【摘要】：經(jīng)濟全球化和一體化的發(fā)展,貿(mào)易便利化浪潮興起,而通過提高貿(mào)易流通環(huán)節(jié)效率以推進貿(mào)易便利化也越來越受到各國的關(guān)注。2010年中國—東盟自由貿(mào)易區(qū)全面建成,自此中國與東盟雙方實現(xiàn)90%的商品零關(guān)稅,雙邊關(guān)稅壁壘進一步消除,相互間的貿(mào)易得到迅速的增長,這必然帶動雙邊國際物流需求的增長,使得優(yōu)質(zhì)、高效、便捷的國際物流成為了一種客觀要求。中國與東盟各國經(jīng)濟發(fā)展水平不平衡、物流基礎(chǔ)設(shè)施落后、信息化程度低、區(qū)域內(nèi)物流標準不統(tǒng)一等問題,使得雙邊國際物流效率低下,貨物流通受阻,貿(mào)易成本高,跟不上貿(mào)易迅速增長的要求,因此,提高中國與東盟國際物流便利化水平已刻不容緩。 本論文首先介紹了本文研究的背景及意義、相關(guān)的文獻綜述、研究的內(nèi)容與方法及創(chuàng)新點與不足,接著闡述了與國際物流相關(guān)的問題,包括國際物流的定義、國際物流系統(tǒng)構(gòu)成和國際物流要素構(gòu)成,然后以物流便利化為切入點,闡述了物流便利化的提出背景,并在前人研究的基礎(chǔ)上對國際物流進行定義界定,然后以此為理論基礎(chǔ)分析國際物流便利化的實現(xiàn)途徑以及國際物流便利化對國際貿(mào)易的影響,同時,對中國與東盟國際物流便利化的現(xiàn)狀進行了總結(jié),并對中國與東盟國際物流便利化發(fā)展存在的問題的進行分析,在此基礎(chǔ)上從政府協(xié)調(diào)、基礎(chǔ)設(shè)施、物流通道、物流標準統(tǒng)一、物流信息化、物流通關(guān)、物流安全等方面提出了促進中國與東盟國際物流便利化發(fā)展的對策及建議。
[Abstract]:With the development of economic globalization and integration, the tide of trade facilitation is rising, and the promotion of trade facilitation by improving the efficiency of trade circulation has attracted more and more attention of all countries. In 2010, the China-ASEAN Free Trade area was fully established. Since then, China and ASEAN have achieved 90% zero tariff on commodities, bilateral tariff barriers have been further eliminated, and trade between them has been growing rapidly. This will inevitably lead to an increase in the demand for bilateral international logistics, making them high-quality and efficient. Convenient international logistics has become an objective requirement. The imbalance in economic development between China and ASEAN countries, the backward logistics infrastructure, the low level of informatization and the inconsistency of logistics standards in the region make bilateral international logistics inefficient, the circulation of goods blocked, and the trade costs high. Trade can not keep up with the requirement of rapid growth, therefore, it is urgent to improve the level of international logistics facilitation between China and ASEAN. This paper first introduces the background and significance of this study, the relevant literature review, the contents and methods of the research, innovation and shortcomings, and then describes the issues related to international logistics, including the definition of international logistics. The constitution of international logistics system and the composition of international logistics elements, then taking logistics facilitation as the breakthrough point, elaborated the background of logistics facilitation, and defined the international logistics on the basis of previous studies. Then it analyzes the ways to realize international logistics facilitation and the impact of international logistics facilitation on international trade. At the same time, it summarizes the current situation of international logistics facilitation between China and ASEAN. And on the basis of analyzing the problems existing in the development of international logistics facilitation between China and ASEAN, from the government coordination, infrastructure, logistics channel, logistics standard unification, logistics information, logistics customs clearance, Some countermeasures and suggestions are put forward to promote the development of international logistics facilitation between China and ASEAN.
