【摘要】：黨的十八屆三中全會(huì)《決定》指出,推進(jìn)城鎮(zhèn)化建設(shè),完善城鎮(zhèn)健康發(fā)展體制機(jī)制,將是今后較長(zhǎng)一段時(shí)期內(nèi)的重要改革任務(wù)。我國(guó)未來(lái)的新型城鎮(zhèn)化道路究竟走大城市化道路還是走中小城市化道路成為爭(zhēng)議焦點(diǎn)。2014年3月國(guó)家頒布的《國(guó)家新型城鎮(zhèn)化規(guī)劃(2014~2020年)》明確了中小城市化的主攻方向。本文的立論是,可以基于縣域?qū)用?中心鎮(zhèn)",推進(jìn)城市化進(jìn)程。這將是中國(guó)特色城市化進(jìn)程中實(shí)現(xiàn)城鄉(xiāng)一體化發(fā)展的必由之路,同時(shí)也可以避免大城市的過(guò)度城市化的種種問(wèn)題。論文展開(kāi)依托"中心鎮(zhèn)"城市化的合理性論證,實(shí)施策略路線探討。由于浙江省在該領(lǐng)域中的先行性,本文著重采納浙江省的相關(guān)實(shí)踐經(jīng)驗(yàn)。
[Abstract]:The "decision" of the third Plenary session of the 18th CPC Central Committee pointed out that it will be an important reform task for a long period in the future to promote the construction of urbanization and perfect the institutional mechanism for the healthy development of cities and towns. Whether the new urbanization road of our country will take the big urbanization road or the small and medium-sized urbanization road becomes the controversial focus. The National New urbanization Plan (2014-2020) promulgated by the state in March 2014 has made clear the main direction of the small and medium-sized urbanization. The argument of this paper is that urbanization can be promoted on the basis of county-level "central town". This will be the only way to realize the development of urban-rural integration in the process of urbanization with Chinese characteristics, and at the same time, it can avoid all kinds of problems of over-urbanization in big cities. Based on the rational demonstration of urbanization in central town, the paper discusses the implementation of strategy. Due to the leading role of Zhejiang Province in this field, this paper focuses on the relevant practical experience of Zhejiang Province.
