基于可持續(xù)發(fā)展的資源型城市政府轉(zhuǎn)型研究

【摘要】:資源型城市是我國(guó)城市經(jīng)濟(jì)、區(qū)域經(jīng)濟(jì)乃至整個(gè)國(guó)民經(jīng)濟(jì)的重要組成部分,這些城市的生產(chǎn)和發(fā)展與資源開(kāi)發(fā)有密切關(guān)系,大都以本地區(qū)礦產(chǎn)、森林等自然資源開(kāi)采和初加工為主導(dǎo)產(chǎn)業(yè),是國(guó)家經(jīng)濟(jì)建設(shè)所需自然資源和原材料的主要供應(yīng)基地。資源型城市在區(qū)域經(jīng)濟(jì)發(fā)展中起著不可忽視的作用,由于資源型城市的輻射與帶動(dòng),在很大程度上改善了我國(guó)區(qū)域經(jīng)濟(jì)格局,促進(jìn)了區(qū)域經(jīng)濟(jì)的協(xié)調(diào)發(fā)展。但是,由于自然資源的特性和城市建設(shè)發(fā)展的歷史背景,資源型城市在發(fā)展的過(guò)程中,積累了一些問(wèn)題和矛盾,比如:城市發(fā)展能力相對(duì)較弱、產(chǎn)業(yè)結(jié)構(gòu)相對(duì)單一、生態(tài)環(huán)境破壞嚴(yán)重、民生問(wèn)題十分突出等等,這些問(wèn)題和矛盾很大程度上制約了資源型城市自身的可持續(xù)發(fā)展。因此,如何實(shí)現(xiàn)我國(guó)資源型城市的可持續(xù)發(fā)展是今后乃至相當(dāng)長(zhǎng)的時(shí)期內(nèi)需要努力解決的重要課題。 資源型城市的可持續(xù)發(fā)展受經(jīng)濟(jì)、社會(huì)、環(huán)境、資源的現(xiàn)狀及未來(lái)變化趨勢(shì)等多種因素的影響,其復(fù)雜性決定了政府是推動(dòng)其可持續(xù)發(fā)展的主要力量。所以政府轉(zhuǎn)型是實(shí)現(xiàn)資源型城市可持續(xù)發(fā)展的必然要求,而政府作為決策者和國(guó)家利益代表者,又發(fā)揮著不可替代的主導(dǎo)作用。政府轉(zhuǎn)型的過(guò)程,本身就是政府轉(zhuǎn)變行政觀念,重新定位管理職能的過(guò)程?傮w而言,在可持續(xù)發(fā)展視角下,我國(guó)資源型城市政府轉(zhuǎn)型面臨著許多問(wèn)題:政府管理思想落后、管理方式高度行政化、管理職能缺位、管理能力不足,造成這些問(wèn)題的原因主要有:計(jì)劃經(jīng)濟(jì)體制的影響、資源型城市發(fā)展過(guò)程中形成的特征和不理性政績(jī)觀等。通過(guò)對(duì)一些資源型城市實(shí)現(xiàn)可持續(xù)發(fā)展過(guò)程中政府的轉(zhuǎn)型的經(jīng)驗(yàn)和教訓(xùn)進(jìn)行研究,并結(jié)合國(guó)內(nèi)外的理論研究和我國(guó)資源型城市政府轉(zhuǎn)型的現(xiàn)狀,對(duì)我國(guó)資源型城市政府轉(zhuǎn)型提出了相關(guān)建議。 資源型城市可持續(xù)發(fā)展涉及的領(lǐng)域、環(huán)節(jié)十分復(fù)雜,完成轉(zhuǎn)型要求政府全面履行自己的職能,充當(dāng)好責(zé)任政府、法治政府、服務(wù)政府、廉潔政府的角色,在借鑒一些成功經(jīng)驗(yàn)之后,結(jié)合可持續(xù)發(fā)展理論對(duì)資源型城市發(fā)展提出的愿景及資源型城市政府轉(zhuǎn)型的目標(biāo),概括其基本路徑包括:一是提升發(fā)展理念,建設(shè)綜合型管理政府,努力實(shí)現(xiàn)由“政府本位”向“公民本位”的理念轉(zhuǎn)變;二是強(qiáng)化政府職能,推動(dòng)綠色城市建設(shè),充分發(fā)揮政府職能作用,引導(dǎo)城市加快產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,注重生態(tài)環(huán)境保護(hù);三是健全和完善制度體系,建設(shè)服務(wù)政府,具體包括強(qiáng)化政務(wù)公開(kāi),打造陽(yáng)光政府,明確政府職能,建設(shè)責(zé)任政府,加強(qiáng)隊(duì)伍建設(shè),營(yíng)造服務(wù)政府等等;四是注重制度創(chuàng)新,遏制政府官員的利益沖突。對(duì)資源型城市制度創(chuàng)新而言,一個(gè)有效的制度安排一定要和當(dāng)?shù)氐闹贫拳h(huán)境相匹配,要勇于實(shí)踐,不斷總結(jié)。同時(shí),有效調(diào)整政府官員之間的利益沖突。
[Abstract]:Resource-based cities are an important part of our country's urban economy, regional economy and even the whole national economy. The production and development of these cities are closely related to the exploitation of resources. The exploitation and initial processing of natural resources, such as forest, is the main supply base of natural resources and raw materials for national economic construction. Resource-based cities play an important role in the development of regional economy. Because of the radiation and drive of resource-based cities, the pattern of regional economy in China has been improved to a great extent, and the coordinated development of regional economy has been promoted. However, due to the characteristics of natural resources and the historical background of urban construction and development, resource-based cities have accumulated some problems and contradictions in the process of development. For example, the ability of urban development is relatively weak, and the industrial structure is relatively unitary. The ecological environment is destroyed seriously, the livelihood problem is very prominent and so on. These problems and contradictions restrict the sustainable development of the resource-based city to a great extent. Therefore, how to realize the sustainable development of resource-based cities in China is an important issue to be solved in the future and even in a long period. The sustainable development of resource-based cities is influenced by many factors, such as economy, society, environment, the present situation of resources and the trend of change in the future. The complexity of these factors determines that the government is the main force to promote their sustainable development. Therefore, government transformation is an inevitable requirement for the sustainable development of resource-based cities, and the government, as a decision-maker and representative of national interests, plays an irreplaceable leading role. The process of government transformation is the process of government changing administrative concept and repositioning management function. In general, from the perspective of sustainable development, the transformation of resource-based city government in our country is facing many problems: the backward government management thought, the highly administrative management mode, the absence of management function and the insufficient management ability. The main causes of these problems are: the influence of planned economy system, the characteristics of the development of resource-based cities and irrational view of political achievement. By studying the experiences and lessons of government transformation in the process of realizing sustainable development in some resource-based cities, and combining the theoretical research at home and abroad and the current situation of government transformation in resource-based cities in China. Put forward the relevant suggestion to the government transformation of resource-based city in our country. The sustainable development of resource-based cities involves complex fields and links. To complete the transition requires the government to fully perform its own functions and to act as a responsible government, a government ruled by law, a service government and a clean government. After using some successful experiences for reference, combining the vision of sustainable development theory to the development of resource-based city and the goal of the transformation of resource-based city government, the basic ways are summarized as follows: first, to promote the concept of development, and to build a comprehensive management government. Second, strengthen the government function, promote the construction of green city, give full play to the function of the government, guide the city to speed up the adjustment of industrial structure, pay attention to the protection of ecological environment; Third, to improve and perfect the system and to build a service government, including strengthening the openness of government affairs, creating a sunny government, clarifying the functions of the government, building a responsible government, strengthening the building of a contingent, building a service government, and so on; fourth, paying attention to institutional innovation, etc. Contain the conflicts of interest of government officials. For the institutional innovation of resource-based cities, an effective institutional arrangement must match with the local institutional environment, be bold to practice, and continue to sum up. At the same time, effectively adjust the conflict of interest between government officials.
