煤礦區(qū)國(guó)土資源利用規(guī)劃協(xié)調(diào)度評(píng)價(jià)研究

【摘要】:近年來,我國(guó)國(guó)土資源供需與分配矛盾有愈演愈烈之勢(shì),耕地保護(hù)與城市建設(shè)、土地供給與經(jīng)濟(jì)增長(zhǎng)、糧食安全與工業(yè)發(fā)展等問題逐漸突出。而在管理上,專項(xiàng)規(guī)劃間存在嚴(yán)重的各自為政現(xiàn)象,給上述問題的解決設(shè)置了層層障礙。為突破限制瓶頸,協(xié)調(diào)規(guī)劃成為解決這些矛盾的一個(gè)有效手段,而協(xié)調(diào)度評(píng)價(jià)是分析專項(xiàng)規(guī)劃間差異程度,確定綜合發(fā)展目標(biāo),,建立協(xié)調(diào)規(guī)劃體系的重要環(huán)節(jié)。 煤礦區(qū)協(xié)調(diào)利用是一個(gè)相對(duì)復(fù)雜的空間復(fù)合問題,同一時(shí)空范圍內(nèi)的相互影響導(dǎo)致土地、礦產(chǎn)、空間資源不可能均被完全利用,只能實(shí)現(xiàn)綜合效益的最大化,可持續(xù)發(fā)展要求在各自的專項(xiàng)規(guī)劃中做到相互協(xié)調(diào)、相互配合、共同作用,利用科學(xué)規(guī)劃引導(dǎo)其節(jié)約集約利用。煤礦區(qū)國(guó)土空間利用規(guī)劃協(xié)調(diào)技術(shù)是基于上述情況,在建設(shè)社會(huì)主義和諧社會(huì)的背景下,力求通過“土地利用總體規(guī)劃”、“城市總體規(guī)劃”和“礦區(qū)總體規(guī)劃”三規(guī)協(xié)調(diào)配合,減少矛盾與沖突,保障發(fā)展,促進(jìn)資源協(xié)調(diào)可持續(xù)利用。通過建立協(xié)調(diào)規(guī)劃框架體系用以整合各種資源,促進(jìn)規(guī)劃之間的順承與銜接。本文主要分析三規(guī)間不協(xié)調(diào)主要原因,并初步提出規(guī)劃協(xié)調(diào)度評(píng)價(jià)框架,嘗試對(duì)沛縣國(guó)土資源利用規(guī)劃協(xié)調(diào)程度進(jìn)行評(píng)價(jià),并針對(duì)沛縣主要煤礦區(qū)域——大屯礦區(qū)進(jìn)行優(yōu)化分析。 首先,明晰煤礦區(qū)國(guó)土空間管理的主要規(guī)劃,通過分析主要規(guī)劃的概念定義和發(fā)展歷程,找出現(xiàn)階段空間協(xié)調(diào)利用規(guī)劃在編制與執(zhí)行過程中的矛盾點(diǎn),初步提出相應(yīng)的優(yōu)化思想。其次,針對(duì)沛縣最新一輪的土地利用總體規(guī)劃、城鎮(zhèn)規(guī)劃、礦產(chǎn)資源規(guī)劃,從規(guī)劃編制、規(guī)劃管控、規(guī)劃外部性、規(guī)劃效果等四個(gè)方面依托中部平原高潛水位區(qū)區(qū)域特征進(jìn)行擴(kuò)展,利用層次分析法確定已選取指標(biāo)的權(quán)值,計(jì)算規(guī)劃綜合分值以及評(píng)價(jià)協(xié)調(diào)發(fā)展程度。 通過協(xié)調(diào)度模型計(jì)算沛縣空間規(guī)劃自2004~2012年的協(xié)調(diào)發(fā)展程度,分析計(jì)算結(jié)果得出三規(guī)劃的主要沖突與矛盾年份,尋求煤礦區(qū)國(guó)土資源協(xié)調(diào)利用規(guī)劃優(yōu)化的切入點(diǎn)。評(píng)價(jià)結(jié)果顯示在2004年至2012年的評(píng)價(jià)區(qū)間年份內(nèi),初期規(guī)劃協(xié)調(diào)程度較低,三規(guī)總體協(xié)調(diào)程度、土規(guī)和城規(guī)、城規(guī)和礦規(guī)處于失調(diào)狀態(tài)。在2006-2008年間,各協(xié)調(diào)評(píng)價(jià)單元依次達(dá)到勉強(qiáng)協(xié)調(diào)水平,至2010年之后各協(xié)調(diào)程度達(dá)到中度協(xié)調(diào)狀態(tài)。土規(guī)和礦規(guī)一直處于勉強(qiáng)協(xié)調(diào)水平之上,包含城規(guī)的協(xié)調(diào)度評(píng)價(jià)結(jié)果差異較大,究其原因是城鎮(zhèn)規(guī)劃的綜合分值變化幅度大,從2004年至2012年間增長(zhǎng)近8倍,同期內(nèi)土規(guī)和礦規(guī)只增長(zhǎng)了不足2倍。城鎮(zhèn)規(guī)劃的綜合分值與其余兩規(guī)劃的發(fā)展不同步是造成規(guī)劃協(xié)調(diào)度較低的原因,而城鎮(zhèn)規(guī)劃綜合分值在評(píng)價(jià)初期較低的原因則是在最近十年間存在規(guī)劃編制基期不一致,進(jìn)而導(dǎo)致規(guī)劃的主要依據(jù)、規(guī)劃目標(biāo)、規(guī)劃時(shí)限等幾個(gè)問題均無法統(tǒng)一。同時(shí),規(guī)劃評(píng)價(jià)初期多數(shù)社會(huì)經(jīng)濟(jì)與城鎮(zhèn)建設(shè)指標(biāo)處于較差狀態(tài),標(biāo)準(zhǔn)化后指標(biāo)值接近于0,后期增長(zhǎng)迅速實(shí)現(xiàn)反超。 最后在沛縣煤礦主要區(qū)域—大屯礦區(qū)建立以《主體功能區(qū)規(guī)劃》為依托,構(gòu)建三規(guī)相協(xié)調(diào)的煤礦區(qū)國(guó)土資源協(xié)調(diào)利用空間規(guī)劃框架,并對(duì)最新一輪的土地規(guī)劃、城鎮(zhèn)規(guī)劃、礦產(chǎn)資源規(guī)劃提出修改意見以及發(fā)展建議。
[Abstract]:In recent years, the contradiction between supply, demand and distribution of land and resources in China has become more and more serious. The problems of cultivated land protection and urban construction, land supply and economic growth, food security and industrial development have gradually become prominent. Coordination planning is an effective means to solve these contradictions, and the evaluation of coordination degree is an important link to analyze the degree of difference between special planning, determine the comprehensive development goals and establish a coordinated planning system.
Coordination and utilization of coal mining area is a relatively complex spatial composite problem. The mutual influence in the same space-time range leads to the fact that land, mineral resources and space resources can not be fully utilized, and only the maximization of comprehensive benefits can be achieved. Sustainable development requires mutual coordination, coordination, joint action and utilization of Science in their respective special planning. Under the background of building a harmonious socialist society, the coordination technology of land and space utilization planning in coal mining areas is based on the above situation, and strives to reduce contradictions and conflicts and ensure development by coordinating and coordinating the three plans of "overall land use planning", "overall urban planning" and "overall mining area planning". To promote the coordinated and sustainable utilization of resources, a coordinated planning framework system is established to integrate various resources and promote the succession and cohesion of planning. This paper mainly analyzes the main reasons for the inconsistency among the three regulations, and preliminarily puts forward the evaluation framework of planning coordination degree, and tries to evaluate the coordination degree of land and resources utilization planning in Peixian County. Firstly, the main planning of land and space management in coal mining area is clarified, and the contradiction points in the process of compiling and executing the space coordinated utilization planning are found out by analyzing the concept definition and development process of the main planning. Then, the corresponding optimization ideas are put forward. Secondly, the latest round of land use master planning, town planning, and mining in Peixian County are discussed. The planning of production and resources relies on the regional characteristics of the high phreatic water level area in the central plain from four aspects of planning compilation, planning management and control, planning externality and planning effect. The weights of selected indicators are determined by the analytic hierarchy process (AHP), and the comprehensive score of the planning is calculated and the degree of coordinated development is evaluated.
The coordinated development degree of Peixian spatial planning from 2004 to 2012 was calculated by the coordination degree model, and the main conflict and contradiction years of the three plans were obtained by analyzing the calculation results. The cut-in point of planning optimization for coordinated utilization of land and resources in coal mining areas was sought. The evaluation results showed that the coordination degree of initial planning was within the evaluation interval years from 2004 to 2012. In 2006-2008, the coordination evaluation units reached a barely coordinated level in turn, and after 2010, the coordination degree reached a moderate coordinated state. The soil regulations and mining regulations have been at a barely coordinated level, including the coordination evaluation results of the urban regulations. The reason for the difference is that the comprehensive score of urban planning has changed greatly, increasing nearly eight times from 2004 to 2012, and the soil and mining regulations have only increased less than two times in the same period. The reason for the lower period is that the base period of planning is not consistent in the last ten years, which leads to the main basis of planning, planning objectives, planning time limits and other issues can not be unified.
