【摘要】：近幾年來(lái),食品安全問(wèn)題受到社會(huì)上的廣泛關(guān)注,不僅因?yàn)槭称钒踩P(guān)乎人民群眾的身體健康和生命安全,還關(guān)系著社會(huì)秩序的穩(wěn)定和國(guó)家的長(zhǎng)治久安,關(guān)系著黨執(zhí)政基礎(chǔ)的穩(wěn)固。隨著社會(huì)經(jīng)濟(jì)的不斷發(fā)展發(fā)展,人民的生活水平和質(zhì)量也不斷提高,人們對(duì)食品的要求也隨之提高,不再僅僅局限于解決溫飽,而是越來(lái)越注重食品的質(zhì)量。但是,在目前我國(guó)的市場(chǎng)經(jīng)濟(jì)體制下,還沒(méi)有一套完善的食品安全標(biāo)準(zhǔn),無(wú)法按統(tǒng)一的標(biāo)準(zhǔn)對(duì)不同地區(qū)、不同領(lǐng)域的食品進(jìn)行界定和檢查,再加上現(xiàn)在很多食品行業(yè)的整體素質(zhì)不高,對(duì)食品安全問(wèn)題不夠重視,缺乏自律意識(shí),導(dǎo)致食品安全事件頻發(fā)。當(dāng)前,食品安全問(wèn)題已經(jīng)引發(fā)了社會(huì)的廣泛關(guān)注,成為重要的民生熱點(diǎn)之一,頻發(fā)的食品安全問(wèn)題能否及時(shí)順利得到解決,考驗(yàn)著黨的執(zhí)政能力和政府的管理水平,政府部門(mén)一定要高度重視。本篇論文共分為四大章節(jié),第一章：緒論。該部分簡(jiǎn)要介紹了文章的選題背景和研究意義,概述了國(guó)內(nèi)外相關(guān)的研究現(xiàn)狀與趨勢(shì),確定了本文的研究思路和方法,提出了本文的創(chuàng)新之處。第二章：食品安全監(jiān)管的基礎(chǔ)理論。對(duì)食品安全、食品安全監(jiān)管兩種概念進(jìn)行了詳細(xì)的解釋和界定,強(qiáng)調(diào)實(shí)行食品安全監(jiān)管有利于提高政府的能力與水平,有利于穩(wěn)定社會(huì)秩序,有利于提高國(guó)家的整體競(jìng)爭(zhēng)力。第三章：深圳市食品安全監(jiān)管存在的問(wèn)題及原因。先對(duì)深圳市食品安全監(jiān)管現(xiàn)狀進(jìn)行了剖析,指出其食品安全監(jiān)管的一系列重要舉措,以及其中存在的問(wèn)題,并從地方規(guī)章、監(jiān)管職能體系、食品安全標(biāo)準(zhǔn)體系、食品安全監(jiān)管理念等方面分析原因。第四章：加強(qiáng)深圳市食品安全監(jiān)管制度的對(duì)策。在借鑒國(guó)外發(fā)達(dá)國(guó)家食品安全監(jiān)管經(jīng)驗(yàn)的基礎(chǔ)上,提出完善深圳市食品安全監(jiān)管的對(duì)策。本文主要從行政學(xué)的角度對(duì)食品安全監(jiān)管進(jìn)行研究,在研究視角和學(xué)科基礎(chǔ)上有所創(chuàng)新。根據(jù)本人對(duì)目前國(guó)內(nèi)外研究成果的梳理,發(fā)現(xiàn)學(xué)者們基本上是從經(jīng)濟(jì)學(xué)、社會(huì)學(xué)和管理學(xué)的視角,對(duì)食品安全發(fā)生的原因、監(jiān)管機(jī)制和體系建設(shè)、解決的對(duì)策進(jìn)行分析,同時(shí),也運(yùn)用比較分析法,對(duì)中外食品安全監(jiān)管制度進(jìn)行了比較,總結(jié)出影響食品安全的主要因素。目前,還沒(méi)有發(fā)現(xiàn)更多的從行政學(xué)的角度進(jìn)行研究的,有些涉及行政學(xué)的研究,但研究的并不深入、全面,也只是在文中個(gè)別段落中略微提及,從行政學(xué)視角對(duì)食品安全監(jiān)管的研究還有待深入。
[Abstract]:In recent years, the issue of food safety has received widespread attention in society, not only because food safety is related to the health and safety of the people, but also to the stability of social order and the long-term stability of the country. It is related to the stability of the Party's ruling foundation. With the development of social economy, people's living standard and quality have been improved, and people's demand for food has been raised, not only to solve the problem of food and clothing, but also to pay more and more attention to the quality of food. However, under the current market economy system in our country, there is still no perfect food safety standard, and it is impossible to define and inspect different regions and different fields of food according to the unified standards. In addition, many food industry quality is not high, food safety issues are not enough attention, lack of awareness of self-discipline, leading to frequent food safety incidents. At present, the food safety problem has aroused the widespread concern of the society and has become one of the important livelihood hotspots. Whether the frequent food safety problems can be solved in a timely and smooth manner is testing the ruling ability of the Party and the management level of the government. Government departments must attach great importance to it. This paper is divided into four chapters, the first chapter: introduction. This part briefly introduces the background and significance of this paper, summarizes the current situation and trend of research at home and abroad, determines the research ideas and methods of this paper, and puts forward the innovation of this paper. Chapter two: the basic theory of food safety supervision. The two concepts of food safety and food safety supervision are explained and defined in detail. It is emphasized that the implementation of food safety supervision is conducive to improving the ability and level of the government, stabilizing the social order and improving the overall competitiveness of the country. Chapter three: the problems and causes of food safety supervision in Shenzhen. This paper first analyzes the current situation of food safety supervision in Shenzhen, points out a series of important measures and problems in food safety supervision, and points out the local regulations, regulatory function system, food safety standard system. Food safety supervision concept and other aspects of the analysis of the reasons. Chapter four: the countermeasures to strengthen the food safety supervision system in Shenzhen. Based on the experience of food safety supervision in developed countries, the countermeasures to improve food safety supervision in Shenzhen are put forward. This paper mainly studies food safety supervision from the angle of administration, and innovates on the basis of research angle and subject. According to my research results at home and abroad at present, it is found that the scholars basically analyze the causes of food safety, the construction of regulatory mechanism and system, and the countermeasures to solve it from the perspectives of economics, sociology and management. The comparative analysis method was also used to compare the food safety supervision system between China and foreign countries, and the main factors affecting food safety were summarized. At present, it has not been found that more studies have been carried out from the perspective of administrative science, some of which are related to administrative studies, but the research is not thorough and comprehensive, and it is only mentioned slightly in individual paragraphs of the text. The research on food safety supervision from the perspective of administration needs to be further studied.
