably increased, in order to effectively raise the level of urbanization, the village committees need to assume the negotiating representatives of landless farmers. The land dividend distribution mode determines the main body, the land joint-stock company's actual manager three functions.
