【摘要】：黨的十八大報(bào)告提出堅(jiān)持走中國特色新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化道路，《廣東省城鎮(zhèn)化發(fā)展“十二五”規(guī)劃》也提出堅(jiān)持分類指導(dǎo)、突出重點(diǎn)、梯度發(fā)展的原則，引導(dǎo)和培育中心鎮(zhèn)成為現(xiàn)代小城市或衛(wèi)星城、特色專業(yè)鎮(zhèn)，促進(jìn)其轉(zhuǎn)型升級。本研究將視野定位于加快中心鎮(zhèn)改革發(fā)展取得一定成效的陽江市，旨在研究加快中心鎮(zhèn)建設(shè)的基本路徑，力求對各地中心鎮(zhèn)建設(shè)起到一定的啟示。 本研究結(jié)合新型城鎮(zhèn)化加快推進(jìn)的大背景和陽江市中心鎮(zhèn)建設(shè)的需要，在充分界定城鎮(zhèn)化、新型城鎮(zhèn)化和中心鎮(zhèn)等相關(guān)概念的基礎(chǔ)上，明確選題的理論意義和實(shí)踐意義，，整理匯總、歸納分析國內(nèi)外相關(guān)研究成果后，形成本研究的方法。本研究通過分析陽江市中心鎮(zhèn)建設(shè)的機(jī)遇和制約因素，在充分借鑒國內(nèi)中心鎮(zhèn)建設(shè)先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上，提出要明確各中心鎮(zhèn)功能定位，科學(xué)選擇農(nóng)業(yè)產(chǎn)業(yè)型、工業(yè)主導(dǎo)型、旅游觀光型、商貿(mào)帶動(dòng)型等不同發(fā)展模式，走多元化產(chǎn)業(yè)發(fā)展道路；要將全面深化改革作為推動(dòng)中心鎮(zhèn)建設(shè)的根本動(dòng)力，加快推動(dòng)擴(kuò)權(quán)強(qiáng)鎮(zhèn)，賦予中心鎮(zhèn)部分縣級經(jīng)濟(jì)社會(huì)管理權(quán)限，建立多元化的中心鎮(zhèn)建設(shè)投融資機(jī)制，加大對中心鎮(zhèn)建設(shè)資金財(cái)政扶持和稅收分成力度，實(shí)施適度的用地傾斜政策，加快戶籍制度改革；要進(jìn)一步完善中心鎮(zhèn)建設(shè)的保障機(jī)制，提出要完善規(guī)劃修編，健全多元化融資渠道，加快基礎(chǔ)設(shè)施和公共服務(wù)設(shè)施建設(shè)，加強(qiáng)組織領(lǐng)導(dǎo)、分類考核和輿論引導(dǎo)，保障中心鎮(zhèn)建設(shè)有序推進(jìn)。最后，概括和提煉研究成果，形成研究結(jié)論。
[Abstract]:The report of the 18th National Congress of the Party proposed to adhere to the road of new-type industrialization with Chinese characteristics, informatization, urbanization, and agricultural modernization. The 12th Five-Year Plan for the Development of urbanization in Guangdong Province also proposed to adhere to the guidance of classification and highlight the key points. The principle of gradient development guides and cultivates the central town to become a modern small city or satellite town, and promotes its transformation and upgrading. This study focuses on Yangjiang City, where the reform and development of central towns have achieved certain results. The purpose of this study is to study the basic path of speeding up the construction of central towns and try to give some enlightenment to the construction of central towns in various places. Based on the background of accelerating the development of new urbanization and the needs of the construction of Yangjiang central town, on the basis of fully defining the related concepts of urbanization, new urbanization and central town, the paper clarifies the theoretical and practical significance of the topic. Collate the summary, summarize and analyze the domestic and foreign related research results, form the method of this research. Based on the analysis of the opportunities and constraints in the construction of the central town in Yangjiang, and on the basis of drawing on the advanced experience in the construction of the central town in China, the paper puts forward that the function orientation of the central town should be clearly defined, the agricultural industry type and the industrial leading type should be scientifically selected. Tourism, commerce and other different development models, take the road of diversified industrial development; It is necessary to take the comprehensive deepening of reform as the fundamental driving force for promoting the construction of central towns, speed up the expansion of power and strengthen towns, endow some county level economic and social management authority in central towns, and establish a diversified investment and financing mechanism for the construction of central towns. To increase the financial support for the construction of central towns and the division of taxes, to implement a moderate policy of land tilt, and to speed up the reform of the household registration system; It is necessary to further improve the guarantee mechanism for the construction of central towns, and propose to perfect the planning revision, improve diversified financing channels, speed up the construction of infrastructure and public service facilities, strengthen organizational leadership, classify assessment and public opinion guidance. The construction of central towns will be promoted in an orderly manner. Finally, summarize and refine the research results and form research conclusions.
