【摘要】：當(dāng)前,我國(guó)正處于一個(gè)城鎮(zhèn)化水平迅速提高的時(shí)期,全國(guó)各地城鎮(zhèn)通過改革,使自身經(jīng)濟(jì)實(shí)力快速提高,但是期間也出現(xiàn)了很多新問題和矛盾,迫切需要政府采取一系列的措施,對(duì)其進(jìn)行綜合調(diào)控。在新階段,兵團(tuán)為了實(shí)現(xiàn)跨越式發(fā)展,提出了新型城鎮(zhèn)化、新型工業(yè)化和農(nóng)業(yè)現(xiàn)代化發(fā)展戰(zhàn)略。要想實(shí)現(xiàn)新型城鎮(zhèn)化、新型工業(yè)化和農(nóng)業(yè)現(xiàn)代化,必須積極的改革和完善兵團(tuán)管理制度,充分發(fā)揮市場(chǎng)在整個(gè)資源配置中的決定性作用。從一些發(fā)達(dá)國(guó)家的實(shí)踐經(jīng)驗(yàn)來看,城市化的過程就是城鎮(zhèn)連續(xù)優(yōu)化經(jīng)濟(jì)結(jié)構(gòu)和改革社會(huì)制度的過程。本文以兵團(tuán)第十二師五一新鎮(zhèn)為例,對(duì)該鎮(zhèn)城鎮(zhèn)規(guī)劃實(shí)施情況進(jìn)行評(píng)價(jià),既是對(duì)城鎮(zhèn)規(guī)劃理論的實(shí)踐和補(bǔ)充,又可以達(dá)到對(duì)實(shí)際工作引導(dǎo)的作用。城鎮(zhèn)規(guī)劃有效實(shí)施對(duì)五一農(nóng)場(chǎng)“三化”的推進(jìn),對(duì)十二師乃至整個(gè)兵團(tuán)社會(huì)經(jīng)濟(jì)全面協(xié)調(diào)發(fā)展具有非常重要的現(xiàn)實(shí)意義。本論文從城鎮(zhèn)規(guī)劃理論內(nèi)涵和規(guī)劃實(shí)施保障體系出發(fā),在充分借鑒國(guó)內(nèi)外城鎮(zhèn)規(guī)劃實(shí)施經(jīng)驗(yàn)的基礎(chǔ)上,從城鎮(zhèn)發(fā)展模式、空間形態(tài)布局與規(guī)劃等方面著手,對(duì)五一新鎮(zhèn)城鎮(zhèn)規(guī)劃制定歷史背景、城鎮(zhèn)發(fā)展概況、城鎮(zhèn)規(guī)劃實(shí)施情況等方面進(jìn)行分析。五一新鎮(zhèn)城鎮(zhèn)規(guī)劃實(shí)施中存在各類規(guī)劃功能交叉界限模糊、人口城鎮(zhèn)化相對(duì)滯后、空間布局矛盾突出、征地補(bǔ)償比較困難、經(jīng)濟(jì)利益矛盾突出、規(guī)劃調(diào)整頻繁等問題。其次,論文在對(duì)五一新鎮(zhèn)城鎮(zhèn)規(guī)劃實(shí)施情況進(jìn)行深入分析的基礎(chǔ)上,從行政、制度、經(jīng)濟(jì)、管理四方面探討影響城鎮(zhèn)規(guī)劃實(shí)施的制約因素。最后,針對(duì)五一新鎮(zhèn)城鎮(zhèn)規(guī)劃發(fā)展現(xiàn)狀與規(guī)劃實(shí)施存在的問題,構(gòu)建了包括法律、制度保障體系、組織保障體系、經(jīng)濟(jì)保障體系、人才保障體系、社會(huì)保障體系在內(nèi)的五個(gè)方面的城鎮(zhèn)規(guī)劃實(shí)施保障體系。
[Abstract]:At present, our country is in a period of rapid increase in the level of urbanization. Cities and towns throughout the country have made their own economic strength increase rapidly through reform. However, many new problems and contradictions have also emerged during this period. It is urgent for the government to take a series of measures to carry out comprehensive regulation and control. In the new stage, in order to realize the leapfrog development, the new urbanization, new industrialization and agricultural modernization development strategy were put forward. In order to realize new urbanization, new industrialization and agricultural modernization, we must actively reform and perfect the management system of the Corps and give full play to the decisive role of the market in the whole allocation of resources. From the practical experience of some developed countries, the process of urbanization is the process of continuously optimizing the economic structure and reforming the social system of cities and towns. Taking the new town of May 1 in the 12th Division of the Corps as an example, this paper evaluates the implementation of the town planning in this town, which is not only the practice and supplement of the theory of town planning, but also the function of guiding the actual work. It is of great practical significance for the 12th Division and even the whole Corps to coordinate the social and economic development of the 12th Division and even the whole Corps. Based on the connotation of urban planning theory and the guarantee system of urban planning implementation, based on the full reference of domestic and foreign urban planning implementation experience, this paper sets about from the aspects of urban development model, spatial form layout and planning, etc. This paper analyzes the historical background, the general situation of urban development, the implementation of urban planning and so on. In the implementation of the planning of May 1st New Town, there are some problems, such as the ambiguity of all kinds of planning functions, the relative lag of population urbanization, the prominent contradiction of space layout, the difficulty of land requisition and compensation, the prominent contradiction of economic interests, the frequent adjustment of planning, and so on. Secondly, based on the in-depth analysis of the implementation of the planning of May 1st New Town, the paper discusses the restrictive factors that affect the implementation of urban planning from four aspects: administration, system, economy and management. Finally, in view of the existing problems in the development and implementation of the planning of May 1 New Town, this paper constructs a system of law, institutional security, organizational security, economic security, and talent security. Social security system, including the implementation of five aspects of urban planning security system.
