【摘要】：新型城鎮(zhèn)化建設(shè)是未來中國社會經(jīng)濟(jì)發(fā)展的新引擎,有別于過去傳統(tǒng)的城鎮(zhèn)化過程中的計劃指令導(dǎo)向和GDP導(dǎo)向,新型城鎮(zhèn)化的核心是積極推進(jìn)以人為本的城鎮(zhèn)化,而達(dá)成這一目標(biāo)的關(guān)鍵是實(shí)現(xiàn)城鎮(zhèn)化發(fā)展過程中側(cè)重發(fā)展速度向側(cè)重發(fā)展質(zhì)量的轉(zhuǎn)變。 長期以來,中國城鎮(zhèn)化發(fā)展研究的重心主要在大城市,縣域城鎮(zhèn)化研究進(jìn)展緩慢。作為新型城鎮(zhèn)化發(fā)展的重要載體,縣域在中國大城市人口快速膨脹、不堪重負(fù)進(jìn)而引發(fā)一系列城市問題的背景下,未來將承擔(dān)更多人口城鎮(zhèn)化的職責(zé)。同時,長期以來的城鄉(xiāng)二元結(jié)構(gòu)給農(nóng)村地區(qū)城鎮(zhèn)化發(fā)展帶來了消極的影響�？h域作為城市與鄉(xiāng)村間主要的過渡地帶,其特殊的地位決定了推進(jìn)縣域城鎮(zhèn)化將是未來縮小城鄉(xiāng)差距、統(tǒng)籌城鄉(xiāng)發(fā)展的有效手段。 基于此,本次研究嘗試在新型城鎮(zhèn)化發(fā)展大背景下,以縣域城鎮(zhèn)化質(zhì)量為主要研究對象,構(gòu)建關(guān)于縣域城鎮(zhèn)化發(fā)展質(zhì)量的系統(tǒng)理論分析框架。然后對城鎮(zhèn)化質(zhì)量特征內(nèi)涵進(jìn)行界定,找出不同歷史階段影響縣域城鎮(zhèn)化質(zhì)量的影響因素和調(diào)控機(jī)理,并對縣域城鎮(zhèn)化質(zhì)量與速度、水平之間的互動關(guān)系進(jìn)行分析論述。最后在此基礎(chǔ)上構(gòu)建縣域城鎮(zhèn)化發(fā)展質(zhì)量評價體系,以山東省沂水縣為實(shí)證案例,從人口就業(yè)、經(jīng)濟(jì)發(fā)展、城市建設(shè)、居民生活、社會服務(wù)、生態(tài)環(huán)境六大方面對沂水縣縣域城鎮(zhèn)化發(fā)展質(zhì)量現(xiàn)狀進(jìn)行全面測度,通過與山東省其他縣域城鎮(zhèn)化質(zhì)量的比較,分析以沂水縣為代表的魯南城鎮(zhèn)帶縣域城鎮(zhèn)化發(fā)展?fàn)顩r和特點(diǎn),并結(jié)合當(dāng)?shù)氐陌l(fā)展實(shí)際,提出相應(yīng)的城鎮(zhèn)化發(fā)展對策。
[Abstract]:The construction of new urbanization is a new engine for the development of China's social economy in the future, which is different from the planning direction and GDP direction in the past traditional urbanization process. The core of the new urbanization is to actively promote the people-oriented urbanization. The key to achieve this goal is to change the development speed from the development speed to the development quality in the process of urbanization development. For a long time, the research focus of urbanization development in China is mainly in big cities, and the research progress of county urbanization is slow. As an important carrier of the development of new urbanization, the county area will take on more responsibilities of urbanization in the future under the background of rapid population expansion, unbearable burden and a series of urban problems caused by the rapid expansion of population in large cities in China. At the same time, the long-term dual structure of urban and rural areas has brought a negative impact on the development of urbanization in rural areas. As the main transition zone between the city and the countryside, the special status of county area determines that the promotion of county urbanization will be an effective means to narrow the gap between urban and rural areas in the future and to coordinate the development of urban and rural areas. Based on this, this study attempts to construct a systematic theoretical analysis framework on the development quality of urbanization in the county area under the background of the development of new urbanization, taking the quality of urbanization in the county as the main research object. Then it defines the connotation of urbanization quality, finds out the influencing factors and regulation mechanism of county urbanization quality in different historical stages, and analyzes and discusses the interactive relationship among county urbanization quality, speed and level. Finally, on the basis of this, the paper constructs the evaluation system of the development quality of urbanization in the county area, taking Yishui County of Shandong Province as an empirical case, from the aspects of population employment, economic development, urban construction, residents' life, social services, etc. This paper comprehensively measures the present development quality of urbanization in Yishui County from six aspects of ecological environment. By comparing with the urbanization quality of other counties in Shandong Province, the paper analyzes the development status and characteristics of urbanization in southern Shandong Province, represented by Yishui County. Combined with the local development reality, the corresponding urbanization development countermeasures are put forward.
