我國(guó)保障性住房建設(shè)運(yùn)營(yíng)的系統(tǒng)性問(wèn)題研究

【摘要】:保障和改善民生,是建設(shè)中國(guó)特色社會(huì)主義的根本任務(wù),也是中國(guó)共產(chǎn)黨的性質(zhì)和宗旨的根本要求。中國(guó)共產(chǎn)黨人歷來(lái)重視改善民生,一直把解決民生問(wèn)題視為自己的使命。2012年黨的十八大報(bào)告指出“要把保障和改善民生放在更加突出的位置,確保人民安居樂(lè)業(yè)”。由此可見(jiàn),住房問(wèn)題不僅僅是經(jīng)濟(jì)問(wèn)題,更是影響社會(huì)穩(wěn)定的重要民生問(wèn)題。 1998年住房制度市場(chǎng)化改革以來(lái),特別是近年來(lái),我國(guó)大多數(shù)地方出現(xiàn)了房?jī)r(jià)過(guò)高、上漲過(guò)快現(xiàn)象,房?jī)r(jià)居民收入比連年攀升,房?jī)r(jià)問(wèn)題已成為社會(huì)廣泛關(guān)注的民生問(wèn)題。面對(duì)這種情況,,黨和政府高度重視,通過(guò)統(tǒng)籌協(xié)調(diào),促使房地產(chǎn)業(yè)健康發(fā)展,同時(shí)積極建設(shè)保障性住房,解決中低收入群體的住房需求,使城鄉(xiāng)居民“住有所居”、“安居樂(lè)業(yè)”。 “十二五”規(guī)劃明確提出,在十二五期間,我國(guó)將建設(shè)保障性住房3600萬(wàn)套,每年需要建設(shè)資金1.3萬(wàn)億元,力爭(zhēng)到2015年末,實(shí)現(xiàn)保障性住房覆蓋率達(dá)到20%。2014年3月16日中共中央、國(guó)務(wù)院發(fā)布的《國(guó)家新型城鎮(zhèn)化規(guī)劃(2014-2020)》提出要大力提升我國(guó)的城鎮(zhèn)化水平,到2020年實(shí)現(xiàn)常住人口城鎮(zhèn)化率達(dá)到60%左右,也就是說(shuō),要實(shí)現(xiàn)1億左右農(nóng)業(yè)轉(zhuǎn)移人口和其他常住人口在城鎮(zhèn)落戶(hù)。這就意味著在較長(zhǎng)的時(shí)間內(nèi),都要加快保障性住房的建設(shè),以滿(mǎn)足城鎮(zhèn)化快速發(fā)展的要求。 隨著保障性住房建設(shè)重要性的提高,國(guó)內(nèi)學(xué)者的相關(guān)研究也更加廣泛和深入。但筆者發(fā)現(xiàn),大部分的研究都集中在某個(gè)具體的領(lǐng)域,比如有學(xué)者關(guān)注公租房定價(jià)問(wèn)題,有學(xué)者關(guān)注公租房進(jìn)入退出機(jī)制問(wèn)題,有學(xué)者關(guān)注規(guī)劃選址問(wèn)題、土地問(wèn)題、融資問(wèn)題等。而對(duì)保障性住房建設(shè)運(yùn)營(yíng)的系統(tǒng)性問(wèn)題涉及較少。筆者認(rèn)為,在當(dāng)前保障性住房建設(shè)強(qiáng)力推進(jìn)的形勢(shì)下,應(yīng)加強(qiáng)對(duì)保障性住房建設(shè)運(yùn)營(yíng)的系統(tǒng)性問(wèn)題研究。 筆者通過(guò)研究國(guó)際上對(duì)保障性住房建設(shè)運(yùn)營(yíng)系統(tǒng)性的界定,同時(shí)結(jié)合我國(guó)保障性住住房建設(shè)運(yùn)營(yíng)現(xiàn)狀,得出了對(duì)我國(guó)保障性住房建設(shè)運(yùn)營(yíng)系統(tǒng)性的概念界定。本文將我國(guó)保障性住房建設(shè)運(yùn)營(yíng)的系統(tǒng)性界定為:專(zhuān)業(yè)化的管理機(jī)構(gòu)、多元化的參與建設(shè)主體、有效的資金安排這三大支柱共同支撐,形成的完整的保障性住房建設(shè)運(yùn)營(yíng)體系。 筆者在此框架下對(duì)我國(guó)保障性住房建設(shè)運(yùn)營(yíng)的現(xiàn)狀進(jìn)行了梳理,得出了我國(guó)保障性住房建設(shè)運(yùn)營(yíng)缺乏系統(tǒng)性的結(jié)論。然后對(duì)日本、香港、新加坡等國(guó)家和地區(qū)的保障性住房建設(shè)運(yùn)營(yíng)情況做了梳理,總結(jié)出它們?cè)诒U闲宰》肯到y(tǒng)性建設(shè)上的經(jīng)驗(yàn),得出了對(duì)我國(guó)完善保障性住房系統(tǒng)性的啟示。隨后通過(guò)案例分析的方式,梳理了重慶、北京、天津等地在保障性住房系統(tǒng)性建設(shè)上的有益探索。最后,在總結(jié)國(guó)際經(jīng)驗(yàn)和地方探索的基礎(chǔ)上,提出了對(duì)我國(guó)保障性住房系統(tǒng)性建設(shè)的具體措施建議。
[Abstract]:Safeguarding and improving people's livelihood is the fundamental task of building socialism with Chinese characteristics, and is also the fundamental requirement of the nature and purpose of the Communist Party of China. The Communist Party of China has always attached importance to improving people's livelihood and has always regarded solving people's livelihood problems as its mission. The report of the party's 18th National Congress in 2012 pointed out that "it is necessary to put the protection and improvement of the people's livelihood in a more prominent position to ensure that the people live and work in peace and contentment." From this we can see that the housing problem is not only an economic problem, but also an important livelihood issue affecting social stability. Since the marketization of the housing system in 1998, especially in recent years, housing prices in most parts of our country have been excessively high. The phenomenon of rising too fast, the income of residents has been rising year after year, the problem of house prices has become a widespread concern of the people's livelihood. In the face of this situation, the Party and the government attach great importance to promoting the healthy development of the real estate industry through overall planning and coordination, and actively build affordable housing to meet the housing needs of the middle and low income groups, so that urban and rural residents can "live somewhere." Live and work in peace. The 12th Five-Year Plan clearly states that during the 12th Five-Year Plan, China will build 36 million units of affordable housing, which will require construction funds of 1.3 trillion yuan each year, and strive to achieve coverage of affordable housing by the end of 2015, reaching the CPC Central Committee on March 16, 20.2014. The "National Plan for New-type urbanization (2014-2020)" issued by the State Council proposes that the level of urbanization in our country should be greatly upgraded to achieve the urbanization rate of about 60% of the permanent resident population by 2020, that is, To achieve about 100 million agricultural transfer population and other permanent residents in cities and towns. This means speeding up the construction of affordable housing for a long time to meet the rapid development of urbanization. With the improvement of the importance of affordable housing construction, the relevant research of domestic scholars is more extensive and in-depth. However, the author finds that most of the research is focused on a specific field, such as some scholars pay attention to the pricing of public housing, some scholars pay attention to the issue of public rental housing entry and exit mechanism, some scholars pay attention to the problem of planning and location, and the issue of land. Financing problems, etc. However, the systemic problems involved in the construction and operation of indemnificatory housing are less. The author believes that under the current situation of strongly promoting the construction of affordable housing, we should strengthen the research on the systematic problems in the operation of the construction of affordable housing. By studying the definition of the systematicness of the construction and operation of the indemnificatory housing in the world and combining the present situation of the construction and operation of the indemnificatory housing in our country, the author draws the definition of the systematicness of the operation of the supportable housing construction in our country. In this paper, the systematical definition of the construction and operation of affordable housing in China is defined as: specialized management organization, diversified participation in the construction of the main body, effective financial arrangements of these three pillars together to support the formation of a complete system of affordable housing construction and operation. The author combs the present situation of the construction and operation of the indemnificatory housing in China, and draws a conclusion that the construction and operation of the indemnificatory housing in our country is lack of systematicness. Then, the paper combs the construction and operation of indemnificatory housing in Japan, Hong Kong, Singapore and other countries and regions, sums up their experiences in the systematic construction of affordable housing, and draws the enlightenment to the perfection of the system of affordable housing in our country. Then through the way of case study, this paper combs the beneficial exploration on the systematic construction of affordable housing in Chongqing, Beijing, Tianjin and so on. Finally, on the basis of summing up the international experience and local exploration, the author puts forward some concrete measures for the systematic construction of the indemnificatory housing in China.
