【摘要】：俄羅斯對自然資源和生態(tài)環(huán)境實(shí)行"相對集中與分類、分級、分部門管理相結(jié)合"的體制。土地管理由"經(jīng)濟(jì)發(fā)展部"負(fù)責(zé),能源管理由"能源部"負(fù)責(zé),其他如礦產(chǎn)資源、水資源、林業(yè)資源、海洋資源的管理及生態(tài)環(huán)境保護(hù)的職能絕大部分都集中于"自然資源與生態(tài)部"一個部門。在管理機(jī)構(gòu)上,俄羅斯建立了由聯(lián)邦部、聯(lián)邦局、聯(lián)邦署組成的三位一體的權(quán)力執(zhí)行體系;在產(chǎn)權(quán)制度上,俄羅斯設(shè)計了自然資源的國家所有權(quán)、地方所有權(quán)、私人所有權(quán)、其他所有權(quán)四種形式。"自然資源與生態(tài)部"全面推行了權(quán)力清單制度,依照國家的法律法規(guī)和部門章程對俄聯(lián)邦的自然資源與生態(tài)環(huán)境實(shí)行一體化的綜合管理。我國與俄羅斯同處于轉(zhuǎn)型發(fā)展的進(jìn)程中,兩國自然資源管理體制既有共性也各有特殊性。俄羅斯的這些轉(zhuǎn)型經(jīng)驗(yàn)對我國的相關(guān)改革具有啟示和借鑒意義。
[Abstract]:Russia implements the system of "relative centralization and classification, classification and subsectoral management" for natural resources and ecological environment. Land management is the responsibility of the Ministry of Economic Development, energy management is the responsibility of the Ministry of Energy, and other resources, such as mineral resources, water resources and forestry resources, Most of the functions of marine resources management and ecological environment protection are concentrated in a department of the Ministry of Natural Resources and Ecology. In terms of regulatory agencies, Russia has established a trinity of power enforcement systems composed of federal ministries, federal agencies and federal agencies; in the property rights system, Russia has designed state, local and private ownership of natural resources. There are four other forms of ownership. " The Ministry of Natural Resources and Ecology has fully implemented the system of lists of powers, and has implemented integrated management of natural resources and ecological environment in the Russian Federation in accordance with the laws, regulations and regulations of the State. China and Russia are in the process of transformation and development, the management system of natural resources of the two countries have both commonness and particularity. These transition experiences of Russia have enlightenment and reference significance to the relevant reform of our country.
