【摘要】：近些年來,我們的國民經(jīng)濟(jì)、社會(huì)環(huán)境發(fā)展迅速,公共基礎(chǔ)設(shè)施或公共服務(wù)項(xiàng)目建設(shè)在推進(jìn)一個(gè)地區(qū)發(fā)展方面發(fā)揮的作用非常巨大。公私合營(PPP)融資模式在公共基礎(chǔ)設(shè)施領(lǐng)域引入社會(huì)私營資本,解決地方乃至國家在財(cái)政投資中的缺口上扮演著重要的角色,并已逐步在我國的公共基礎(chǔ)設(shè)施和公共服務(wù)項(xiàng)目建設(shè)領(lǐng)域得到廣泛的發(fā)展應(yīng)用。在公共基礎(chǔ)設(shè)施建設(shè)項(xiàng)目的初期,對(duì)項(xiàng)目運(yùn)作過程中可能存在的風(fēng)險(xiǎn)因素進(jìn)行科學(xué)識(shí)別分析,對(duì)其進(jìn)行全面、合理的評(píng)價(jià),進(jìn)而規(guī)劃出風(fēng)險(xiǎn)應(yīng)對(duì)措施,做好項(xiàng)目前期風(fēng)險(xiǎn)管理策劃,為項(xiàng)目運(yùn)作過程的順利運(yùn)行、最終實(shí)現(xiàn)項(xiàng)目目標(biāo)打下堅(jiān)實(shí)基礎(chǔ)。本文在全面風(fēng)險(xiǎn)管理理論的基礎(chǔ)上,通過理論綜述研究與實(shí)踐調(diào)研研究,定性分析和定量分析,識(shí)別出PPP項(xiàng)目運(yùn)作過程中的風(fēng)險(xiǎn)因素并建立風(fēng)險(xiǎn)綜合評(píng)價(jià)模型,以期為PPP項(xiàng)目前期風(fēng)險(xiǎn)管理策劃過程中風(fēng)險(xiǎn)識(shí)別與評(píng)價(jià)提供理論上的參考,使其更加的貼合項(xiàng)目實(shí)際,更好的為PPP項(xiàng)目服務(wù)。本文首先在對(duì)PPP模式發(fā)展實(shí)踐進(jìn)行梳理總結(jié)及相關(guān)理論文獻(xiàn)綜述的基礎(chǔ)上提出本文研究的PPP項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)問題。然后深刻剖析了公共基礎(chǔ)設(shè)施項(xiàng)目的特點(diǎn)、PPP模式的本質(zhì),在此基礎(chǔ)上分析了PPP模式應(yīng)用于公共基礎(chǔ)設(shè)施項(xiàng)目上的優(yōu)勢(shì)。然后在全面風(fēng)險(xiǎn)管理理論的指導(dǎo)下,界定了PPP項(xiàng)目風(fēng)險(xiǎn)定義,進(jìn)而通過理論與實(shí)踐調(diào)研的綜合方法識(shí)別出對(duì)我國公共基礎(chǔ)設(shè)施項(xiàng)目順利運(yùn)作有重要影響的風(fēng)險(xiǎn)因素清單。然后在系統(tǒng)分析各種風(fēng)險(xiǎn)評(píng)價(jià)方法的基礎(chǔ)上,根據(jù)PPP項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)原則,確定采用層次分析法和灰色系統(tǒng)評(píng)價(jià)法對(duì)PPP模式下公共基礎(chǔ)設(shè)施項(xiàng)目風(fēng)險(xiǎn)進(jìn)行評(píng)價(jià),構(gòu)建了PPP項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)模型。最后本文通過實(shí)踐案例,對(duì)本文所建立的模型進(jìn)行了實(shí)證分析,得到了項(xiàng)目風(fēng)險(xiǎn)因素的重要度排序,以及項(xiàng)目綜合風(fēng)險(xiǎn)等級(jí),從而為PPP項(xiàng)目決策及風(fēng)險(xiǎn)管理策劃提供參考。
[Abstract]:In recent years, our national economy and social environment have developed rapidly. The construction of public infrastructure or public service projects plays a very important role in promoting the development of a region. Public-private joint venture (PPP) financing model in the field of public infrastructure to introduce social and private capital, local and even the state in the financial investment gap plays an important role. And has gradually been widely used in the field of public infrastructure and public service projects in China. In the initial stage of public infrastructure construction project, the risk factors that may exist in the process of project operation are scientifically identified and analyzed, and the comprehensive and reasonable evaluation is carried out, and then the risk countermeasures are planned. Do a good job of project risk management planning, for the smooth operation of the project process, and ultimately to achieve the project objectives lay a solid foundation. Based on the theory of overall risk management, this paper identifies the risk factors in the process of PPP project operation and establishes a comprehensive risk evaluation model through theoretical review and practical research, qualitative analysis and quantitative analysis. In order to provide a theoretical reference for the risk identification and evaluation in the pre-risk management planning process of PPP project, make it more close to the project reality, better service for PPP project. Firstly, this paper puts forward the PPP project risk evaluation on the basis of combing and summarizing the development practice of PPP model and related theoretical literature. Then it deeply analyzes the characteristics of public infrastructure projects and the essence of PPP model, and then analyzes the advantages of PPP model applied to public infrastructure projects. Then, under the guidance of the comprehensive risk management theory, the PPP project risk definition is defined, and the list of risk factors which have important influence on the smooth operation of public infrastructure projects in China is identified by the comprehensive method of theoretical and practical investigation. Then, on the basis of systematic analysis of various risk assessment methods, according to the principles of PPP project risk evaluation, the AHP and grey system evaluation methods are adopted to evaluate the risk of public infrastructure projects under the PPP model. The risk evaluation model of PPP project is constructed. Finally, through practical cases, this paper makes an empirical analysis of the model established in this paper, and obtains the ranking of the importance of project risk factors, as well as the comprehensive risk level of the project, thus providing a reference for PPP project decision-making and risk management planning.
