構(gòu)建社會(huì)主義和諧勞動(dòng)關(guān)系探析

【摘要】:勞動(dòng)關(guān)系是當(dāng)今社會(huì)最基本的社會(huì)關(guān)系,勞動(dòng)關(guān)系是否和諧不僅僅關(guān)系到勞動(dòng)者的生存與發(fā)展和用人單位的良性運(yùn)行,也成為社會(huì)和諧與穩(wěn)定的重要標(biāo)志。隨著改革的不斷推進(jìn),我國的勞動(dòng)關(guān)系由傳統(tǒng)計(jì)劃經(jīng)濟(jì)體制下的勞動(dòng)關(guān)系向現(xiàn)代市場經(jīng)濟(jì)體制下的市場型勞動(dòng)關(guān)系轉(zhuǎn)化。在這一過程中,勞動(dòng)者與用人單位實(shí)現(xiàn)了充分的自主選擇權(quán),調(diào)動(dòng)了勞動(dòng)關(guān)系雙方的積極性和主動(dòng)性,在吸納勞動(dòng)力就業(yè)與促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展方面發(fā)揮了積極作用。但與此同時(shí),也必須看到,由于市場經(jīng)濟(jì)的自發(fā)性和盲目性、勞動(dòng)者就業(yè)壓力增大且勞動(dòng)者綜合素質(zhì)普遍不高、企業(yè)社會(huì)責(zé)任感缺失、政府監(jiān)管不力等一系列原因所導(dǎo)致的勞動(dòng)關(guān)系沖突也不斷發(fā)生,并逐步升級(jí),這已成為影響社會(huì)和諧穩(wěn)定的重要因素。因此,構(gòu)建和諧勞動(dòng)關(guān)系勢在必行。本文共分為五章: 第一章介紹了勞動(dòng)關(guān)系的研究背景和意義,國內(nèi)外對(duì)勞動(dòng)關(guān)系這一問題的研究綜述,以及文章的研究思路和研究方法; 第二章梳理了與勞動(dòng)關(guān)系相關(guān)的概念和相關(guān)理論; 第三章追溯了我國勞動(dòng)關(guān)系的演進(jìn)歷程,以改革開放為界,對(duì)改革前計(jì)劃經(jīng)濟(jì)體制下的勞動(dòng)關(guān)系與改革后市場經(jīng)濟(jì)條件下的勞動(dòng)關(guān)系狀況進(jìn)行介紹; 第四章對(duì)當(dāng)前我國勞動(dòng)關(guān)系的特征及發(fā)展趨勢進(jìn)行介紹,對(duì)不和諧勞動(dòng)關(guān)系狀況進(jìn)行系統(tǒng)分析,進(jìn)而找到不和諧勞動(dòng)關(guān)系產(chǎn)生的一系列原因; 第五章在前面研究的基礎(chǔ)上,從政府在構(gòu)建和諧勞動(dòng)關(guān)系中要發(fā)揮重要作用、企業(yè)要加強(qiáng)自身的經(jīng)營管理、工會(huì)要充分發(fā)揮自身的調(diào)節(jié)作用、勞動(dòng)者要提高自身的素質(zhì)等方面對(duì)如何構(gòu)建和諧勞動(dòng)關(guān)系提出對(duì)策建議。
[Abstract]:Labor relations are the most basic social relations in the present society. Whether labor relations are harmonious or not is not only related to the survival and development of workers and the benign operation of employing units, but also an important symbol of social harmony and stability. With the development of the reform, the labor relations in our country are transformed from the traditional planned economy system to the market type. In this process, the laborer and the employing unit have realized the full independent option, mobilized the enthusiasm and initiative of both sides of labor relations, and played an active role in absorbing labor force employment and promoting economic and social development. But at the same time, we must also see that due to the spontaneity and blindness of the market economy, the employment pressure of the laborer is increased and the comprehensive quality of the laborer is generally not high, and the sense of social responsibility of the enterprise is lacking. The conflicts of labor relations caused by the weak supervision of the government and other causes have also occurred and escalated step by step, which has become an important factor affecting social harmony and stability. Therefore, it is imperative to construct harmonious labor relations. This paper is divided into five chapters: the first chapter introduces the research background and significance of labor relations, the domestic and foreign research on the issue of labor relations, as well as the research ideas and research methods; The second chapter combs the concepts and related theories related to labor relations, the third chapter traces the evolution of labor relations in China, with the reform and opening up as the boundary. This paper introduces the labor relations under the planned economic system before the reform and the labor relations under the conditions of the market economy after the reform. The fourth chapter introduces the characteristics and development trend of the labor relations in our country. A systematic analysis of the status of disharmonious labor relations, and then find out a series of reasons for the emergence of disharmonious labor relations. Chapter five, on the basis of the previous research, the government should play an important role in the construction of harmonious labor relations. Enterprises should strengthen their own management, trade unions should give full play to their own regulatory role, workers should improve their own quality and put forward countermeasures and suggestions on how to build harmonious labor relations.
