【摘要】：隨著全球氣溫變化加劇以及惡劣氣候頻繁出現(xiàn)，生態(tài)環(huán)境問題越來越受世界各國的關注。為了解決生態(tài)環(huán)境的日益惡化，人們經過不斷的探索，提出“低碳經濟”，低碳經濟已經成為解決全世界生態(tài)環(huán)境問題的重要手段。然而，根據(jù)每個地區(qū)自身的實際情況不同，發(fā)展低碳經濟所面臨的問題也不盡相同。本文從黑龍江省的實情出發(fā)，分析影響黑龍江省低碳經濟的主要影響因素，進而分析為了黑龍江省能夠更好的發(fā)展低碳經濟應采取的措施。 首先，本文在對黑龍江省發(fā)展低碳經濟的影響因素的研究中，首先總結了國內外關于低碳經濟的內涵、特征，研究進展及實現(xiàn)低碳經濟的對策，利用現(xiàn)有研究的優(yōu)勢，提出本文的研究思路和內容。 其次，本文先對黑龍江省的社會現(xiàn)狀、能源消費現(xiàn)狀及碳排放現(xiàn)狀進行分析，在此基礎上首先采用ADF單位根檢驗對2001-2012年黑龍江省碳排放量、能源消費量、經濟增長和人口增長做平穩(wěn)性檢驗，并對碳排放量、經濟增長和人口增長的長期關系進行檢驗。隨后通過運用對數(shù)平均權重分解法（LMDI模型）對影響黑龍江省人均碳排放的主要因素進行分析，得出經濟發(fā)展、能源利用效率及能源結構是影響黑龍江省人均碳排放的主要因素。并對黑龍江省發(fā)展低碳經濟存在的問題進行總結。 最后，，本文以研究的過程結果為依據(jù)，同時結合黑龍江省獨特的區(qū)域特征，有針對性地提出了黑龍江省發(fā)展低碳經濟的對策建議，即提高能源利用效率為主，充分發(fā)揮其對碳排放的抑制作用；調整能源消費結構，使其逐漸成為增加碳排放的負面因素；調整產業(yè)結構，以科學的產業(yè)結構來發(fā)展黑龍江省的低碳經濟等。
[Abstract]:With the aggravation of global temperature change and the frequent appearance of bad climate, the ecological environment problem is paid more and more attention by the countries all over the world. In order to solve the worsening of ecological environment, people put forward "low carbon economy" through continuous exploration. Low-carbon economy has become an important means to solve the problem of ecological environment all over the world. However, depending on the actual situation of each region, the development of a low-carbon economy faces different problems. Based on the reality of Heilongjiang Province, this paper analyzes the main influencing factors of low carbon economy in Heilongjiang Province, and then analyzes the measures to be taken for the better development of low carbon economy in Heilongjiang Province. Firstly, in the study of the influencing factors of the development of low-carbon economy in Heilongjiang Province, this paper first summarizes the connotation, characteristics, research progress and countermeasures to realize the low-carbon economy at home and abroad, and makes use of the advantages of the existing research. The research ideas and contents of this paper are put forward. Secondly, this paper analyzes the current situation of society, energy consumption and carbon emission in Heilongjiang Province, and then uses ADF unit root test to analyze the carbon emissions and energy consumption in Heilongjiang Province from 2001 to 2012. Economic growth and population growth are tested for stability, and the long-term relationship between carbon emissions, economic growth and population growth is tested. Then by using the logarithmic average weight decomposition method (LMDI model) to analyze the main factors affecting the per capita carbon emissions in Heilongjiang Province, it is concluded that economic development, energy use efficiency and energy structure are the main factors affecting the per capita carbon emissions in Heilongjiang Province. And the development of low-carbon economy in Heilongjiang Province existing problems are summarized. Finally, based on the results of the research process and combined with the unique regional characteristics of Heilongjiang Province, this paper puts forward the countermeasures and suggestions to develop low-carbon economy in Heilongjiang Province, that is, to improve the efficiency of energy use. We should give full play to the restraining effect of carbon emission, adjust the structure of energy consumption, make it become the negative factor of increasing carbon emission, adjust the industrial structure and develop the low-carbon economy of Heilongjiang Province with scientific industrial structure and so on.
