【摘要】：廣州南沙新區(qū)位于廣州市南端，，區(qū)位條件優(yōu)越，生態(tài)環(huán)境良好，發(fā)展?jié)摿薮�，輻射帶�?dòng)范圍廣闊，戰(zhàn)略地位十分重要。加快南沙的鄉(xiāng)村建設(shè)，推進(jìn)城鄉(xiāng)一體化是順應(yīng)廣大人民群眾對幸福生活新期待的根本要求，是新形勢下全面提升城市發(fā)展水平的現(xiàn)實(shí)需要。 本文將在文獻(xiàn)收集分析，對比國內(nèi)外農(nóng)村建設(shè)存在的問題、解決方案，分析村莊大量的分散住宅，人口素質(zhì)低，村莊基礎(chǔ)配套有待提高的問題，通過以美麗鄉(xiāng)村試點(diǎn)建設(shè)為研究重點(diǎn)，對試點(diǎn)村實(shí)施中的現(xiàn)狀分析美麗鄉(xiāng)村試點(diǎn)建設(shè)的成效和不足，政府在建設(shè)管理方面的主要原因，以可持續(xù)發(fā)展、新型城市化理論為指導(dǎo)，實(shí)現(xiàn)南沙新區(qū)快速開發(fā)和建設(shè)中，提高農(nóng)民居住和生活水平，研究近期可提供政府實(shí)施鄉(xiāng)村建設(shè)管理的對策和建議，通過指導(dǎo)具體的管理政策和措施，完善村鎮(zhèn)建設(shè)管理機(jī)制，做到村鎮(zhèn)建設(shè)與新區(qū)發(fā)展同步。全文共分為三大部分: 第一部分緒論主要闡述本課題研究的背景、意義、方法和創(chuàng)新點(diǎn),并對當(dāng)前美麗鄉(xiāng)村建設(shè)的研究現(xiàn)狀進(jìn)行理論綜述。 第二部分分析南沙新區(qū)美麗鄉(xiāng)村試點(diǎn)建設(shè)整體情況，以南沙新區(qū)的美麗鄉(xiāng)村建設(shè)為研究對象,對存在的美麗鄉(xiāng)村試點(diǎn)建設(shè)中突出問題進(jìn)行分析，從區(qū)政府、鎮(zhèn)街、市場、村民和參建施工、設(shè)計(jì)各方的建設(shè)管理行為以及在規(guī)劃管理、項(xiàng)目管理、資金管理方面的原因，對比推演出影響美麗鄉(xiāng)村試點(diǎn)建設(shè)主要的原因。 第三部分闡述了南沙新區(qū)美麗鄉(xiāng)村建設(shè)管理的方法和思路，針對存在的問題和原因，找到南沙新區(qū)建設(shè)中，政府通過完善和加強(qiáng)村鎮(zhèn)建設(shè)管理，建設(shè)環(huán)境宜人、可持續(xù)發(fā)展的新農(nóng)村。
[Abstract]:Nansha New District of Guangzhou is located at the southern end of Guangzhou. It has favorable location, good ecological environment, huge development potential, wide range of radiation and driving, and very important strategic position. Speeding up the rural construction in Nansha and promoting the integration of urban and rural areas are the basic requirements for the broad masses of people to meet the new expectations for a happy life, and are the realistic needs for comprehensively promoting the level of urban development under the new situation. This paper will collect and analyze the literature, compare the problems existing in the rural construction at home and abroad, solve the problems, analyze the problems of a large number of scattered houses in villages, the low quality of the population, and the need to improve the basic supporting facilities of the villages. By focusing on the pilot construction of beautiful villages, this paper analyzes the effects and shortcomings of the pilot construction of beautiful villages, the main reasons of the government's construction and management, and the theory of sustainable development and new urbanization, under the guidance of the theory of sustainable development and new urbanization. To realize the rapid development and construction of Nansha New District, to improve the living and living standards of farmers, to study the countermeasures and suggestions that the government can provide for the implementation of rural construction and management in the near future, and to perfect the management mechanism of village and town construction through guiding specific management policies and measures. To achieve the construction of towns and villages and the development of new areas synchronized. This paper is divided into three parts: the first part of the introduction mainly describes the background, significance, methods and innovation of this topic, and the current research situation of beautiful rural construction is reviewed theoretically. The second part analyzes the overall situation of the beautiful rural pilot construction in Nansha New District, taking the beautiful rural construction in Nansha New area as the research object, analyzes the outstanding problems in the existing beautiful rural pilot construction, and analyzes the regional government, the town street, the market. Villagers and participating in construction, design of construction management behavior of all parties and in the planning management, project management, capital management, the main reasons for comparing and deducing the impact of beautiful rural pilot construction. The third part expounds the methods and ideas of the construction and management of the beautiful villages in Nansha New District. In view of the existing problems and reasons, it is found that in the construction of the New District of Nansha, the government can improve and strengthen the management of the construction of villages and towns and build a pleasant environment. Sustainable development of the new countryside.
