【摘要】：隨著我國經(jīng)濟(jì)的迅猛發(fā)展,我國勞動者工資不斷提高,但是市場中仍然存在一定規(guī)模的低工資勞動者。本文從理論角度和制度角度探討了市場中低工資產(chǎn)生的原因；同時,本文還分別從個人、企業(yè)等微觀角度以及國內(nèi)市場需求、出口貿(mào)易和經(jīng)濟(jì)結(jié)構(gòu)等宏觀角度分析低工資給我國經(jīng)濟(jì)發(fā)展帶來的負(fù)面影響。本文采用中國健康與營養(yǎng)協(xié)會(CHNS)調(diào)查數(shù)據(jù),對2000,2004,2006和2009年的低工資問題進(jìn)行實證研究。研究結(jié)果表明,2000至2009年間低工資收入勞動群體的工資收入和高工資收入群體的差距在不斷擴(kuò)大；在低工資群體中,勞動者的受教育水平大部分為初中及以下學(xué)歷,受教育年限明顯偏少；在低工資勞動者就業(yè)方面,非正規(guī)就業(yè)在低工資人群中占據(jù)較大比重；本文還對低工資的地區(qū)特征進(jìn)行分析,發(fā)現(xiàn)低工資勞動者中來自沿海省份的比重較低,中西部地區(qū)比重較高。同時本文基于CHNS調(diào)查數(shù)據(jù),利用Logistic模型對勞動者低工資的影響因素進(jìn)行量化分析,結(jié)果表明勞動者中女性較男性更容易被劃入低工資收入群體；受教育水平越低的勞動者其低工資的可能性越大；而且地區(qū)變量對低工資有顯著影響�；谝陨涎芯拷Y(jié)果,本論文為解決低工資問題提出了相應(yīng)的建議。人力資本是影響工資收入的重要因素,所以應(yīng)該提高勞動者的受教育水平,增加低工資勞動者的培訓(xùn)力度；而且要消除勞動力市場歧視,打破就業(yè)壁壘,營造良好的勞動力市場環(huán)境；其次要徹底消除低工資生存的土壤,減少勞動密集型產(chǎn)業(yè)；與此同時,加強(qiáng)立法推進(jìn)工資集體協(xié)商制度真正落實。
[Abstract]:With the rapid development of China's economy, the wages of Chinese workers are increasing, but there are still some low-wage workers in the market. This paper discusses the causes of low wages in the market from the perspective of theory and institution. At the same time, this paper also discusses the demand of the domestic market from the micro perspectives of individuals, enterprises and so on. This paper analyzes the negative effects of low wages on China's economic development from the macro point of view of export trade and economic structure. Based on the (CHNS) survey data of the Chinese Association of Health and Nutrition, this paper makes an empirical study on the issue of low wages in 20042004 and 2009. The results show that between 2000 and 2009, the gap between the wage and the high income groups of the low-wage labor group is widening. In the low-wage group, the majority of the workers' education level is junior high school degree or below. The number of years of education is obviously on the low side; in the aspect of employment of low-wage workers, informal employment occupies a large proportion in the low-wage population; this paper also analyzes the regional characteristics of low-wage workers. It was found that the proportion of low-wage workers from coastal provinces was lower, and that of the central and western regions was higher. At the same time, based on the CHNS survey data, using Logistic model to analyze the influencing factors of workers' low wages, the results show that women are more likely to be classified as low wage groups than men. The lower the level of education, the higher the probability of low wage, and the regional variable has significant influence on low wage. Based on the above results, this paper puts forward some suggestions to solve the problem of low wage. Human capital is an important factor affecting wage income. Therefore, we should raise the level of education of workers, increase the training of low-wage workers, and eliminate discrimination in the labour market and break down the barriers to employment. To create a good labor market environment; secondly, to completely eliminate the low wage survival soil, reduce labor-intensive industries; at the same time, strengthen legislation to promote the wage collective bargaining system to truly implement.
