【摘要】：隨著社會(huì)主義新農(nóng)村建設(shè)的不斷深入,農(nóng)村宅基地的經(jīng)濟(jì)價(jià)值和發(fā)展?jié)摿χ饾u提高,政府和農(nóng)戶(hù)對(duì)農(nóng)村宅基地的退出問(wèn)題日益重視。在不斷的改革發(fā)展中,宅基地制度與社會(huì)轉(zhuǎn)型產(chǎn)生了劇烈沖突,宅基地管理面臨著諸多難題。本論文在走訪(fǎng)調(diào)查利辛縣宅基地退出激勵(lì)政策實(shí)施的基礎(chǔ)上,分析農(nóng)村宅基地退出現(xiàn)狀暴露出來(lái)的問(wèn)題和矛盾,探討了促使農(nóng)民自愿、有償退出宅基地的外部環(huán)境因素和內(nèi)部影響因素。旨在加強(qiáng)政府合理引導(dǎo),遵循農(nóng)戶(hù)自愿的前提下,努力提高其宅基地退出的主動(dòng)性,實(shí)現(xiàn)農(nóng)村土地集約利用、發(fā)展社會(huì)主義現(xiàn)代化農(nóng)業(yè)。論文主要以產(chǎn)權(quán)理論、消費(fèi)者行為理論、激勵(lì)理論、公平分配理論、住房過(guò)濾理論、福利經(jīng)濟(jì)學(xué)理論為理論指導(dǎo),通過(guò)歷史文獻(xiàn)法、實(shí)地調(diào)查法、對(duì)比分析法、系統(tǒng)分析法探索農(nóng)村宅基地退出的激勵(lì)機(jī)制。全文共分為以下六個(gè)部分：第一章,引言。簡(jiǎn)要概述了農(nóng)村宅基地退出的研究背景、目的和意義,以及國(guó)內(nèi)外相關(guān)學(xué)者對(duì)宅基地退出的政策研究。并對(duì)文中出現(xiàn)的主要概念做了基本說(shuō)明。最后介紹了本論文的研究?jī)?nèi)容與研究方法。第二章,理論和政策借鑒。對(duì)國(guó)內(nèi)外農(nóng)村宅基地退出補(bǔ)償?shù)幕A(chǔ)理論作了詳細(xì)講述,探討了天津“宅基地?fù)Q房”、重慶“雙交換”、河南省郟縣“補(bǔ)貼置換”、江蘇省阜寧縣“雙置換”等宅基地退出模式,為宅基地退出的激勵(lì)機(jī)制提供了有效的政策借鑒。第三章,安徽省利辛縣激勵(lì)農(nóng)民退宅購(gòu)房案例分析。詳細(xì)分析了利辛縣農(nóng)民退宅購(gòu)房基本情況,并通過(guò)召開(kāi)座談會(huì)、入戶(hù)訪(fǎng)談、深入樣本區(qū),了解農(nóng)戶(hù)對(duì)農(nóng)村宅基地政策實(shí)施的滿(mǎn)意度及退出意愿。在皖北區(qū)域的受訪(fǎng)農(nóng)戶(hù)中,28%受訪(fǎng)者愿意退出農(nóng)村宅基地,換購(gòu)城鎮(zhèn)住房,當(dāng)宅基地退出政策激勵(lì)標(biāo)準(zhǔn)提高時(shí),這一比例上升到45.2%。第四章,影響農(nóng)民宅基地退出的因素。通過(guò)安徽省利辛縣激勵(lì)農(nóng)民退宅購(gòu)房的案例分析,探討了農(nóng)村宅基地退出過(guò)程中,一系列的外部環(huán)境和內(nèi)部因素影響。主要包括制度障礙、宣傳管理缺失、社會(huì)保障和經(jīng)濟(jì)因素的制約,以及家庭因素、農(nóng)戶(hù)宅基地退出的主觀意愿、農(nóng)村風(fēng)俗固化。第五章,農(nóng)民宅基地退出激勵(lì)機(jī)制構(gòu)建。提出宅基地退出激勵(lì)機(jī)制構(gòu)建的目標(biāo)設(shè)想和原則。以明晰農(nóng)村宅基地產(chǎn)權(quán)制度,完善宅基地法律制度為基本,建立宅基地退出補(bǔ)償、置換和獎(jiǎng)懲制度,健全農(nóng)村住房和社會(huì)保障體系,加快推進(jìn)農(nóng)村宅基地的合理有效的退出。第六章,結(jié)論與展望。在文章研究基礎(chǔ)上,總結(jié)歸納農(nóng)村宅基地有效退出的激勵(lì)機(jī)制研究,并展望農(nóng)村建設(shè)用地的合理規(guī)劃發(fā)展。
[Abstract]:With the deepening of the construction of new socialist countryside, the economic value and development potential of rural homestead have been gradually improved, and the government and farmers pay more and more attention to the withdrawal of rural homestead. In the process of continuous reform and development, the homestead system and social transformation have produced violent conflict, homestead management is faced with many difficulties. On the basis of visiting and investigating the actualization of the incentive policy of homestead withdrawal in Lixin County, this paper analyzes the problems and contradictions exposed in the present situation of rural homestead withdrawal, and probes into the promotion of farmers' willingness. The external environmental factors and internal influencing factors of paid withdrawal from homestead. The aim is to strengthen the reasonable guidance of the government, follow the premise of voluntary farmers, strive to improve their homestead withdrawal initiative, realize intensive use of rural land, and develop socialist modern agriculture. Under the guidance of property right theory, consumer behavior theory, incentive theory, fair distribution theory, housing filtering theory and welfare economics theory, the paper is guided by historical literature, field investigation, comparative analysis, System analysis to explore the rural homestead withdrawal incentive mechanism. The full text is divided into the following six parts: chapter one, introduction. The research background, purpose and significance of rural homestead withdrawal are briefly summarized, as well as the policy research of homestead withdrawal by domestic and foreign scholars. The main concepts in this paper are explained. Finally, the research contents and methods of this paper are introduced. The second chapter, theory and policy reference. The basic theory of rural homestead withdrawal compensation at home and abroad is described in detail, and the "house exchange" in Tianjin, "double exchange" in Chongqing, and "subsidy replacement" in Jiaxian, Henan Province, are discussed. "double replacement" and other homestead withdrawal modes in Funing County of Jiangsu Province provide an effective policy reference for the incentive mechanism of homestead withdrawal. Chapter III, Lixin County, Anhui Province to encourage farmers to return home purchase case study. This paper analyzes in detail the basic situation of peasants returning home and buying houses in Lixin County, and through holding a forum, visiting the house, going deep into the sample area, to understand the farmers' satisfaction with the implementation of the rural homestead policy and their willingness to withdraw. Among the farmers surveyed in northern Anhui province, 28% of the respondents were willing to withdraw from rural homestead and buy urban housing. When the incentive standard of homestead withdrawal policy was raised, the proportion rose to 45.22. Chapter four, the factors that influence the withdrawal of peasant homestead. Through the case analysis of encouraging peasants to return their houses and purchase houses in Lixin County, Anhui Province, this paper discusses a series of external environment and internal factors that affect the process of rural homestead withdrawal. It mainly includes the system obstacle, the lack of propaganda management, the restriction of social security and economic factors, the family factor, the subjective will of the peasant households to withdraw from the homestead, and the solidification of the rural customs. The fifth chapter, the farmer homestead withdrawal incentive mechanism construction. Put forward the goal assumption and principle of the homestead withdrawal incentive mechanism construction. On the basis of clarifying the system of rural homestead property rights and perfecting the legal system of homestead, we should establish the system of homestead withdrawal compensation, replacement and reward and punishment, perfect the system of rural housing and social security, and speed up the rational and effective withdrawal of rural homestead. Chapter six, conclusion and prospect. On the basis of the research, this paper summarizes and summarizes the incentive mechanism of effective withdrawal of rural homestead, and looks forward to the rational planning and development of rural construction land.
