【摘要】：物流園區(qū)作為物流產(chǎn)業(yè)的集聚地及物流網(wǎng)絡(luò)中的重要節(jié)點，目前已經(jīng)成為各地政府規(guī)劃、企業(yè)投資以及學術(shù)界研究所關(guān)注的熱點問題。湘贛物流園區(qū)位于湖南省茶陵縣經(jīng)濟開發(fā)區(qū)，秉承交通區(qū)位、政策傾斜等優(yōu)勢，對于促進湘贛邊境區(qū)縣的商貿(mào)流通、完善長株潭城市群的物流網(wǎng)絡(luò)均有著重要作用，，并能給當?shù)禺a(chǎn)業(yè)升級以及經(jīng)濟轉(zhuǎn)型注入強勁的動力。 本論文著眼于實戰(zhàn)，受政府委托對湘贛物流園區(qū)項目進行發(fā)展規(guī)劃研究。在考察國內(nèi)外物流園區(qū)發(fā)展以及研究現(xiàn)狀的基礎(chǔ)之上，本論文對湘贛物流園區(qū)的選址、布局、功能定位等方面的發(fā)展規(guī)劃相關(guān)問題進行了深入探討。 首先，論文運用SWOT分析法對湘贛物流園區(qū)項目建設(shè)的優(yōu)勢、劣勢、機會、威脅進行了分析，主要對茶陵縣及其周邊地區(qū)社會經(jīng)濟發(fā)展狀況、政策支持環(huán)境、物流業(yè)發(fā)展及競爭等情況進行了全面調(diào)查走訪；在此基礎(chǔ)之上，結(jié)合茶陵縣歷年的貨運量數(shù)據(jù)，運用GM(1，1)模型對茶陵縣未來10年的物流需求量進行了預測，并對其需求狀況進行了分類。 其次,結(jié)合當?shù)卣畬υ擁椖康目傮w建設(shè)目標，先對項目選址進行評價，再著力從湘贛物流園區(qū)功能定位、功能區(qū)域劃分及空間布局等方面進行分析和規(guī)劃。在此基礎(chǔ)之上，對項目的建設(shè)進度進行了合理的安排。 最后，論文分析了湘贛物流園區(qū)的運作模式、投融資模式以及盈利模式，并提出相應(yīng)的運營管理建議。
[Abstract]:As an important node of logistics industry and logistics network, logistics park has become a hot issue of government planning, enterprise investment and academic research. Xiangganan Logistics Park is located in the Economic Development Zone of Chaling County, Hunan Province. With the advantages of transportation location and policy inclination, it plays an important role in promoting the circulation of commerce and commerce in the border counties of Hunan and Jiangxi, and in perfecting the logistics network of the Chang-Zhuzhou-Xiangtan urban agglomeration. And can give local industry upgrading and economic transformation into a strong impetus. This paper focuses on actual combat and is commissioned by the government to study the development planning of Hunan-Jiangxi logistics park project. On the basis of investigating the development of logistics parks at home and abroad and the present research situation, this paper makes a thorough discussion on the development planning of Xianggan logistics parks in terms of location, layout, function orientation and so on. First of all, the paper analyzes the advantages, disadvantages, opportunities and threats of the logistics park construction in Hunan and Jiangxi by SWOT analysis, mainly on the social and economic development situation and policy support environment in Chaling County and its surrounding areas. The development and competition of logistics industry were investigated and visited in an all-round way, on the basis of which, the logistics demand in the next 10 years in Chaling County was forecasted by using GM (1 / 1) model, combined with the freight volume data of Chaling County in the past years. And its demand status is classified. Secondly, combined with the overall construction objectives of the local government, the project location is evaluated first, and then the analysis and planning are made from the functional positioning, functional area division and spatial layout of the logistics park in Hunan and Jiangxi. On this basis, the construction progress of the project has been reasonable arrangements. Finally, the paper analyzes the operation mode, investment and financing mode and profit mode of Hunan and Jiangxi logistics park, and puts forward corresponding operation management suggestions.
