【摘要】：中共中央、國(guó)務(wù)院印發(fā)的《國(guó)家新型城鎮(zhèn)化規(guī)劃(2014-2020)》提出，到2020年努力實(shí)現(xiàn)1億左右農(nóng)業(yè)轉(zhuǎn)移人口和其他常住人口在城鎮(zhèn)落戶。在全國(guó)加快推進(jìn)城鎮(zhèn)化的進(jìn)程中如何加速商洛市城鎮(zhèn)化發(fā)展，成為急需研究的課題。為了破解這一難題，必須從國(guó)內(nèi)外城鎮(zhèn)化發(fā)展經(jīng)驗(yàn)、陜西省情、商洛市情出發(fā)，進(jìn)一步深入研究商洛市城鎮(zhèn)化發(fā)展規(guī)律，，為積極穩(wěn)妥推進(jìn)商洛市城鎮(zhèn)化健康發(fā)展，提供理論幫助。本文從商洛市和城鎮(zhèn)化的概念入手，運(yùn)用了規(guī)范分析、實(shí)證分析相結(jié)合的方法，深刻闡述了商洛市城鎮(zhèn)化的發(fā)展優(yōu)勢(shì)、目標(biāo)和基本態(tài)勢(shì)，全面總結(jié)了商洛市城鎮(zhèn)化發(fā)展中存在的城鎮(zhèn)化太緩慢、發(fā)展處于低水平，資金投入過(guò)少、跟不上發(fā)展需求，城鎮(zhèn)規(guī)模偏小、輻射帶動(dòng)作用弱，規(guī)劃工作滯后、建設(shè)隨意性太強(qiáng)，城鄉(xiāng)發(fā)展不均、二元結(jié)構(gòu)很明顯，管理方式落后、制度體系待完善，環(huán)境制約凸顯、限制了城鎮(zhèn)拓展等七個(gè)方面的主要問(wèn)題，深度分析了商洛市城鎮(zhèn)化發(fā)展存在問(wèn)題上有認(rèn)識(shí)上有差距、觀念上有障礙，缺乏產(chǎn)業(yè)支撐、經(jīng)濟(jì)發(fā)展落后，制度不夠健全、輻射作用不強(qiáng)，缺乏科學(xué)規(guī)劃、建設(shè)過(guò)于盲目等四個(gè)方面的原因，并在借鑒美國(guó)、日本等發(fā)達(dá)國(guó)家和中國(guó)城鎮(zhèn)化發(fā)展實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上，就加快商洛市城鎮(zhèn)化發(fā)展提出了完善優(yōu)化城鎮(zhèn)建設(shè)規(guī)劃，提高城鎮(zhèn)持續(xù)發(fā)展能力，有序推進(jìn)農(nóng)業(yè)人口市民化，全面提升農(nóng)業(yè)發(fā)展水平，強(qiáng)力實(shí)施移民搬遷和保障房建設(shè)，加快形成城鎮(zhèn)化發(fā)展的長(zhǎng)效機(jī)制等六大對(duì)策，為商洛市城鎮(zhèn)化的下一步發(fā)展指出了明確的方向。
[Abstract]:The "National New urbanization Plan 2014-2020", issued by the CPC Central Committee and the State Council, proposes to make efforts to achieve about 100 million people of agricultural transfer and other permanent residents in cities and towns by 2020. How to accelerate the development of Shangluo urbanization in the process of speeding up urbanization has become an urgent research topic. In order to solve this problem, we must proceed from the experience of urbanization development at home and abroad, the situation of Shaanxi Province and Shangluo City, and further study the development law of urbanization in Shangluo City, so as to actively and steadily promote the healthy development of urbanization in Shangluo City. Provide theoretical help. This paper starts with the concept of Shangluo City and urbanization, using the methods of normative analysis and empirical analysis, deeply expounds the development advantages, objectives and basic situation of urbanization in Shangluo City. Summing up the urbanization in Shangluo city is too slow, the development is at a low level, the capital investment is too little, it can not keep up with the development demand, the scale of the town is small, the radiation driving effect is weak, the planning work is lagging behind, and the construction is too arbitrary. The uneven development of urban and rural areas, the obvious dual structure, the backward management style, the need to improve the system, the prominent environmental constraints, and so on, have restricted the development of cities and towns. This paper deeply analyzes the problems existing in the development of urbanization in Shangluo City, such as gaps in understanding, obstacles in concept, lack of industrial support, backward economic development, inadequate system, weak radiation function, and lack of scientific planning. On the basis of drawing lessons from the practical experience of the developed countries such as the United States, Japan, and China, and on the basis of the four reasons that the construction is too blind, this paper puts forward a perfect and optimized urban construction plan for accelerating the development of urbanization in Shangluo. To improve the ability of sustainable development of cities and towns, to promote the urbanization of the agricultural population in an orderly manner, to comprehensively raise the level of agricultural development, to vigorously implement the relocation of immigrants and the construction of indemnificatory apartment, and to accelerate the formation of a long-term mechanism for the development of urbanization. For the further development of urbanization in Shangluo City pointed out a clear direction.
