我國(guó)保障房建設(shè)融資的銀行理財(cái)產(chǎn)品模式研究

【摘要】:目前我國(guó)正積極推進(jìn)城鎮(zhèn)化,但越調(diào)越高的房?jī)r(jià)成為城鎮(zhèn)化推進(jìn)的一大制約。國(guó)家為控制房地產(chǎn)業(yè)穩(wěn)健發(fā)展,正加大力度解決人民的住房保障問題,最受人們關(guān)注的便是保障性住房的建設(shè)。但如果沒有大量長(zhǎng)期持續(xù)的資金供應(yīng),保障性住房是很難健康發(fā)展的。目前我國(guó)運(yùn)用在保障性住房融資領(lǐng)域的融資工具和渠道比較少,要想順利推進(jìn)保障房的建設(shè),拓展融資渠道是當(dāng)務(wù)之急。 而另外一個(gè)備受民生關(guān)注的則是發(fā)展非常迅速的銀行理財(cái)產(chǎn)品。隨著居民財(cái)富的不斷增長(zhǎng),居民的投資意識(shí)逐漸加強(qiáng),銀行理財(cái)產(chǎn)品便成了很多居民的投資首選。但目前銀行所提供的理財(cái)產(chǎn)品同質(zhì)化嚴(yán)重,并且多采用資金池管理,產(chǎn)品設(shè)計(jì)日益復(fù)雜,風(fēng)險(xiǎn)也漸趨加大。相反,如有一款理財(cái)產(chǎn)品投資方向明確,風(fēng)險(xiǎn)收益可控,更能迎合普通百姓的投資需求。 房地產(chǎn)投資信托基金(REITs)作為一款新型的金融產(chǎn)品,在房地產(chǎn)融資方面具有很大的優(yōu)勢(shì),并且在全球很多地區(qū)得到很好的發(fā)展,但是在我國(guó)卻因?yàn)橄嚓P(guān)法律法規(guī)、稅收制度等方面不完善而存在極大的融資困境。鑒于我國(guó)保障房融資難、理財(cái)產(chǎn)品同質(zhì)化嚴(yán)重的市場(chǎng)環(huán)境,本文在保留REITs優(yōu)勢(shì)的基礎(chǔ)上,創(chuàng)新設(shè)計(jì)一款參與保障房建設(shè)的理財(cái)產(chǎn)品,充分發(fā)揮商業(yè)銀行在保障房建設(shè)中的作用。本文詳細(xì)描述了保障房建設(shè)融資的理財(cái)產(chǎn)品的設(shè)計(jì)、風(fēng)險(xiǎn)防范以及具體的模式運(yùn)用,明確了銀行的職責(zé),并制定相關(guān)制度來保障投資者的權(quán)益。相信這一理財(cái)產(chǎn)品不僅能豐富保障房建設(shè)的融資渠道,提高融資效率,也能夠豐富我國(guó)的理財(cái)產(chǎn)品,滿足居民對(duì)理財(cái)產(chǎn)品的旺盛需求。
[Abstract]:At present, China is actively promoting urbanization, but the higher housing prices become a major constraint of urbanization. In order to control the steady development of the real estate industry, the country is increasing efforts to solve the housing security problem of the people, the most concerned is the construction of affordable housing. But without a large amount of long-term and sustained funding, affordable housing is difficult to develop healthily. At present, there are few financing tools and channels used in the field of affordable housing financing in our country. It is urgent to expand financing channels in order to promote indemnificatory apartment's construction smoothly. And another people's livelihood concern is the rapid development of banking financial products. With the increasing of residents' wealth and the strengthening of their investment consciousness, bank financial products have become the first choice of investment for many residents. But at present, the financial products provided by banks are homogenized seriously, and more fund pool management is used, the product design is becoming more and more complex, and the risk is gradually increasing. On the contrary, if a wealth management product investment direction is clear, the risk income is controllable, can meet the investment demand of ordinary people more. As a new type of financial product, Real Estate Investment Trust Fund (REITs) has great advantages in real estate financing and has been developed well in many parts of the world. However, in China, because of the relevant laws and regulations, The tax system and other aspects are not perfect and there are great financing difficulties. In view of indemnificatory apartment's difficulty in financing and the serious homogenization of financial products in China, this paper, on the basis of retaining the advantages of REITs, innovates and designs a financial management product to participate in the construction of indemnificatory apartment, giving full play to the role of commercial banks in the construction of indemnificatory apartment. This paper describes in detail the design, risk prevention and application of financial management products for indemnificatory apartment's construction and financing, clarifies the responsibilities of banks, and formulates relevant systems to protect the rights and interests of investors. It is believed that this financial product can not only enrich the financing channels built by indemnificatory apartment, improve the financing efficiency, but also enrich the financial products of our country, and meet the strong demand of the residents for the financial products.
