安徽省金融發(fā)展對(duì)城鎮(zhèn)化影響的實(shí)證研究

【摘要】:伴隨著經(jīng)濟(jì)的發(fā)展,人們對(duì)城鎮(zhèn)化作用的認(rèn)識(shí)也在不斷提高,城鎮(zhèn)化不僅能夠?qū)崿F(xiàn)資源和人口的集聚經(jīng)濟(jì),而且還可以有效地統(tǒng)籌城鄉(xiāng)發(fā)展。各地政府大都在利用城鎮(zhèn)化的作用,積極部署城鎮(zhèn)化戰(zhàn)略,安徽省也不例外。2012年,安徽省確立了建設(shè)新型城鎮(zhèn)化“11221”工程,該工程實(shí)施后,城鎮(zhèn)化的速度明顯加快,城鎮(zhèn)化越來越成為安徽省經(jīng)濟(jì)發(fā)展的重要引擎。然而,城鎮(zhèn)化作用的積極發(fā)揮并不是孤立的,巨大的資金需求成為城鎮(zhèn)化順利推進(jìn)的必要因素。因此,近年來,資金供給日益成為城鎮(zhèn)化建設(shè)各個(gè)參與方關(guān)注的焦點(diǎn),國(guó)內(nèi)學(xué)術(shù)界也從城鎮(zhèn)化角度探討了金融在其中扮演的角色。而安徽省作為傳統(tǒng)的農(nóng)業(yè)大省,金融市場(chǎng)發(fā)育程度低,金融深化程度更是不高、所以,在實(shí)現(xiàn)城鎮(zhèn)化中,更需要從金融角度出發(fā),謀求城鎮(zhèn)化建設(shè)資金的充足供應(yīng),從而提高城鎮(zhèn)化水平和質(zhì)量,力爭(zhēng)達(dá)到、甚至超過全國(guó)城鎮(zhèn)化水平的平均值,并向東部發(fā)達(dá)省份城鎮(zhèn)化水平看齊。 正是基于以上考慮,本文選取了安徽省金融發(fā)展對(duì)城鎮(zhèn)化的影響作為研究對(duì)象。在研究該影響中,本文主要采取了定性分析與定量分析相結(jié)合的方法。在定量分析方面,考慮數(shù)據(jù)的可獲得性和研究的可行性,本文采用1991-2013年安徽省相關(guān)經(jīng)濟(jì)指標(biāo),通過把投資轉(zhuǎn)換率、中長(zhǎng)期貸款比率和金融相關(guān)率當(dāng)作控制變量,經(jīng)過ADF檢驗(yàn)、Johansen檢驗(yàn),最終建立VECM模型,實(shí)證研究了安徽省金融發(fā)展對(duì)城鎮(zhèn)化的影響。在定性分析方面,結(jié)合本文研究的創(chuàng)新之處,整理和歸納了金融發(fā)展理論和城鎮(zhèn)化理論,并且說明了金融發(fā)展是通過什么樣的機(jī)理影響城鎮(zhèn)化的,認(rèn)為金融發(fā)展是城鎮(zhèn)化順利進(jìn)行的必要因素,金融發(fā)展了才能為城鎮(zhèn)化提供所需資金。既有的理論也表明城鎮(zhèn)化建設(shè)中的金融發(fā)展至關(guān)重要,其能夠使企業(yè)迅速地獲得低成本資金,滿足城鎮(zhèn)化基礎(chǔ)設(shè)施建設(shè)資金的需求,同時(shí),也為農(nóng)村城鎮(zhèn)化提供產(chǎn)業(yè)支撐,充分發(fā)揮中小企業(yè)吸引農(nóng)村勞動(dòng)力的巨大潛力,推動(dòng)城鎮(zhèn)化進(jìn)程。 此外,實(shí)證結(jié)果表明,安徽省金融發(fā)展對(duì)城鎮(zhèn)化的影響在長(zhǎng)期內(nèi)是穩(wěn)定的,金融發(fā)展持續(xù)影響著城鎮(zhèn)化進(jìn)程。反映金融發(fā)展的金融相關(guān)率、投資轉(zhuǎn)換率和中長(zhǎng)期貸款比重都對(duì)城鎮(zhèn)化產(chǎn)生不同程度的影響,與基本理論相一致。金融發(fā)展對(duì)城鎮(zhèn)化是起推動(dòng)作用的,但是在某些方面金融支持城鎮(zhèn)化的效應(yīng)并不突出,特別是金融相關(guān)率和投資轉(zhuǎn)換率在支持農(nóng)村城鎮(zhèn)化方面,說明安徽省金融發(fā)展對(duì)城鎮(zhèn)化的影響尚存許多提升的空間。 本文在最后,依據(jù)實(shí)證分析所得的結(jié)論,認(rèn)為只有金融發(fā)展了,才能更好地促進(jìn)城鎮(zhèn)化,為了促進(jìn)城鎮(zhèn)化就必須推動(dòng)金融發(fā)展。因此,本文提出了安徽省金融發(fā)展促進(jìn)城鎮(zhèn)化建設(shè)應(yīng)該采取的對(duì)策:第一,制定金融市場(chǎng)長(zhǎng)期發(fā)展規(guī)劃,營(yíng)造城鎮(zhèn)化投融資的良好市場(chǎng)環(huán)境;第二,促進(jìn)區(qū)域金融協(xié)調(diào)發(fā)展,保證城鎮(zhèn)化資金合理流動(dòng);第三,提高金融深化程度,為城鎮(zhèn)化投融資提供多樣化金融產(chǎn)品;第四,給予中小企業(yè)融資便利,提高城鎮(zhèn)化承載力;第五,支持農(nóng)村金融發(fā)展,積極推動(dòng)農(nóng)村城鎮(zhèn)化。
[Abstract]:With the development of economy, people's understanding of the role of urbanization is also increasing. Urbanization can not only realize the agglomeration economy of resources and population, but also can effectively co-ordinate urban and rural development. Most governments are using the role of urbanization and actively deploying the strategy of urbanization. Anhui province is no exception in.2012 years and Anhui province is established. The construction of a new type of urbanization "11221" project, after the implementation of the project, the speed of urbanization has been speeded up, urbanization has become an important engine for the economic development of Anhui province. However, the active play of urbanization is not isolated, and the huge demand for funds has become a necessary factor for the smooth advancement of urbanization. As the focus of each participant in the urbanization construction, the domestic academia also explored the role of finance from the perspective of urbanization. As a traditional agricultural province, Anhui province has a low level of financial market development and the financial deepening degree is not high. Therefore, in the realization of urbanization, it is more necessary to start from the financial point of view. In order to improve the level and quality of urbanization and improve the level and quality of urbanization, we should strive to achieve, even exceed the average level of urbanization in the country, and look at the level of urbanization in the eastern developed provinces.
Based on the above considerations, this paper selects the impact of Anhui's financial development on urbanization as the research object. In the study of the impact, this paper mainly adopts the method of combining qualitative analysis with quantitative analysis. In quantitative analysis, the availability of data and the feasibility of the study are considered. This paper adopts the Anhui province of 1991-2013 years. The economic indicators, through the investment conversion rate, the long-term loan ratio and the financial correlation as control variables, through the ADF test, Johansen test, and finally establish the VECM model, the empirical study of the impact of Anhui financial development on urbanization. In qualitative analysis, combined with the innovation of this study, collated and summed up the financial development. The theory and the theory of urbanization, and explain what the financial development is through the mechanism of urbanization, think that financial development is a necessary factor for the smooth progress of urbanization. Financial development can provide the necessary funds for urbanization. The existing theories also show that the financial development in the urbanization construction is very important, and it can make the enterprise fast. The rapid access to low cost funds to meet the needs of capital for urbanization infrastructure construction, as well as to provide industrial support for rural urbanization, give full play to the huge potential of small and medium-sized enterprises to attract rural labor, and promote the process of urbanization.
In addition, the empirical results show that the impact of Anhui's financial development on urbanization is stable for a long time, and the financial development continues to affect the process of urbanization. The financial related rate of financial development, the rate of investment conversion and the proportion of medium and long term loans have different degrees of influence on urbanization, consistent with the basic theory. Urbanization plays an important role, but in some respects the effect of financial support for urbanization is not outstanding, especially in the aspects of financial related rate and investment conversion rate in supporting rural urbanization, which shows that the impact of financial development on Urbanization in Anhui still has a lot of room for promotion.
At the end of this paper, according to the conclusions obtained from the empirical analysis, it is believed that only the financial development can promote the urbanization better. In order to promote the urbanization, the financial development must be promoted. Therefore, this paper puts forward the countermeasures that the Anhui financial development should take to promote the Urbanization Construction: first, make the long-term development plan of the financial market and build the city. The good market environment for town investment and financing; second, promote the coordinated development of regional finance, guarantee the rational flow of urbanization funds; third, improve financial deepening, provide diversified financial products for urbanization investment and financing; fourth, give small and medium-sized enterprises the convenience of financing, improve the carrying capacity of cities and towns; fifth, support rural financial development, actively Promote rural urbanization.
