【摘要】：城市的發(fā)展和城鎮(zhèn)化水平的提高是人類社會進步的重要標(biāo)志。而加快寧夏城鎮(zhèn)化建設(shè)步伐是實現(xiàn)寧夏經(jīng)濟社會全面發(fā)展的重要途徑,同時也是寧夏實現(xiàn)全面建成小康社會的必然選擇。2012年,寧夏城鎮(zhèn)化率達到50.7%,根據(jù)國際經(jīng)驗,當(dāng)一個國家或地區(qū)的城鎮(zhèn)化水平達到50%-70%這一階段時,將面臨進入高等收入國家還是陷入中等收入陷阱的歷史拐點。這一問題引起筆者的思考。 本研究以此為出發(fā)點,著眼于寧夏經(jīng)濟社會發(fā)展現(xiàn)實,在綜合分析的基礎(chǔ)上,結(jié)合社會學(xué)、經(jīng)濟學(xué)、歷史學(xué)以及地理學(xué)等學(xué)科的相關(guān)知識,對當(dāng)前寧夏城鎮(zhèn)化發(fā)展的現(xiàn)實情況作了較為全面、系統(tǒng)的分析,并對造成這一情況的制約因素進行總結(jié)和歸納。認(rèn)為目前寧夏的城鎮(zhèn)化水平并不高,城鎮(zhèn)化發(fā)展?fàn)顩r整體良好但部分環(huán)節(jié)問題突出,而導(dǎo)致這一問題出現(xiàn)的因素涉及地理環(huán)境方面、勞動力轉(zhuǎn)移成本方面、制度政策方面和思想觀念方面。因此,加快寧夏城鎮(zhèn)化建設(shè)必要而現(xiàn)實。 通過分析,總結(jié)出世界各個國家和地區(qū)在城鎮(zhèn)化進程中的經(jīng)驗和教訓(xùn),提出了寧夏城鎮(zhèn)化發(fā)展可供選擇的幾種不同路徑,包括區(qū)域經(jīng)濟發(fā)展型的,制度創(chuàng)新促進型的,發(fā)展小城鎮(zhèn)型的和走生態(tài)文明型的。同時,在這一研究的基礎(chǔ)上引發(fā)筆者對寧夏走“以人為本城鎮(zhèn)化”道路的新思考。
[Abstract]:The development of the city and the improvement of the urbanization level are the important symbols of the progress of human society. Speeding up the pace of urbanization in Ningxia is an important way to realize the overall economic and social development of Ningxia, and it is also an inevitable choice for Ningxia to build a well-off society in an all-round way. In 2012, the urbanization rate of Ningxia reached 50.7, according to international experience, When the urbanization level of a country or region reaches 50% to 70%, it will face the historical inflection point of entering the higher income country or falling into the middle income trap. This question causes the author's thinking. This study takes this as a starting point, focuses on the reality of Ningxia's economic and social development, and combines the relevant knowledge of sociology, economics, history and geography on the basis of comprehensive analysis. This paper makes a comprehensive and systematic analysis of the actual situation of the urbanization development in Ningxia at present, and summarizes and sums up the restrictive factors that cause this situation. It is considered that the urbanization level in Ningxia is not high at present, the overall development of urbanization is good, but some problems are prominent, and the factors leading to this problem are geographical environment and labor transfer cost. Institutional policy and ideology. Therefore, it is necessary and realistic to speed up the construction of urbanization in Ningxia. Through analysis, this paper summarizes the experiences and lessons of various countries and regions in the process of urbanization in the world, and puts forward several different paths for the development of urbanization in Ningxia, including regional economic development, institutional innovation and promotion. Develop small town type and walk ecological civilization type. At the same time, on the basis of this research, the author thinks about the road of "people-oriented urbanization" in Ningxia.
