新生代農(nóng)民工就業(yè)信息渠道研究

【摘要】:隨著“新生代農(nóng)民工”概念的提出,農(nóng)民工問(wèn)題的焦點(diǎn)逐漸集中在新生代農(nóng)民工身上。新生代農(nóng)民工的首要問(wèn)題是就業(yè)問(wèn)題。為了進(jìn)城就業(yè),新生代農(nóng)民工需要借助就業(yè)信息渠道的信息傳遞功能,獲取城市用人需求信息,與用人單位相互匹配,最終實(shí)現(xiàn)就業(yè)。對(duì)新生代農(nóng)民工就業(yè)信息渠道的研究應(yīng)運(yùn)而生。 本文在分析相關(guān)文獻(xiàn)的基礎(chǔ)上,將新生代農(nóng)民工就業(yè)信息渠道分為正式的和非正式的,其中正式渠道包括職業(yè)介紹所、政府統(tǒng)一組織、勞務(wù)派遣機(jī)構(gòu)、勞務(wù)市場(chǎng),非正式渠道包括社會(huì)關(guān)系網(wǎng)絡(luò)、馬路市場(chǎng)、直接上門詢問(wèn)、招工廣告。由此對(duì)西安地區(qū)新生代農(nóng)民工就業(yè)信息渠道的情況進(jìn)行實(shí)證調(diào)研,并以工作搜尋理論中的序列尋訪模型為藍(lán)本,對(duì)西安地區(qū)新生代農(nóng)民工選擇不同渠道展開工作搜尋的成本和收益進(jìn)行比較研究。通過(guò)定性和定量分析,發(fā)現(xiàn)西安地區(qū)新生代農(nóng)民工更多地選擇非正式渠道獲取求職信息。這一選擇不僅受新生代農(nóng)民工個(gè)人文化程度的影響,還與西安地區(qū)現(xiàn)有正式渠道存在的問(wèn)題有關(guān),表現(xiàn)在公共就業(yè)信息服務(wù)貫徹不到位,民辦職業(yè)介紹所信息服務(wù)不規(guī)范,,勞務(wù)派遣機(jī)構(gòu)推行不廣泛等方面。另外,在不考慮新生代農(nóng)民工掌握就業(yè)信息情況的前提下,傳統(tǒng)的社會(huì)關(guān)系網(wǎng)絡(luò)搜尋成本較低,搜尋收益較高。如果將新生代農(nóng)民工掌握的信息情況考慮在內(nèi),社會(huì)關(guān)系網(wǎng)絡(luò)則未必是最優(yōu)的選擇,因?yàn)槲覈?guó)特有的強(qiáng)關(guān)系網(wǎng)絡(luò)提供的信息同質(zhì)性高,發(fā)揮的作用有限。 無(wú)論是正式渠道,還是非正式渠道,都存在著各自的局限性,不足以為新生代農(nóng)民工提供有效的信息支持。本文創(chuàng)新性地借鑒了發(fā)達(dá)國(guó)家就業(yè)信息渠道的建設(shè)經(jīng)驗(yàn),提出從政府、民辦職業(yè)介紹所、社會(huì)關(guān)系網(wǎng)絡(luò)以及非政府組織三個(gè)層面出發(fā),優(yōu)化新生代農(nóng)民工就業(yè)信息渠道。
[Abstract]:With the concept of "new generation migrant workers" put forward, the focus of migrant workers gradually focuses on the new generation of migrant workers. The primary problem of the new generation of migrant workers is employment. In order to enter the city for employment, the new generation of migrant workers need to use the information transmission function of employment information channel, obtain the information of urban employment demand, match with employers, and finally realize employment. The new generation of migrant workers employment information channels came into being. Based on the analysis of relevant literature, this paper divides the new generation of migrant workers' employment information channels into formal and informal, including employment agencies, government unified organizations, labor dispatch agencies, labor market, Informal channels include social networks, street markets, direct home inquiries, job advertisements. This paper makes an empirical investigation on the employment information channels of the new generation of migrant workers in Xi'an, and takes the sequential search model in the work search theory as the blueprint. This paper makes a comparative study on the cost and benefit of the new generation migrant workers choosing different channels to search for work in Xi'an area. Through qualitative and quantitative analysis, it is found that the new generation of migrant workers in Xi'an region more choose informal channels to obtain job information. This choice is not only influenced by the personal education level of the new generation of migrant workers, but also related to the problems existing in the existing formal channels in Xi'an region, which are manifested in the lack of implementation of public employment information services and the non-standard information services of private employment agencies. The labor dispatch organization carries out the not widespread and so on aspect and so on. In addition, without considering the new generation of migrant workers to grasp the employment information, the traditional social network search cost is lower, and the search income is higher. If the information of the new generation of migrant workers is taken into account, the social network is not necessarily the best choice, because our unique strong relationship network provides high homogeneity of information, play a limited role. Both formal and informal channels have their own limitations, which are not enough to provide effective information support for the new generation of migrant workers. Based on the experience of employment information channel construction in developed countries, this paper proposes to optimize the employment information channel of the new generation of migrant workers from three aspects: government, private employment agency, social relationship network and non-governmental organization.
