考慮物流過(guò)程的電網(wǎng)物資供應(yīng)商選擇評(píng)價(jià)

【摘要】:隨著電力市場(chǎng)的開(kāi)放程度的加深,社會(huì)用電量的快速增長(zhǎng),電力供需矛盾突顯,同時(shí)電網(wǎng)企業(yè)之間的競(jìng)爭(zhēng)也是越來(lái)越激烈。企業(yè)既要加快電網(wǎng)設(shè)施的建設(shè)與改造,增加產(chǎn)能以滿足社會(huì)用電需求,同時(shí)又要保證供電質(zhì)量與服務(wù)水平,增強(qiáng)市場(chǎng)競(jìng)爭(zhēng)力,而這都需要有優(yōu)質(zhì)高效的物資供應(yīng)作為保障。當(dāng)前電網(wǎng)物資供應(yīng)商數(shù)量眾多,應(yīng)如何科學(xué)、全面而又有效地對(duì)其進(jìn)行選擇與評(píng)價(jià),進(jìn)而建立良好的合作伙伴關(guān)系,使得電網(wǎng)企業(yè)能夠經(jīng)濟(jì)、高效地采購(gòu)到優(yōu)質(zhì)的電網(wǎng)物資,提高物資采購(gòu)有效性,降低采購(gòu)成本,增強(qiáng)企業(yè)運(yùn)行的穩(wěn)定性,對(duì)于電力行業(yè)企業(yè)來(lái)說(shuō)是一個(gè)備受關(guān)注而又很有意義的問(wèn)題。 本文從國(guó)內(nèi)電網(wǎng)物資供應(yīng)商選擇與管理現(xiàn)狀入手,基于供應(yīng)商評(píng)價(jià)與選擇的相關(guān)理論,利用網(wǎng)絡(luò)層次分析法的相關(guān)知識(shí)構(gòu)建了供應(yīng)商評(píng)價(jià)指標(biāo)體系,建立科學(xué)的供電企業(yè)供應(yīng)商評(píng)價(jià)指標(biāo)體系并選擇有效地評(píng)價(jià)方法,從供應(yīng)商財(cái)務(wù)狀況、產(chǎn)品質(zhì)量、運(yùn)營(yíng)成本、行業(yè)口碑、服務(wù)態(tài)度等多個(gè)方面來(lái)評(píng)價(jià)供應(yīng)商的綜合實(shí)力,為電網(wǎng)企業(yè)能夠選擇到最佳的供應(yīng)商,更好貫徹國(guó)家電網(wǎng)公司物資集約化管理的要求,提供一定的理論支持和現(xiàn)實(shí)參考。 論文在綜合現(xiàn)有研究成果的基礎(chǔ)上,結(jié)合網(wǎng)絡(luò)層次分析方法、SD軟件的應(yīng)用、指標(biāo)體系評(píng)價(jià)等理論,通過(guò)大量的文獻(xiàn)閱讀、實(shí)地考察及相關(guān)專家訪談,對(duì)當(dāng)前電網(wǎng)物資供應(yīng)商選擇中的問(wèn)題進(jìn)行分析,遵循一定的原則和方法,結(jié)合電網(wǎng)物資供應(yīng)企業(yè)的特征,從企業(yè)內(nèi)部競(jìng)爭(zhēng)力、供應(yīng)商外部環(huán)境、供應(yīng)企業(yè)物流能力、供應(yīng)企業(yè)合作能力和供應(yīng)企業(yè)產(chǎn)品競(jìng)爭(zhēng)力四個(gè)方面,建立了一套包括了24個(gè)指標(biāo)因素的物資供應(yīng)商評(píng)價(jià)指標(biāo)體系。然后,在分析多個(gè)常用供應(yīng)商評(píng)價(jià)方法的優(yōu)劣的前提下,得出網(wǎng)絡(luò)層次分析法適合對(duì)電網(wǎng)物資供應(yīng)商進(jìn)行評(píng)價(jià),之后通過(guò)大量的文獻(xiàn)閱讀、實(shí)地調(diào)研、相關(guān)專家訪談等3種方式確定供應(yīng)商選擇評(píng)價(jià)指標(biāo)體系,再對(duì)指標(biāo)進(jìn)行合理分類,分析其網(wǎng)絡(luò)結(jié)構(gòu)及相互影響關(guān)系,并構(gòu)建了ANP供應(yīng)商評(píng)價(jià)模型。最后,利用ANP評(píng)價(jià)模型和建立的供應(yīng)商評(píng)價(jià)指標(biāo)體系對(duì)北京地區(qū)的三家電網(wǎng)物資供應(yīng)商進(jìn)行了實(shí)證研究,應(yīng)用上述模型進(jìn)行綜合評(píng)價(jià),并對(duì)其結(jié)果進(jìn)行分析,對(duì)該模型應(yīng)用的邊界進(jìn)行合理界定,得出科學(xué)的實(shí)證結(jié)果,驗(yàn)證了所構(gòu)建的評(píng)價(jià)體系和評(píng)價(jià)模型的實(shí)用性,對(duì)電力行業(yè)供應(yīng)商的選擇具有很大的借鑒意義。
[Abstract]:With the deepening of the opening of the power market, the rapid growth of social electricity consumption, the contradiction between supply and demand of electricity is highlighted, and the competition between power grid enterprises is becoming more and more fierce. Enterprises should speed up the construction and transformation of power grid facilities, increase production capacity to meet social demand for electricity, at the same time, to ensure the quality of power supply and service level, and enhance market competitiveness, and this need to have high-quality and efficient material supply as a guarantee. At present, there are a large number of power grid material suppliers, how to select and evaluate them scientifically, comprehensively and effectively, and then establish a good partnership to enable grid enterprises to purchase high-quality power grid materials economically and efficiently. To improve the effectiveness of material procurement, reduce the cost of procurement, and enhance the stability of the operation of the enterprise, for the power industry enterprises is a concerned and very meaningful problem. Based on the theory of supplier evaluation and selection, this paper constructs a supplier evaluation index system based on the relevant knowledge of network analytic hierarchy process (AHP), starting with the status quo of domestic power grid material supplier selection and management, and based on the relevant theory of supplier evaluation and selection. Establish a scientific supplier evaluation index system of power supply enterprises and select effective evaluation methods to evaluate the comprehensive strength of suppliers from many aspects, such as supplier financial status, product quality, operation cost, industry reputation, service attitude and so on. It can provide some theoretical support and practical reference for grid enterprises to select the best suppliers and better implement the requirements of intensive material management of the State Grid Company. On the basis of synthesizing the existing research results, combined with the application of the network analytic hierarchy process (AHP) and the evaluation of the index system, the paper passes a lot of literature reading, field investigation and related expert interviews. This paper analyzes the problems in the selection of power grid material suppliers, follows certain principles and methods, combines the characteristics of power grid material supply enterprises, from the internal competitiveness of enterprises, the external environment of suppliers, the logistics ability of supply enterprises, In this paper, a set of evaluation index system of material supplier including 24 index factors is established in four aspects: cooperation ability of supply enterprise and product competitiveness of supply enterprise. Then, on the premise of analyzing the merits and demerits of many common supplier evaluation methods, it is concluded that the analytic hierarchy process (AHP) is suitable for the evaluation of power grid material suppliers, and then through a lot of literature reading, field investigation, The evaluation index system of supplier selection is determined by three ways, such as interview with relevant experts, and then the index is classified reasonably, its network structure and mutual influence relationship are analyzed, and the ANP supplier evaluation model is constructed. Finally, using the ANP evaluation model and the established supplier evaluation index system, this paper makes an empirical study on the goods suppliers of the three home appliances network in Beijing, and applies the above model to the comprehensive evaluation, and analyzes the results. The boundary of the application of the model is reasonably defined, and the scientific empirical results are obtained, which verifies the practicability of the evaluation system and the evaluation model, which is of great significance for the selection of suppliers in the power industry.
