油田EPC項(xiàng)目物資采購(gòu)風(fēng)險(xiǎn)點(diǎn)風(fēng)險(xiǎn)度綜合評(píng)價(jià)研究

【摘要】:EPC總承包模式是我國(guó)大力推廣的一種建設(shè)工程總承包模式。近年,中國(guó)石油天然氣集團(tuán)公司明確提出,工程建設(shè)業(yè)務(wù)要突出、完善EPC總承包功能,積極推行先進(jìn)的項(xiàng)目管理模式,努力提升市場(chǎng)競(jìng)爭(zhēng)力。EPC總承包模式已成為油田工程建設(shè)主流模式。 油田的工程建設(shè)項(xiàng)目普遍具有工藝復(fù)雜、建設(shè)標(biāo)準(zhǔn)高等特點(diǎn),且作業(yè)大多位于偏遠(yuǎn)地區(qū),建設(shè)環(huán)境復(fù)雜,導(dǎo)致油田風(fēng)險(xiǎn)管理存在風(fēng)險(xiǎn)辨識(shí)困難,可靠性低,處理手段不夠多樣化等問題。 本文以EPC總承包模式及其風(fēng)險(xiǎn)的相關(guān)理論為基礎(chǔ),介紹了EPC模式的內(nèi)涵、主要內(nèi)容和特點(diǎn),EPC項(xiàng)目風(fēng)險(xiǎn)的概念、產(chǎn)生機(jī)制和風(fēng)險(xiǎn)特點(diǎn)、分類。然后,本文從EPC項(xiàng)目物資采購(gòu)的特點(diǎn)、流程著手,深入分析了采購(gòu)準(zhǔn)備階段、采購(gòu)實(shí)施階段、采購(gòu)?fù)瓿珊箅A段的涉險(xiǎn)環(huán)節(jié),對(duì)主要風(fēng)險(xiǎn)點(diǎn)和風(fēng)險(xiǎn)源進(jìn)行識(shí)別,建立了EPC項(xiàng)目物資采購(gòu)風(fēng)險(xiǎn)體系,提出了風(fēng)險(xiǎn)度的衡量方法,構(gòu)建了風(fēng)險(xiǎn)度乘積模型和模糊綜合評(píng)價(jià)模型,給出風(fēng)險(xiǎn)度評(píng)價(jià)指標(biāo)量化標(biāo)準(zhǔn)和風(fēng)險(xiǎn)度判別標(biāo)準(zhǔn)。 最后,本文結(jié)合TZ油田EPC項(xiàng)目案例,對(duì)項(xiàng)目總承包商物資采購(gòu)環(huán)節(jié)中的主要風(fēng)險(xiǎn)進(jìn)行分析識(shí)別,利用問卷調(diào)查法對(duì)風(fēng)險(xiǎn)點(diǎn)進(jìn)行評(píng)價(jià)并排出順序,提出了風(fēng)險(xiǎn)應(yīng)對(duì)措施。另外,本文還針對(duì)該案例提出了一些建議供總承包商參考。
[Abstract]:EPC general contracting mode is one kind of construction project general contract mode that our country popularizes energetically. In recent years, CNPC has clearly proposed that the project construction business should be prominent, the overall contracting function of EPC should be improved, and advanced project management models should be actively implemented. EPC general contracting mode has become the main mode of oilfield engineering construction. The engineering construction projects in oil fields are generally characterized by complex technology and high construction standards, and most of the operations are located in remote areas, and the construction environment is complex, which leads to the difficulty of risk identification and low reliability in oil field risk management. To deal with the problem of not enough diversification of means and so on. Based on the general contracting mode of EPC and its risk theory, this paper introduces the connotation, main contents and characteristics of the EPC model, the concept of project risk, the mechanism and characteristics of the risk, and the classification of the risk. Then, this paper starts with the characteristics and flow of EPC project material procurement, deeply analyzes the risk links in the purchasing preparation stage, procurement implementation stage, procurement completion stage, and identifies the main risk points and risk sources. This paper establishes the risk system of EPC project material purchase, puts forward the measure method of risk degree, constructs the product model of risk degree and fuzzy comprehensive evaluation model, and gives the quantitative criterion of risk degree evaluation index and the criterion of risk degree discrimination. Finally, combined with the case of EPC project in TZ oilfield, this paper analyzes and identifies the main risks in the material procurement link of the general contractor of the project, evaluates the risk points by using the questionnaire method, and puts forward the measures to deal with the risks. In addition, this paper also puts forward some suggestions for the general contractor to refer to the case.
