【摘要】：公共工程是構(gòu)成區(qū)域系統(tǒng)的基本組成元素，公共工程項目的建設(shè)發(fā)展與區(qū)域系統(tǒng)的社會、經(jīng)濟、生態(tài)發(fā)展密不可分，其可持續(xù)能力對區(qū)域系統(tǒng)的可持續(xù)發(fā)展至關(guān)重要。有效地評價公共工程的可持續(xù)能力，能夠了解各方因素對公共工程可持續(xù)發(fā)展的重要性，同時能為公共工程的建設(shè)發(fā)展提供理論依據(jù)。本文主要是對構(gòu)建基于生態(tài)學理論的公共工程可持續(xù)能力評價指標體系及評價方法的研究與分析。 論文首先從可持續(xù)發(fā)展相關(guān)理論出發(fā)，結(jié)合生態(tài)學理論對公共工程可持續(xù)進行定義及劃分。并站在生態(tài)學的視角下，認為公共工程項目生態(tài)系統(tǒng)具有和自然生態(tài)系統(tǒng)類似的組成、結(jié)構(gòu)、層次等級和基本特征。 其次，參考生態(tài)位理論，結(jié)合本文所研究的公共工程項目的特性以及公共工程項目生態(tài)系統(tǒng)的構(gòu)成從內(nèi)部和外部兩個方面對公共工程可持續(xù)能力進行定性分析。再運用統(tǒng)計學抽樣調(diào)查方法，選取具有代表性的公共工程項目作為研究對象,通過文獻分析法建立初始指標體系。 然后，以問卷調(diào)查的形式獲取數(shù)據(jù)，運用SPSS軟件分析數(shù)據(jù)篩選初始指標，最終確立基于生態(tài)學理論的公共工程可持續(xù)能力評價指標體系。 最后，將層次分析法和協(xié)調(diào)度模型理論相結(jié)合，構(gòu)建基于層次分析法的協(xié)調(diào)度模型。并將其運用于公共工程可持續(xù)能力的綜合評價中。
[Abstract]:Public engineering is the basic component of the regional system. The construction and development of public engineering projects are closely related to the social, economic and ecological development of the regional system. Its sustainability is very important to the sustainable development of the regional system. It can effectively evaluate the sustainable ability of the public works and understand the factors of the public works to the public works. The importance of sustainable development can provide theoretical basis for the construction and development of public engineering. This paper mainly studies and analyzes the evaluation index system and evaluation method of the sustainability evaluation of public works based on the ecological theory.
The thesis first defines and divides the sustainable development of public works from the theory of sustainable development and ecological theory, and considers that the ecological system of public engineering projects has similar composition, structure, hierarchy and basic characteristics with the natural ecosystem.
Secondly, based on the theory of niche, it combines the characteristics of the public engineering project and the structure of the ecological system of the public engineering project, and analyzes the qualitative analysis of the sustainability of the public project from two aspects of the internal and external aspects. Then the statistical sampling method is used to select the representative public project as the research. The initial index system is established by the method of literature analysis.
Then, data are obtained in the form of questionnaire survey, and SPSS software is used to analyze the initial index of data. Finally, the evaluation index system of sustainable capacity of public works based on ecological theory is established.
Finally, the analytic hierarchy process (AHP) and coordination degree model theory are combined to construct a coordination degree model based on analytic hierarchy process (AHP), which is applied to the comprehensive evaluation of the sustainability of the public works.
