【摘要】：城鎮(zhèn)化是社會發(fā)展到一定階段的產物。改革開放以來,在政府的大力推動下,我國城鎮(zhèn)化進程明顯加快,城鎮(zhèn)化率顯著提高,但傳統(tǒng)城鎮(zhèn)化道路的弊端也逐漸顯露出來。針對傳統(tǒng)城鎮(zhèn)化中“半城鎮(zhèn)化”、“土地城鎮(zhèn)化”與“被城鎮(zhèn)化”等問題,政府制定了走新型城鎮(zhèn)化道路的決策。在新型城鎮(zhèn)化進程中,政府扮演著非常重要的角色,發(fā)揮著關鍵性職能,政府既是城鎮(zhèn)化政策的制定者,又為政策的有效實施提供了良好的運行環(huán)境和不可或缺的財政支持�？梢哉f,政府職能實施狀況直接影響了我國城鎮(zhèn)化的發(fā)展程度和質量。通過對十八大以來新型城鎮(zhèn)化道路的背景和要求,以及我國社會發(fā)展和政府決策方面相關資料的整理與總結,全文主要分為五個部分:首先是新型城鎮(zhèn)化的相關理論概述。簡要回顧了我國的城鎮(zhèn)化歷程,總結了傳統(tǒng)城鎮(zhèn)化模式的幾大突出問題,提出新型城鎮(zhèn)化建設的重大意義,解讀了新型城鎮(zhèn)化的內涵與特征。其次從城鎮(zhèn)化與政府職能關系的角度出發(fā)闡述了新型城鎮(zhèn)化中轉變政府職能的必要性與政府職能定位。新型城鎮(zhèn)化中的政府應是城鎮(zhèn)戰(zhàn)略規(guī)劃的先行者、城鎮(zhèn)化配套政策的落實者、城鄉(xiāng)社會秩序的維護者、城鄉(xiāng)公共服務的提供者與城鄉(xiāng)政社合作的促進者。再次是新型城鎮(zhèn)化進程中我國政府職能存在的問題及原因分析。問題包括政府的“越位”、“缺位”與“錯位”三方面,出現(xiàn)問題的原因在于政府對計劃經(jīng)濟體制的“路徑依賴”、政府的“經(jīng)濟人”動機以及政府的“有限理性”。之后分析了國內外城鎮(zhèn)化進程中的政府職能的典型案例及對我國的啟示,啟示包括:政府引導與市場配置相結合、加強政府宏觀調控、注重管理創(chuàng)新與吸納公眾參與四方面。最后一部分提出新型城鎮(zhèn)化進程中我國政府職能轉變的方向與對策,在轉變方向上要實現(xiàn)從政府主導轉變?yōu)槭袌雠c政府相結合、從主導城鎮(zhèn)發(fā)展轉變?yōu)樘峁┏青l(xiāng)公共服務、從政府單一管理轉變?yōu)槎嘀黧w參與治理、從中央政府與地方政府權責失衡轉變?yōu)闄嘭熎ヅ洹Ｔ诰唧w對策方面要加快戶籍制度改革,推進城鄉(xiāng)公共服務均等化;深化土地制度改革,規(guī)范農村土地承包與流轉;完善財稅體制改革,保障政府財權與事權的對等;落實多元投融資制度,合理引入民間資本;構建公眾參與的管理機制,暢通民意表達渠道;改進官員道德考核制度,樹立正確的政績觀。
[Abstract]:Urbanization is the product of social development to a certain stage. Since the reform and opening to the outside world, the process of urbanization has been quickened and the rate of urbanization has been raised, but the disadvantages of the traditional road of urbanization have been gradually revealed. In view of the problems of "semi-urbanization", "land urbanization" and "being urbanization" in the traditional urbanization, the government has made the decision to take the new urbanization road. In the process of new urbanization, the government plays a very important role and plays a key role. The government is not only the policy maker of urbanization, but also provides a good operating environment and indispensable financial support for the effective implementation of the policy. It can be said that the implementation of government functions directly affects the development and quality of urbanization in China. Based on the background and requirements of the new urbanization road since the 18th National Congress of the Communist Party of China, as well as the relevant information on social development and government decision-making in China, the paper is divided into five parts: first of all, the related theory of new urbanization is summarized. This paper briefly reviews the course of urbanization in China, summarizes several outstanding problems of traditional urbanization mode, puts forward the great significance of the construction of new urbanization, and interprets the connotation and characteristics of new-type urbanization. Secondly, from the angle of the relationship between urbanization and government function, the necessity and orientation of transforming government function in new urbanization are expounded. The government in the new urbanization should be the forerunner of the strategic planning of cities and towns, the implementer of the supporting policy of urbanization, the maintainer of the social order in urban and rural areas, the promoter of the cooperation between the providers of public services in urban and rural areas and the cooperation between urban and rural government and society. Thirdly, the problems and causes of government function in the process of new urbanization are analyzed. The problems include "offside", "absence" and "dislocation" of the government. The causes of the problems lie in the "path dependence" of the government on the planned economic system, the motivation of the "economic man" of the government and the "limited rationality" of the government. Then it analyzes the typical cases of the government function in the process of urbanization at home and abroad and its enlightenment to our country. The enlightenment includes the combination of government guidance and market allocation, the strengthening of government macro-control, the emphasis on management innovation and the absorption of public participation. In the last part, the author puts forward the direction and countermeasures of government function transformation in the process of new urbanization. In the transformation direction, we should realize the transformation from government leading to the combination of market and government, from leading towns to providing urban and rural public services. From single government management to multi-subject participation in governance, from the imbalance between central government and local government power and responsibility to power and responsibility matching. In the specific countermeasures, we should speed up the reform of the household registration system, promote the equalization of urban and rural public services, deepen the reform of the land system, standardize the contracting and circulation of rural land, perfect the reform of the financial and taxation system, and ensure the equality of the government's financial and administrative rights. Carry out multiple investment and financing system, reasonably introduce folk capital; construct management mechanism of public participation, unblock public opinion expression channel; improve official moral assessment system, set up correct political achievement view.
