【摘要】：新型城鎮(zhèn)化的基本特征是城市與鄉(xiāng)村統(tǒng)籌一體,產(chǎn)業(yè)與城市互促,注重生態(tài)集約,節(jié)約低碳,和諧發(fā)展的城鎮(zhèn)化,是大中小城市、小城鎮(zhèn)及村居同步發(fā)展,協(xié)調(diào)共進(jìn)的城鎮(zhèn)化。城鎮(zhèn)化是我國現(xiàn)代化建設(shè)的歷史任務(wù),而黨的十八召開后是我國城鎮(zhèn)化加快發(fā)展和全面建成小康社會(huì)的一個(gè)關(guān)鍵時(shí)期。發(fā)揮小城鎮(zhèn)在城鎮(zhèn)化和縮小城鄉(xiāng)貧富差距、統(tǒng)籌城鄉(xiāng)協(xié)調(diào)發(fā)展中的重要作用,迫切需要關(guān)注和研究現(xiàn)階段小城鎮(zhèn)綜合改革建設(shè)與發(fā)展。水頭鎮(zhèn)作為福建省首批21個(gè)小城鎮(zhèn)綜合改革試點(diǎn)鎮(zhèn)之一,它是廈漳泉大都市區(qū)泉廈對接的橋頭堡,海西城市群沿海城鎮(zhèn)密集帶上的一鎮(zhèn),加快水頭小城鎮(zhèn)綜合改革建設(shè)對泉州市乃至海峽西岸經(jīng)濟(jì)區(qū)小城鎮(zhèn)建設(shè)具有重要的引領(lǐng)示范作用。 本文擬通過分析水頭小城鎮(zhèn)綜合改革建設(shè)的狀況,深入探討水頭小城鎮(zhèn)綜合改革建設(shè)的成效、存在弊端及影響因素,從長遠(yuǎn)角度有針對性提出對策性建議,全文共分六個(gè)部分。第一部分由選題的目的意義、研究內(nèi)容及方案設(shè)計(jì)、國內(nèi)外研究動(dòng)態(tài)構(gòu)成,是文章的緒論部分。第二部分為理論基礎(chǔ),重點(diǎn)闡述國內(nèi)外關(guān)于小城鎮(zhèn)發(fā)展的理論以及福建省小城鎮(zhèn)綜合改革試點(diǎn)的界定。第三部分著重分析水頭鎮(zhèn)小城鎮(zhèn)綜合改革建設(shè)的現(xiàn)狀。通過對水頭小城鎮(zhèn)綜合改革建設(shè)的發(fā)展基礎(chǔ)進(jìn)行分析和水頭小城鎮(zhèn)綜合改革建設(shè)問卷調(diào)查結(jié)果分析,探索水頭鎮(zhèn)小城鎮(zhèn)綜合改革建設(shè)存在的問題和原因。第四部分,新型城鎮(zhèn)化背景下水頭小城鎮(zhèn)綜合改革建設(shè)的目標(biāo)思路及對策研究,在確定新型城鎮(zhèn)化背景下水頭小城鎮(zhèn)綜合改革建設(shè)目標(biāo)及思路基礎(chǔ)上,提出相應(yīng)的新型城鎮(zhèn)化背景下水頭小城鎮(zhèn)綜合改革建設(shè)的對策。第五部分,為保障新型城鎮(zhèn)化背景下水頭小城鎮(zhèn)綜合改革建設(shè)對策的有效性,論文還從財(cái)稅政策保障、土地政策保障、戶籍政策保障、建設(shè)資金投入保障、社會(huì)保障制度保障、生態(tài)支撐保障等六個(gè)方面對新型城鎮(zhèn)化背景下水頭小城鎮(zhèn)綜合改革建設(shè)的保障措施進(jìn)行研究。第六部分為結(jié)論。
[Abstract]:The basic characteristic of new urbanization is the integration of city and village, the promotion of industry and city, the attention to ecological intensive, low carbon saving, harmonious development of urbanization, is a large, medium and small cities, small towns and villages, the coordinated development of urbanization. Urbanization is the historical task of our country's modernization construction, and after the 18th session of the Party, it is a key period for China's urbanization to speed up the development and build a well-off society in an all-round way. Giving play to the important role of small towns in urbanization, narrowing the gap between rich and poor in urban and rural areas, and coordinating the development of urban and rural areas, it is urgent to pay attention to and study the construction and development of comprehensive reform and development of small towns at this stage. Shuitou Town is one of the first 21 pilot towns in Fujian Province for comprehensive reform of small towns. It is a bridgehead for the docking of Quan Xia in Xiazhang Spring Metropolitan area and a town in the dense belt of coastal towns in the Hercynian urban agglomeration. Speeding up the comprehensive reform and construction of small towns in Shuitou plays an important role in guiding and demonstrating the construction of small towns in Quanzhou and even in the economic zone of the west coast of the Straits. By analyzing the situation of comprehensive reform and construction of small towns in Shuitou, this paper probes into the effectiveness, drawbacks and influencing factors of comprehensive reform and construction of small towns in Shuitou, and puts forward countermeasures from a long-term point of view. The full text is divided into six parts. The first part is the introduction of the article, which is composed of the purpose and significance of the topic, the research content and the scheme design, and the domestic and foreign research trends. The second part is the theoretical basis, focusing on the domestic and foreign small town development theory and Fujian Province small town comprehensive reform of the definition of the pilot. The third part focuses on the analysis of the status quo of comprehensive reform and construction of small towns in Shuitou Town. Based on the analysis of the development basis of the comprehensive reform and construction of the small town in Shuitou and the result of the questionnaire survey on the comprehensive reform and construction of the small town in Shuitou, the problems and causes of the comprehensive reform and construction of the small town in the town of Shuitou are explored. The fourth part, under the background of new urbanization, the research on the goal and countermeasures of the comprehensive reform and construction of small towns in Shuitou, on the basis of determining the objectives and ideas of the comprehensive reform and construction of small towns in Shuitou under the background of new urbanization. The corresponding countermeasures of comprehensive reform and construction of small towns in Shuitou under the background of new urbanization are put forward. The fifth part, in order to ensure the effectiveness of the comprehensive reform and construction of small towns under the background of new urbanization, the paper also from the financial and tax policy security, land policy security, household registration policy security, construction funds investment protection, social security system security. Ecological support and other six aspects of the new urbanization under the background of small towns in Shuitou comprehensive reform and construction of security measures are studied. The sixth part is the conclusion.
