基于GA-PSO的應(yīng)急物資儲(chǔ)備中心選址研究

【摘要】:近年來(lái),各種非常規(guī)、突發(fā)事件的發(fā)生給人類(lèi)和社會(huì)的經(jīng)濟(jì)造成巨大的損失,為了降低此類(lèi)事件的危害程度,需要做好相關(guān)應(yīng)急管理工作。應(yīng)急儲(chǔ)備中心作為服務(wù)設(shè)施站點(diǎn),,事故發(fā)生時(shí)需要在盡可能短的時(shí)間內(nèi)向事故地提供充足的應(yīng)急資源。這不僅可以降低成本,而且還能夠保證提供應(yīng)急物資的時(shí)效性,從而避免可能導(dǎo)致的更大損失。因此,將其置于合理的位置對(duì)于應(yīng)急管理至關(guān)重要。 本文首先闡述應(yīng)急物資儲(chǔ)備中心選址的研究背景、研究意義,分析國(guó)內(nèi)外研究現(xiàn)狀及存在的問(wèn)題。其次,對(duì)儲(chǔ)備中心的概念和功能以及設(shè)施選址的概念和分類(lèi)進(jìn)行詳細(xì)論述,探討了經(jīng)典的選址模型和選址優(yōu)化方法、并分別對(duì)其進(jìn)行對(duì)比分析。再次,根據(jù)儲(chǔ)備中心選址流程,在分析影響應(yīng)急物資儲(chǔ)備中心選址因素的基礎(chǔ)上運(yùn)用模糊多屬性決策方法對(duì)地址進(jìn)行初選確定備選地址;然后從資源有限性、服務(wù)差異化等方面考慮,建立應(yīng)急物資儲(chǔ)備中心多目標(biāo)多級(jí)的最大覆蓋選址模型。最后設(shè)計(jì)遺傳-粒子群混合算法對(duì)模型進(jìn)行求解,并通過(guò)實(shí)例驗(yàn)證模型和算法的有效性,為政府部門(mén)進(jìn)行應(yīng)急物資儲(chǔ)備中心的選址決策提供了一個(gè)科學(xué)、有效的思路和方法。
[Abstract]:In recent years, the occurrence of various unconventional and unexpected events has caused enormous losses to human and social economy. In order to reduce the harm of such incidents, it is necessary to do a good job of emergency management. As a service station, the emergency reserve center should provide sufficient emergency resources to the accident site in the shortest possible time. This not only reduces the cost, but also ensures the timeliness of the provision of emergency supplies, thus avoiding the potential for greater loss. Therefore, it is very important for emergency management to put it in a reasonable position. This paper first describes the research background and significance of the emergency material reserve center location, and analyzes the current research situation and existing problems at home and abroad. Secondly, the concept and function of reserve center and the concept and classification of facility location are discussed in detail, and the classical location model and location optimization method are discussed in detail. Thirdly, according to the location process of the reserve center, based on the analysis of the factors affecting the location of the emergency material reserve center, the fuzzy multi-attribute decision-making method is used to determine the alternative address by primary selection. Considering the difference of service, a multi-objective and multi-level maximum coverage location model of emergency material reserve center is established. Finally, a hybrid genetic Particle Swarm Optimization algorithm is designed to solve the model, and the validity of the model and algorithm is verified by an example, which provides a scientific and effective way for government departments to decide the location of emergency material reserve center.
