【摘要】：農(nóng)村公共品供給不足長(zhǎng)期困擾著我國(guó)地方政府,這一問題已經(jīng)步入了技術(shù)主義難以解決的現(xiàn)實(shí)困境,需要在經(jīng)濟(jì)思想和理論上有所創(chuàng)新。本文從城鄉(xiāng)對(duì)比的視角出發(fā),將基礎(chǔ)設(shè)施融資機(jī)制置于"自生融資能力"理論框架下,來(lái)探尋維持融資可持續(xù)性的內(nèi)在機(jī)理,指出了影響城鄉(xiāng)基礎(chǔ)設(shè)施融資的四大因素。針對(duì)稅收分權(quán)、土地財(cái)政、公共品資本化效應(yīng)、轉(zhuǎn)移支付等影響因素的特征,提出了保障農(nóng)村基礎(chǔ)設(shè)施建設(shè)可持續(xù)性的措施:構(gòu)建"城鄉(xiāng)一體化"公共品供給市場(chǎng)、激活農(nóng)村土地資本活力以及妥善處理現(xiàn)有的土地財(cái)政與地方債務(wù)問題。
[Abstract]:The insufficient supply of rural public goods has been puzzling the local government for a long time. This problem has entered the difficult practical dilemma of technicalism and needs to be innovated in economic thought and theory. From the perspective of urban-rural contrast, this paper puts the financing mechanism of infrastructure under the theoretical framework of "self-financing ability" to explore the internal mechanism of financing sustainability, and points out four factors that affect the financing of infrastructure in urban and rural areas. In view of the characteristics of tax decentralization, land finance, capitalization effect of public goods, transfer payment and other factors, this paper puts forward some measures to ensure the sustainability of rural infrastructure construction: constructing the "urban-rural integration" public goods supply market, Activate rural land capital vitality and properly deal with existing land finance and local debt problems.
