城市基礎(chǔ)設(shè)施投資效率評價(jià)研究

【摘要】:近年來,伴隨著我國城鎮(zhèn)化水平的高速發(fā)展,政府加大城市基礎(chǔ)設(shè)施的投資力度,城市基礎(chǔ)設(shè)施對經(jīng)濟(jì)社會(huì)的發(fā)展發(fā)揮著不可取代的作用。城市基礎(chǔ)設(shè)施投資規(guī)模與結(jié)構(gòu)的迅速增加,也帶來了投資效率不理想、決策失誤、資源浪費(fèi)等不容忽視的現(xiàn)象,所以我國城市基礎(chǔ)設(shè)施投資存在嚴(yán)重的問題。為此,政府采取一系列的措施來調(diào)整投資效率低下的狀況。因此,本文在國內(nèi)外有關(guān)評價(jià)理論和評價(jià)方法的研究成果基礎(chǔ)上,分析影響城市基礎(chǔ)設(shè)施投資效率的因素,構(gòu)建了效率評價(jià)模型,重點(diǎn)探究如何進(jìn)行城市基礎(chǔ)設(shè)施投資效率評價(jià)。 首先,本文對城市基礎(chǔ)設(shè)施投資效率的相關(guān)理論進(jìn)行界定與闡述,定性分析“3E”理論、委托代理理論、利益相關(guān)者理論、低碳經(jīng)濟(jì)理論與可持續(xù)發(fā)展理論對城市基礎(chǔ)設(shè)施投資效率的影響。其次,構(gòu)建SDEA-Malmquist模型來對城市基礎(chǔ)設(shè)施投資效率評價(jià),具體分析SDEA-Malmquist模型的評價(jià)流程和適用性。再次,以黑龍江省為例進(jìn)行實(shí)證研究,一方面,利用SDEA從靜態(tài)角度分析黑龍江省12個(gè)城市在2005年至2012年的S值、綜合效率、純技術(shù)效率和規(guī)模效率及其變化情況;結(jié)果表明,黑龍江省的城市基礎(chǔ)設(shè)施投資相對有效并具有較好的穩(wěn)定性,且不同城市基礎(chǔ)設(shè)施之間的投資效率差異較大。另一方面,采用Malmquist指數(shù)從動(dòng)態(tài)的角度計(jì)算樣本的全要素生產(chǎn)率指數(shù)、效率變動(dòng)指數(shù)及其技術(shù)進(jìn)步指數(shù),分析城市基礎(chǔ)設(shè)施投資效率的跨期演變;結(jié)果表明,,黑龍江省整體效率與綜合效率值相一致且處于衰退階段,全要素生產(chǎn)率指數(shù)均值處于小幅度的上下波動(dòng)狀態(tài),且不同城市效率差異是由于不同的效率變動(dòng)指數(shù)和技術(shù)進(jìn)步指數(shù)導(dǎo)致的。最后,在實(shí)證分析的基礎(chǔ)上提出提高城市基礎(chǔ)設(shè)施投資效率的政策建議,從而為政府和有關(guān)部門合理進(jìn)行城市基礎(chǔ)設(shè)施投資和未來決策提供參考。
[Abstract]:In recent years, with the rapid development of urbanization in China, the government has increased the investment of urban infrastructure, urban infrastructure plays an irreplaceable role in the economic and social development. The rapid increase in the scale and structure of urban infrastructure investment has also brought about some phenomena, such as imperfect investment efficiency, wrong decision making and waste of resources, etc. Therefore, there are serious problems in urban infrastructure investment in China. To this end, the government takes a series of measures to adjust the inefficiency of investment. Therefore, based on the domestic and foreign research results of evaluation theory and evaluation methods, this paper analyzes the factors that affect the efficiency of urban infrastructure investment, and constructs an efficiency evaluation model. Focus on how to evaluate the efficiency of urban infrastructure investment. First of all, this paper defines and expounds the related theories of the efficiency of urban infrastructure investment, and qualitatively analyzes the "3e" theory, the principal-agent theory, the stakeholder theory. The influence of low carbon economy theory and sustainable development theory on the efficiency of urban infrastructure investment. Secondly, SDEA-Malmquist model is constructed to evaluate the efficiency of urban infrastructure investment, and the evaluation process and applicability of SDEA-Malmquist model are analyzed in detail. Thirdly, taking Heilongjiang Province as an example, on the one hand, using SDEA to analyze the S value, comprehensive efficiency, pure technical efficiency and scale efficiency of 12 cities in Heilongjiang Province from 2005 to 2012, the results show that, The urban infrastructure investment in Heilongjiang Province is relatively effective and stable, and the investment efficiency of different cities varies greatly. On the other hand, the index of total factor productivity (TFP), the index of efficiency change and the index of technological progress are calculated from the dynamic point of view of Malmquist index to analyze the intertemporal evolution of urban infrastructure investment efficiency. The overall efficiency of Heilongjiang Province is consistent with the comprehensive efficiency and is in the stage of recession, and the average value of TFP is fluctuating in a small range. And the difference of efficiency between different cities is caused by different index of efficiency change and index of technological progress. Finally, on the basis of empirical analysis, the paper puts forward some policy suggestions to improve the efficiency of urban infrastructure investment, thus providing a reference for the government and relevant departments to make rational investment in urban infrastructure and future decisions.
