【摘要】：“十一五”以來(lái)，四川省城鎮(zhèn)化率提高7.18個(gè)百分點(diǎn)，年均提高1.44個(gè)百分點(diǎn)，比全國(guó)年均水平高0.5個(gè)百分點(diǎn)，出現(xiàn)了城鎮(zhèn)化水平差距由擴(kuò)大到縮小的“拐點(diǎn)”。2010年，四川省城鎮(zhèn)化率為40.18%，城鎮(zhèn)人口3231.2萬(wàn)人，城鎮(zhèn)建成區(qū)面積約3500平方公里，全省已進(jìn)入城鎮(zhèn)化快速發(fā)展階段。目前，四川省形成了以成都特大城市為核心、8個(gè)大城市和16個(gè)中等城市為骨干、28個(gè)小城市和1793個(gè)小城鎮(zhèn)為基礎(chǔ)的省域城鎮(zhèn)體系，基本形成了成都平原、川南、川東北、攀西四大城市群，區(qū)域性中心城市的集聚輻射作用逐步增強(qiáng)。2011年12月31日，，四川省人民政府辦公廳以川辦發(fā)〔2011〕94號(hào)印發(fā)《四川省“十二五”城鎮(zhèn)化發(fā)展規(guī)劃》。該《規(guī)劃》分發(fā)展基礎(chǔ)、指導(dǎo)思想與發(fā)展目標(biāo)、優(yōu)化城鎮(zhèn)發(fā)展格局、提高城鎮(zhèn)綜合承載能力、提高城鎮(zhèn)規(guī)劃建設(shè)和管理水平、建立健全有利于城鎮(zhèn)化健康、實(shí)施措施7章。《規(guī)劃》提出的發(fā)展目標(biāo)是：城鎮(zhèn)化水平進(jìn)一步提高；城鎮(zhèn)體系更加完善；城鎮(zhèn)發(fā)展質(zhì)量明顯提高；“兩化”互動(dòng)發(fā)展格局基本形成；城鎮(zhèn)化發(fā)展體制機(jī)制更加健全。四川省委、省政府至中央實(shí)施西部大開(kāi)發(fā)戰(zhàn)略以來(lái)，明確了加快城鎮(zhèn)化發(fā)展的目標(biāo)，目前已進(jìn)入加快推動(dòng)發(fā)展新型工業(yè)化為主的新型城鎮(zhèn)化建設(shè)發(fā)展新時(shí)期。 本文就是在這一背景下，試圖對(duì)謝家鎮(zhèn)新型城鎮(zhèn)化建設(shè)發(fā)展的現(xiàn)狀、模式、問(wèn)題等進(jìn)行分析，本文通過(guò)對(duì)彭山縣謝家鎮(zhèn)的調(diào)查研究，按“提出問(wèn)題—理論支持—研究設(shè)計(jì)—實(shí)地調(diào)查—數(shù)據(jù)分析—總結(jié)結(jié)論—提出建議”的路線展開(kāi)研究。第一部分闡述了本文調(diào)查背景、意義、理論依據(jù)、并通過(guò)對(duì)國(guó)內(nèi)外的發(fā)展現(xiàn)狀進(jìn)行回顧等。第二部分是對(duì)此次調(diào)查研究實(shí)施過(guò)程的具體設(shè)計(jì)及具體實(shí)施情況的說(shuō)明。第三部分對(duì)謝家鎮(zhèn)新型城鎮(zhèn)化建設(shè)發(fā)展戰(zhàn)略實(shí)施的情況進(jìn)行了調(diào)查分析。第四部分則是通過(guò)此次調(diào)查研究得出的結(jié)論和建議。本研究將采用調(diào)查問(wèn)卷、訪談等形式，運(yùn)用文獻(xiàn)參考等方法對(duì)謝家鎮(zhèn)的新型城鎮(zhèn)化建設(shè)發(fā)展情況進(jìn)行分析，總結(jié)該鎮(zhèn)的經(jīng)驗(yàn)與不足，為該鎮(zhèn)未來(lái)的新型城鎮(zhèn)化建設(shè)發(fā)展提出建議。
[Abstract]:Since the 11th Five-Year Plan, the urbanization rate in Sichuan Province has increased by 7.18 percentage points and an average annual increase of 1.44 percentage points, which is 0.5 percentage points higher than the national average. In 2010, the urbanization rate in Sichuan Province was 40.18, with a population of 32.312 million and an area of about 3500 square kilometers. The province has entered the stage of rapid urbanization. At present, Sichuan Province has formed a provincial urban system based on Chengdu megacities as the core, 8 large cities and 16 medium-sized cities as the backbone, 28 small cities and 1793 small towns as the basis, basically forming the Chengdu Plain, South Sichuan, and Northeast Sichuan. On December 31, 2011, the General Office of Sichuan Provincial people's Government issued the 12th Five-Year Plan of urbanization in Sichuan Province with Sichuan Office (2011) 94. The "plan" is divided into development bases, guiding ideology and development goals, optimizing the pattern of urban development, improving the comprehensive carrying capacity of cities and towns, raising the level of planning, construction and management of towns, and establishing and improving the construction and management of cities and towns is conducive to the health of urbanization. The development goals proposed in the Plan are as follows: the level of urbanization is further improved; The urban system is more perfect; the quality of urban development is obviously improved; the interactive development pattern of "two transformation" is basically formed; and the system mechanism of urbanization development is more perfect. The Sichuan Provincial Party Committee and the provincial government have made clear the goal of accelerating the development of urbanization since the implementation of the western development strategy by the central government. At present, it has entered a new period of accelerating the development of the new type of urbanization, which is based on the development of new industrialization. Under this background, this paper attempts to analyze the present situation, mode and problems of the new urbanization construction in Xie Jia Town, and through the investigation and research of Xie Jia Town in Pengshan County, The research is carried out according to the route of "question-theory support-research design-field investigation-data analysis-summary conclusion-suggestion". The first part describes the background, significance, theoretical basis of this article, and through the review of the current situation of development at home and abroad. The second part is the detailed design and implementation of the investigation and research implementation process. The third part investigates and analyzes the implementation of the new urbanization construction strategy in Xie Jia Town. The fourth part is the conclusions and recommendations of the investigation. This study will use questionnaire, interview and other methods to analyze the development of the new urbanization construction of Xie Jia Town, and summarize the experience and shortcomings of the town. Put forward suggestions for the development of the town's new urbanization construction in the future.
