中國住房:制度缺陷、行為沖動(dòng)與市場失衡

【摘要】:過去十年,為解決住房市場的問題,中央和地方政府采取諸多調(diào)控措施,但收效并不十分顯著。本文認(rèn)為,住房問題難以解決的深刻原因是住房發(fā)展機(jī)制問題。因?yàn)樽》恐贫雀母锏牟黄ヅ?完善住房制度體系的缺失,引致房地產(chǎn)參與主體的沖動(dòng),導(dǎo)致房地產(chǎn)市場失衡。在構(gòu)建住房"制度體系、主體行為和目標(biāo)績效"理論框架的基礎(chǔ)上,本文分析了中國住房發(fā)展失衡的制度、行為與績效的傳導(dǎo)機(jī)制,并實(shí)證檢驗(yàn)了由于制度缺陷導(dǎo)致的行為沖動(dòng)對(duì)市場失衡的影響。最后,本文提出深化城鎮(zhèn)住房制度綜合配套改革的政策建議。
[Abstract]:In the past decade, the central and local governments have adopted a lot of measures to solve the housing market problems, but the results have not been very significant. This article thinks, the housing problem is difficult to solve the profound reason is the housing development mechanism question. Because of the mismatch of housing system reform, the lack of perfect housing system leads to the impulse of the real estate participants and the imbalance of the real estate market. Based on the theoretical framework of "housing system, subject behavior and target performance", this paper analyzes the system of housing development imbalance in China, the transmission mechanism of behavior and performance. Furthermore, the paper empirically examines the influence of the behavior impulse caused by the institutional defects on the market imbalance. Finally, this paper puts forward the policy suggestions of deepening the comprehensive reform of urban housing system.
