【摘要】：南寧市作為廣西首府和廣西北部灣經(jīng)濟(jì)區(qū)核心城市,近年來城市擴(kuò)展的速度不斷加快,特別是隨著城市建設(shè)用地規(guī)模的不斷擴(kuò)大,城市邊緣區(qū)的土地被大量征用,建成區(qū)面積不斷擴(kuò)大,由此出現(xiàn)了一批城中村。這些城中村的存在,不僅嚴(yán)重影響了南寧城市的景觀質(zhì)量和整體形象,降低了城市品味,不利于城市整體功能的發(fā)揮；更導(dǎo)致了城鄉(xiāng)二元社會(huì)結(jié)構(gòu),形成居民待遇不平等,成為影響和制約南寧市統(tǒng)籌城鄉(xiāng)一體發(fā)展和社會(huì)持續(xù)健康發(fā)展的重要因素。運(yùn)用多中心治理理論成果,充分發(fā)揮各方的優(yōu)勢(shì)和作用,加快城中村改造具有重大作用和效果,它能夠拉動(dòng)經(jīng)濟(jì)發(fā)展,迅速改變城市面貌,增加財(cái)政收入,做大國(guó)有企業(yè),改變中心城區(qū)商業(yè)業(yè)態(tài),提升城市產(chǎn)業(yè)結(jié)構(gòu),有利于改善城市人居環(huán)境,有利于消除城鄉(xiāng)二元結(jié)構(gòu),有利于提高城市品質(zhì)和現(xiàn)代化形象,有利于和諧社會(huì)的建設(shè)。當(dāng)前,南寧市“城中村”改造存在現(xiàn)有政策滯后或保障不足、政策的執(zhí)行力不強(qiáng)、政策制定公眾參與度不高、政策的權(quán)威性不足、現(xiàn)有法律政策與村規(guī)民約沖突的問題、城中村社會(huì)管理薄弱等問題,政府主導(dǎo)方面應(yīng)當(dāng)通過多中心治理“城中村”改造的主體支撐；而多元參與方面,應(yīng)構(gòu)建“城中村”改造的多維合力。從全面深化改革、堅(jiān)持規(guī)劃引導(dǎo),完善配套體系、注重制度創(chuàng)新,強(qiáng)化政策保障、注重惠民優(yōu)先,實(shí)現(xiàn)和諧改造等方面,提出多中心治理背景下南寧市“城中村”改造的對(duì)策建議。
[Abstract]:As the capital of Guangxi and the core city of Guangxi Beibu Gulf Economic Zone, Nanning has been speeding up its urban expansion in recent years. Especially, with the continuous expansion of the scale of urban construction land, land in urban fringe areas has been requisitioned in large numbers. The area of the built-up area continues to expand, resulting in the emergence of a number of villages in the city. The existence of these villages not only seriously affects the landscape quality and overall image of Nanning city, but also reduces the taste of the city, which is not conducive to the development of the whole function of the city. It leads to the dual social structure of urban and rural areas, forms the unequal treatment of residents, and becomes an important factor that affects and restricts the overall development of urban and rural areas and the sustainable and healthy development of the society in Nanning. Using the results of multi-center governance theory, giving full play to the advantages and functions of all parties, and speeding up the transformation of villages in cities have important functions and effects. It can stimulate economic development, rapidly change the appearance of cities, increase financial revenues, and expand state-owned enterprises. Changing the commercial pattern of the central urban area, promoting the industrial structure of the city, improving the living environment of the city, eliminating the dual structure of the urban and rural areas, improving the quality and the modern image of the city, and building a harmonious society are beneficial. At present, there are some problems in the transformation of "village in city" in Nanning City: the existing policy is lagging behind or the guarantee is insufficient, the execution of the policy is not strong, the public participation in the policy formulation is not high, the authority of the policy is insufficient, and the existing legal policy conflicts with the rules and regulations of the village. The social management of the village in the city is weak and so on. The government should support the transformation of the village in the city through multi-center governance. And the multi-dimensional participation aspect, should construct the multi-dimensional joint force of the transformation of the village in the city. From the aspects of comprehensively deepening reform, persisting in planning and guiding, perfecting supporting system, paying attention to system innovation, strengthening policy guarantee, giving priority to the benefit of the people, and realizing harmonious transformation, and so on, This paper puts forward the countermeasures and suggestions for the transformation of Nanning's "village in city" under the background of polycentric governance.
