【摘要】:EPC,總承包模式是近年來(lái)國(guó)際上較為流行的工程總承包模式,在該種模式下,總承包商工程承包范圍擴(kuò)大、不確定性因素增加等等,在這樣的背景下,本文對(duì)EPC總承包模式的風(fēng)險(xiǎn)管理過(guò)程及風(fēng)險(xiǎn)管理方法進(jìn)行了系統(tǒng)研究。 本文對(duì)風(fēng)險(xiǎn)管理觀念和體系進(jìn)行了研究,根據(jù)工程項(xiàng)目生命周期理論,分析項(xiàng)目風(fēng)險(xiǎn)管理過(guò)程與項(xiàng)目生命周期的關(guān)系,并從EPC,總承包商角度分析項(xiàng)目生命周期理論的適用性:提出基于項(xiàng)目生命周期的風(fēng)險(xiǎn)管理過(guò)程模型,該模型充分考慮風(fēng)險(xiǎn)管理過(guò)程的循環(huán)和反饋?zhàn)饔?為風(fēng)險(xiǎn)的動(dòng)態(tài)管理提供了研究基礎(chǔ)。 本文對(duì)風(fēng)險(xiǎn)管理過(guò)程中的風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)估計(jì)和風(fēng)險(xiǎn)評(píng)價(jià)方法進(jìn)行重點(diǎn)研究,分階段對(duì)EPC項(xiàng)目風(fēng)險(xiǎn)源進(jìn)行分析并給出風(fēng)險(xiǎn)應(yīng)對(duì)措施;根據(jù)對(duì)FIDIC合同的研讀,分析EPC項(xiàng)目的合同風(fēng)險(xiǎn)并提出合同風(fēng)險(xiǎn)應(yīng)對(duì)措施。在工程項(xiàng)目風(fēng)險(xiǎn)估計(jì)和風(fēng)險(xiǎn)評(píng)價(jià)方法系統(tǒng)分析的基礎(chǔ)上,采用基于ANP-模糊綜合評(píng)價(jià)的方法對(duì)EPC項(xiàng)目進(jìn)行風(fēng)險(xiǎn)評(píng)價(jià),建立該方法的評(píng)價(jià)模型,模型充分考慮風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系中指標(biāo)相關(guān)性對(duì)評(píng)價(jià)結(jié)果的影響,建立評(píng)價(jià)指標(biāo)間的網(wǎng)絡(luò)層次結(jié)構(gòu),實(shí)現(xiàn)風(fēng)險(xiǎn)因素的重要性評(píng)價(jià)及項(xiàng)目的整體風(fēng)險(xiǎn)水平評(píng)價(jià)。針對(duì)所建網(wǎng)絡(luò)評(píng)價(jià)模型的復(fù)雜計(jì)算問(wèn)題,本文使用了超級(jí)決策軟件(Super Decision),通過(guò)實(shí)證分析證明所建評(píng)價(jià)模型的有效性,并針對(duì)所評(píng)價(jià)項(xiàng)目給出風(fēng)險(xiǎn)應(yīng)對(duì)計(jì)劃。
[Abstract]:EPC, general contracting mode is a popular general contracting mode in the world in recent years, under this kind of mode, the scope of general contractor project contract is expanded, the uncertainty factor increases and so on, under this background, In this paper, the risk management process and risk management methods of EPC general contracting mode are systematically studied. In this paper, the concept and system of risk management are studied. According to the theory of project life cycle, the relationship between project risk management process and project life cycle is analyzed. The applicability of project life cycle theory is analyzed from the point of view of EPC and general contractor. A risk management process model based on project life cycle is proposed, which fully considers the cycle and feedback of risk management process. It provides the research foundation for the dynamic management of risk. This paper focuses on the risk identification, risk estimation and risk evaluation in the process of risk management, analyzes the risk sources of EPC project in stages and gives the risk countermeasures. Analyze the contract risk of EPC project and put forward the measures to deal with the contract risk. Based on the systematic analysis of engineering project risk estimation and risk evaluation method, the EPC project risk evaluation is carried out based on ANP-fuzzy comprehensive evaluation method, and the evaluation model of this method is established. The model fully considers the impact of index correlation on the evaluation results in the risk evaluation index system, establishes the network hierarchy structure among the evaluation indicators, realizes the importance evaluation of risk factors and the evaluation of the overall risk level of the project. Aiming at the complex computing problem of the network evaluation model, the super decision software is used in this paper. The effectiveness of the evaluation model is proved by empirical analysis, and the risk response plan is given for the evaluated project.
