【摘要】：作為經(jīng)濟(jì)強(qiáng)省和海洋大省，廣東一直重視海洋經(jīng)濟(jì)的發(fā)展，，并取得了不錯(cuò)的成績(jī)，經(jīng)濟(jì)總量規(guī)模不斷擴(kuò)大，海洋產(chǎn)業(yè)不斷發(fā)展和壯大，對(duì)國(guó)民經(jīng)濟(jì)的貢獻(xiàn)率穩(wěn)步上升，海洋生產(chǎn)總值一直穩(wěn)居全國(guó)沿海各省之首。不過(guò)，在沿海掀起的海洋開(kāi)發(fā)新熱潮帶動(dòng)下,浙江、江蘇、遼寧、福建等省份的海洋經(jīng)濟(jì)發(fā)展先后上升為國(guó)家戰(zhàn)略，廣東省的先發(fā)優(yōu)勢(shì)正逐漸變?nèi)�。合理布局區(qū)域海洋產(chǎn)業(yè)，加快海洋產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)，提升廣東省海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力，已成為廣東省海洋經(jīng)濟(jì)發(fā)展的必然選擇。因此，認(rèn)清當(dāng)前廣東海洋產(chǎn)業(yè)競(jìng)爭(zhēng)的優(yōu)劣勢(shì)顯得尤為關(guān)鍵，如何科學(xué)、客觀地評(píng)估廣東海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力，探明其競(jìng)爭(zhēng)優(yōu)勢(shì)和劣勢(shì)，對(duì)確保海洋核心競(jìng)爭(zhēng)力的長(zhǎng)期穩(wěn)定以及提升海洋產(chǎn)業(yè)綜合競(jìng)爭(zhēng)力水平具有十分重要的戰(zhàn)略意義。 本文從研究海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力著手，運(yùn)用整體的觀點(diǎn)和系統(tǒng)論的方法，首先對(duì)海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力影響因素、海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力體系和評(píng)價(jià)方法進(jìn)行分析和研究；然后在綜合考慮海洋產(chǎn)業(yè)特征及產(chǎn)業(yè)競(jìng)爭(zhēng)力影響因素的基礎(chǔ)上，構(gòu)建了較易獲得指標(biāo)數(shù)據(jù)的海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力評(píng)價(jià)指標(biāo)體系，并利用主成分分析—TOPSIS法，通過(guò)SPSS軟件，把廣東及其他沿海省市進(jìn)行橫向比較，評(píng)價(jià)出廣東省在海洋資源豐度、涉海產(chǎn)業(yè)人才資源、海洋科技、主要海洋產(chǎn)業(yè)活動(dòng)、海洋經(jīng)濟(jì)基礎(chǔ)等各分類競(jìng)爭(zhēng)力和海洋產(chǎn)業(yè)綜合競(jìng)爭(zhēng)力方面在全國(guó)沿海11個(gè)省市中的排位，從而獲得廣東海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力與其他沿海省市的差距及優(yōu)劣勢(shì)，最后有針對(duì)性地提出了如何提升廣東海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力的建議對(duì)策。
[Abstract]:As a strong economic province and a large marine province, Guangdong has always attached importance to the development of the marine economy, and has achieved good results. The total economic volume has been continuously expanded, the marine industry has been developing and expanding, and the contribution rate to the national economy has risen steadily. The gross marine product has been steadily ranked first in the coastal provinces of the country. However, the marine economy of Zhejiang, Jiangsu, Liaoning, Fujian and other provinces has become a national strategy, and Guangdong Province's first-mover advantage is becoming weaker. Rational distribution of regional marine industry, speeding up the transformation and upgrading of marine industrial structure, and enhancing the competitiveness of Guangdong's marine industry have become the inevitable choice for the development of Guangdong's marine economy. Therefore, it is particularly important to recognize the advantages and disadvantages of the current competition of Guangdong marine industry. How to evaluate the competitiveness of Guangdong marine industry scientifically and objectively, and to find out its competitive advantages and disadvantages, It is of great strategic significance to ensure the long-term stability of the core competitiveness of the ocean and to enhance the comprehensive competitiveness of the marine industry. From the point of view of the whole and the method of system theory, this paper analyzes and studies the influencing factors, the competitive system and the evaluation method of the marine industry competitiveness from the point of view of the whole and the method of system theory. Then on the basis of synthetically considering the characteristics of marine industry and the influencing factors of industrial competitiveness, the evaluation index system of marine industry competitiveness is constructed, which is easy to obtain the index data, and the principal component analysis (PCA) TOPSIS method is used through SPSS software. The horizontal comparison between Guangdong and other coastal provinces and cities is carried out to evaluate the abundance of marine resources, the human resources involved in marine industries, marine science and technology, and major marine industrial activities in Guangdong Province, In terms of the competitiveness of each category of marine economic base and the comprehensive competitiveness of marine industry, it ranks among the 11 coastal provinces and cities in China, thus obtaining the gap and advantages and disadvantages between Guangdong's marine industry competitiveness and other coastal provinces and cities. Finally, the paper puts forward some suggestions on how to improve the competitiveness of Guangdong marine industry.
